shouldn't be in two slabs This is in response to Sanjay's views on HRA
in metropolis like Delhi and Mumbai. While sharing the difficulty, let me also
say that things are not better in any small towns either. The rent has gone sky
rocketed in any town like Chandigarh, Agra, Bhubaneswar, Cuttack etc. Hence there
should be HRA only in two slabs like 40% & 30% of the basic pay for big and

I would be grateful if the matter given below is published in your Forum column
at the earliest: Malhotra and Rajendran, our esteemed colleagues, seem to have
ocean of time to comment on his senior colleagues including lady colleagues. I
would advise them to concentrate on their official duties instead and not waste
time criticizing others. Those who are Senior PPS or PPS today have all passed
this stage. While his senior colleagues grabbed the opportunity of the Departmental
Examinations held by UPSC/SSC, the likes of Rajendran and Malhotra wasted their
time in criticizing others. Had they grabbed the opportunity offered by GOI on
time, they too would have climbed the ladder and would not have felt frustrated.
Regarding sitting late and working culture, I disagree with Malhotra that Senior
PPS/PPS do not share responsibilities. He might have not come across the likes
of AK Kakkar, Senior PPS, my mentor and guru, who has no qualms about shouldering
any responsibility, whatsoever it may be. Instead of being appreciated, he has
at times invited the wrath of his junior colleagues as they were left behind.
So Malhotraji, do not generalize. The Senior PPSs/PPSs are very competent. And
if they do all the work assigned by the Boss, what is the necessity of the junior
colleagues. So if you are wronged by your senior colleague, speak frankly, and
sort out your differences amicably, instead of using a respectable site to air
out your grievances and settle scores with your seniors. Your comments on the
lady employees of CSSS cadre are uncalled for and in a very bad taste.. May be
you have come across some junior colleagues who take advantage of being ladies.
Seniors of CSSS, males or females, do not fall in this category. They really work
hard. Moreover, the ladies of our cadre, when posted with most senior officers,
make twice the effort made by their male colleagues to prove their mettle. So
Malhotraji and Rajendranji, stop bickering and learn to respect your elders and
attend to your official duties. Others senior to you have come a long way to reach
the positions they occupy today. Respect begets respect. Try this and I think
you will not regret and would not have to air your frustration using this respectable
and popular site. There is lot of other issues of relevance and we are waiting
for your valuable comments on them. A. Bose Malhotra can not
be PA for 25 years it is not possible to remain PA for 25 years as has
been said by Malhotra. DoPt is not that cruel. Possibly, this is the sum total
of his full service. He appears to be annoyed with female community. Lal
Gulab Many of us will also leave Without intending any offence
to any service or to Grade III or IV cadres, a simple point illustrates the anomaly
of Pay Structures in Government. A Private Sector Driver gets paid Rs 3000 to
Rs 4000 per month where as a Government Driver gets paid Rs 6000-Rs 7000. A Private
School Graduate Teacher gets apid Rs 3000 to Rs 5000 while in Government Graduate
teachers get Rs 7000 to Rs 9000 with almost 3 months off. Whereas a middle rung
IAS officer gets around Rs 30000 whereas his counterpart in Private Sector gets
Rs 1 lakh plus. Most middle rung IAS officers working as Collectors in Districts
put in more than 12-14 hours per day, 7 days a week. Don't even get the annual
30 day leaves and undergo considerable pressure and stress. Similarly, in State
and Central Governments, most officers do work over and above the office hours
and contribute much more to what they are paid. Officers in North Eastern cadres
sacrifice family life as also basic creature comforts. No wonder many IAS officers
are looking for better options. If the Pay Commission does not address these issues,
many of us will leave. A Singh I hope this debate subsides Everyone
has his or her own view about certain things and, of course, according to our
thinking and convenience in a case to case basis. It may not be general. And everyone
thinks he is right in his own way and perception and why not everyone has a right
to express. But the debate about the Junior/Senior members of the Stenographic
cadre and differences, if any, should be sorted within as there are suitable forums
for expressing such things, rather than giving them the unnecessary publicity
or air which affects adversely our own cadre. Because if someone offer some comment
on one aspect of the service or about its certain member, it may offend the other
person who holds the other perspective or view on the same aspect. And there is
no ending to the debate - debate should not be for the sake of debate. Rather
than maligning or exposing chinks within certain cadre and giving others chance
to know or make mockery about a particular cadre, its issues and differences,
if any, or perceptions which are strictly internal to cadre should be dealt with
care. I wish good sense would prevails and dirty linen not washed in the open.
Be united so that no one can take advantage of our bickering and differences and

Ravi kumar still exists in world where young idealists join civil services to
serve the nation and do so selflessly for next 35 years or so. How does he explain
the mass leaving, resulting in immense loss of experienced man power at the middle
rung and causing change of minimum service of 16 years to 14 years (for becoming
Commissioner/ Joint Secretary) this year. Many other services, especially Engineering
services, this loss of Human Resource Assets is much more alarming, though not

In his Budget why did PC not address inflation???? There were so many steps
