FORUMAppointment
of JIC Chief against rules Vide Departnment of Admisitrative Reforms and
Public Grievances, Ministry of Personnel, PG and Pensions, Government of India,
O.M. No.15/4/2007-EO(SM.I) dated 17.4.2007, Ms.Leela K.Ponappa was appointed as
Deputy National Security Adviser and Secretary, National Security Council Secretariat
for a period of two years. Now she has also been given charge of Chairman JIC.
While DOPT rules are clear that no retired Officer can be designated as Secretary
of an Organization / Department in the Government of India; this rule has been
violated in the premier organization under the PMO - NSCS. IAS Officers are sore
that while a retired IFS Officer has been designated as Secretary NSCS; a senior
IAS Officer and former Defence Secretary has not been designated as the Secretary;
and, is made to work under a junior IFS Officer in the NSCS, in violation of rules.
How Rashtrapati Bhavan top brasses have ignored this is not understandable, and,
they are still ignoring it? R N Gupta Debate-I could not sleep
for 15 days I have been reading continuously about the frustration being
aired by Stenographers Grade 'D" and Stenographers Grade C' against their
senior colleagues i.e. PS/PPS/Senior PPS. I could not sleep for the last fifteen
days to read such types of comments expressed by members of our junior colleagues
I being a member of this community do not want to say anything against anybody.
This is a debatable topic and it will not be appropriate to discuss this issue
by using this respectable site. Now the time has come for the Government to consider
whether there is any need of stenographic assistance to be provided to the officers
in the Central Secretariat at the present age when all officers in the Government
have the knowledge of using computers in disposing their day-to-day work..
No doubt, my above views will not be liked by any members of my cadre, I shall
be grateful if these are published in your valuable site. A K Kakar State
Governments should utilize services of IRS officers Hon'ble FM and his
team of IRS officers have shown their talent in running income tax department
so well mainly represented by increase in tax collection. It is high time that
all state governments should utilise the services of IRS (IT) officers for their
departments like sales tax, state excise, land revenue, registration and stamps,
road tax, municipal taxes, state finance PSUs economic offence wings etc. Pavan
Ved HRA issue I have seen in the FORUM that HRA should not be
in two slabs. I fully agree with it. Moreover, what is the fate of the employees
residing in the government quarters because the accommodation given by the government
is more than 20-25 years old one and the present accommodation will not suit as
per the HRA given at present. This may kindly be looked into and some rebate on
the HRA has to be given to them. P S MANI President NIRD Employees'
Association HYDERABAD UPA Government should learn Public memory
is very-2 short. UPA should take clue from NDA 2004 experiment. With soaring
prices UPA will not be able to make it. R K Singh Saha has joined
on completion of tenure K C Saha was on short term UN deputation for a
fixed period and the Bihar Government didn't recall him. He joined the state government
on completion of his short term UN Assignment. Binod Government
should think of DANIPS cadre The government of India is supposed to be
model employer and has very small area where it does policing otherwise it is
the domain of states . But to manage and organize policing in such small area
,has become difficult for MHA what to say of showing an example to states who
are much better. In fact, central government should learn from states. The DANIPS
cadre who provide police officers of cutting edge to Delhi or Andmans are the
most ignored lot and finding it difficult to get their genuine grievances redressed.
They run from pillar to post for things like cadre review and get relative parity
with other Group B services. I think these direct officers must think to opt other
career if they want to feel happy in their life. The MHA is numb to DANIPS. It
is very difficult to get things done what would have been done suo moto. Even
IPS induction DPC has been done but the notification has been delayed for 6 months
what to say of increasing jag level in danips which is under process for more
than 7 years.the cadre review for such small number of officers is one hour job
but it has been 7 years old process still undecided. What one will say about efficiency
of MHA. Great capable officers of MHA please look in it B K Sharma
Aaj
Ki AawazHad it not been for Commies UPA would have pushed ahead
with reform!!! And today could have boasted that 'humm ne kiya perform'!!!
Commies have shackled this Government on reform!!! Whenever UPA has tried
to go ahead with reform Commies have kicked up a storm! But with Commies
UPA also share the blame!!! And also the shame!!! After all UPA has
always put power before Country's interest!!! In the weighing scale UPA on
one side placed power and on the other side the rest!!! PC has opined
that 60 MPs have shackled India 's progress!!! Realizing that he's pointing
at them shackling of PC Commies will press!! Then PC has said that Left
is poor man's Dushman Number ek!!! There's no doubt being pro common man they
fake!!! They say Karat has already declared on PC war and warfare plans
have been put in place! Against PC from now every Commies carries a verbal
mace!!! But what PC has said is right
.Commies are for India a humongous
pain!!! And are pro China and Russia and patriotism to India they just feign!!
All of a sudden PC's head ke baal have started to go white!! Seems
he's given up or has no time to put against whitening via dyeing a fight!!
Sonia has still not got over Advani's courtesy call!!! After Advani left
the say Sonia said 'see his gall'!!! Sonia must have felt 'he's presented
me with a book in which he's shown me in bad light'!!! ' First he did it verbally
and now he's put it in black and white'!!! Sonia must be now planning
a tit for tat!!! Must have put on her 'revenge' thinking hat!!! When
Advani landed up at 10 Janpath Sonia went red in the face or face got laal!! What
excuse Congress will give
they'll say it was holi ka organic gulaal!!
Advani has won the present round!!!!! And he won the round on Sonia's
territory or ground!!! Manmohan is at it again and has said ' On Nuclear
energy we are committed'!!! And when Commies will cry foul he'll say 'not'
before committed was by Media omitted!!! One moment he's tolla and the
other moment he's maasha, No one can understand Manmohan ki Deal pe bhaasha!!!
Now Public feels it all depends on which side of the bed he wakes!!! Based
on this seems statement on the Deal he makes!!! It it's the left side
then 'No Deal' and if it's the right then 'Deal'!!! If its centre then with
the 50-50 way karta hai Manmohan Deal ko deal!! He then says 'Deal' and
follows it up with No Deal like a Krackjack cookie!!! Americans must be thinking
' they say he's experienced but behaves like a rookie'!!! What will Pranab
tell the Americans on the Deal???? ' I don't talk five hours before and after
a meal'!!! Or is he carrying a secret message that says Deal is on!!!! And
for this purpose to USA could be he's gone!!! Kumaraswamy says that Rahul
Baba's is a copy cat or monkey!!! He says Rahul has robbed his plan to make
villagers ka ass or donkey!!! These village tours are akin to croc tears!!! Crocs
telling people ' we are here to show we care and to remove all your fears'!!!
But I can vouch Rahul was first to come up with the village tour plan!!! In
fact this was at one time planned by his late Gran!!! Big B has responded
to Raj's barbs saying he does not need to respond!!! Hope he realizes in the
pond called Mumbai Raj is one of the croc's in the pond??? What will happen
if in the future Uncle and Nephew bond??? Then Big could be facing two crocs
in the pond!! Or Uncle croc could make Nephew croc change his mind!!! And
make him take a u-turn and towards Big B turn kind!!! Confucius says
.
In politics the only thing permanent is craving for power!!! No relationship
bonds forever and no relationship that is forever sour!!!
