Appointment of JIC Chief against rules
Vide Departnment of Admisitrative Reforms and Public Grievances, Ministry of Personnel, PG and Pensions, Government of India, O.M. No.15/4/2007-EO(SM.I) dated 17.4.2007, Ms.Leela K.Ponappa was appointed as Deputy National Security Adviser and Secretary, National Security Council Secretariat for a period of two years. Now she has also been given charge of Chairman JIC.
While DOPT rules are clear that no retired Officer can be designated as Secretary of an Organization / Department in the Government of India; this rule has been violated in the premier organization under the PMO - NSCS. IAS Officers are sore that while a retired IFS Officer has been designated as Secretary NSCS; a senior IAS Officer and former Defence Secretary has not been designated as the Secretary; and, is made to work under a junior IFS Officer in the NSCS, in violation of rules. How Rashtrapati Bhavan top brasses have ignored this is not understandable, and, they are still ignoring it?

Debate-I could not sleep for 15 days
I have been reading continuously about the frustration being aired by Stenographers Grade 'D" and Stenographers Grade C' against their senior colleagues i.e. PS/PPS/Senior PPS. I could not sleep for the last fifteen days to read such types of comments expressed by members of our junior colleagues I being a member of this community do not want to say anything against anybody. This is a debatable topic and it will not be appropriate to discuss this issue by using this respectable site. Now the time has come for the Government to consider whether there is any need of stenographic assistance to be provided to the officers in the Central Secretariat at the present age when all officers in the Government have the knowledge of using computers in disposing their day-to-day work..
No doubt, my above views will not be liked by any members of my cadre, I shall be grateful if these are published in your valuable site.

State Governments should utilize services of IRS officers
Hon'ble FM and his team of IRS officers have shown their talent in running income tax department so well mainly represented by increase in tax collection. It is high time that all state governments should utilise the services of IRS (IT) officers for their departments like sales tax, state excise, land revenue, registration and stamps, road tax, municipal taxes, state finance PSUs economic offence wings etc.

HRA issue
I have seen in the FORUM that HRA should not be in two slabs. I fully agree with it. Moreover, what is the fate of the employees residing in the government quarters because the accommodation given by the government is more than 20-25 years old one and the present accommodation will not suit as per the HRA given at present. This may kindly be looked into and some rebate on the HRA has to be given to them.

Government should think of DANIPS cadre
The government of India is supposed to be model employer and has very small area where it does policing otherwise it is the domain of states . But to manage and organize policing in such small area ,has become difficult for MHA what to say of showing an example to states who are much better. In fact, central government should learn from states. The DANIPS cadre who provide police officers of cutting edge to Delhi or Andmans are the most ignored lot and finding it difficult to get their genuine grievances redressed. They run from pillar to post for things like cadre review and get relative parity with other Group B services. I think these direct officers must think to opt other career if they want to feel happy in their life. The MHA is numb to DANIPS. It is very difficult to get things done what would have been done suo moto. Even IPS induction DPC has been done but the notification has been delayed for 6 months what to say of increasing jag level in danips which is under process for more than 7 years.the cadre review for such small number of officers is one hour job but it has been 7 years old process still undecided. What one will say about efficiency of MHA. Great capable officers of MHA please look in it
