Pay Commission has an excellent sense of humour
The Pay Commission has an excellent sense of humour. It says that age of retirement should not be extended as civil servants seek post retirement jobs / extensions. The Chairman of the pay commission himself is a retired person who worked on extension / re-appointment. Anyway, what a shallow way of looking at the issue of retirement age.
The Pay Commission has merged the pay scales of Director, Joint Secretary, Additional Secretary. This will enusre that the Addl Secy feels small as he is in same scale as someone 16 years junior. The younger officer will feel worse as he sees himself staying in the same scale till he retires.
The news-readers are describing the salary jump as a huge bonus. And now a 55 year old senior officer will get half the salary of that 25 year old news readers.
So, congratulations to the pay commission for adding humour to the sad lives of civil servants.

According to a study by the Xavier Labour Relations Institute, commissioned by the Pay Panel, compensation provided by the Government is higher at Group C and D levels, marginally high for Group B employees and only substantially higher for Group A officers in the Government. The study also revealed that "merely comparing salaries without taking into account the total package of allowances and benefits available within the government, especially the value of pension and the value of job security provided, cannot be undermined since they form major components of the total package."
If we see the overall impact of the proposals has been taken by Group B only why the group made scape goat, which is the long suffering and forming part a major group in the government. While the Group C & D which it is claming to compensate is very little in number and size there already downsizing and recruit bans at those levels so whom the benefit is being claimed. Now the question is who is this Pay Hike is for and so-called bonanza. This is for Group A. Group B was marginalised and has been marginalised will be marginalised. Because it is the game of power of pen and power of seat in which the real government employee in whose name all this tamasha is done is lost. Pay Commission has ignored the sufferings of this group who has long been denied promotions almost dim propospects and now there is not much offered. Moreover all the scales that have been curtailed have been actually sacrificed from Group B scales and merged with Group C. Assured(Unasasured) Career Promotion which is retained in the proposlas is because it in the interests of the system to deny the benefit and further keep them hanging so that give in resign than to suffer the agony. Then ACPs are also at the mercy of DPCs and ACRs which are again in the hands of superiors. Why not delink ACP from DPCs and ACRs and make it automatic because ACP is deemed promotion and not promotion - if real benefit has to be given to this suffering group.
To sum it seems that the Pay Commission Proposals are " for the masters, of the masters and by the masters. I am sure hon'ble FM will take into consideration these facts and try to do justice in the election year because group B form a major vote bank.

Sixth Pay Commission Report written by an IAS
Is'nt it obvious that the 6th Pay Commission was written by an IAS Officer. While they used the 5th Pay commission report as an excuse to continue higher pay and grades, they did not quote the 4th pay commission report which recommended parity. This is a joke. And what a contradiction with respect to the IRS - the commission recommended that IRS does not have any secretary level posts and mention that the problem needs to be fixed, what do they end up doing? they do not create a secretary level post for Chairman, but make the member posts to special secretary (they are already there actually, having being promoted from additional secretary rank). The Central Services cannot expect any justice from the government, they should just quit and let the IAS run the country down to ruin.

Retirement age should be 62
The retirement age be fixed at 62 immediately. After all those leaving are being taken in by Corporate sector for their experience and maturity. Most of the work till 65. Then why Govt does not make use of their experience ???
Those denouncing this, do not know what they are talking about. It would also help the Govt. keep the GPF sums with itself,otherwise it will be disbursed.
Salaries till the Director level staff still needs upward revision.Its not consonant with market realities.
