1.Insurance policy for health coverage is a refreshing change.
2.transfer allowance changes are welcome
3. Daily allowance while on tour is a welcome change, the earlier one was a pittance
Negatives
1.Not allowing Central Services 5 year deputation to Private sector as in case of AIS is discriminatory and violative of Article 14 of constitution.
2.No specific scheme of productivity linked pay has been suggested.1% extra pay is measly and grossly inadequate.
3.Increase in pay at director rank is around 10 to 15% against expectation of 30%

Gross injustice to Director level officers
Through your most valued website, I would like to bring to the kind attention of Sixth Pay Commission and the Ministry of Finance the Gross injustice that has been meted out to most of the officers up to Director Level Officers in the Pay Scale of Rs. 14300-400-18300, vis-à-vis the officers in the Pay Scale of 14300-450-22400. While the fixation of higher Grade pay at Rs. 9000 could be justified for the officers in the scale of 14300-22400 (being 40% of the maximum of their present pay scale), compared to Rs. 7600 for officers in the pay scale of 14300-18300. However, the officers drawing higher salary in the scale of 14300-18300 than the officers in the scale of 14300-22400 would now draw substantially lower salary in the proposed new pay scales compared to their counterparts in the scale of Rs. 14300-22400. Even the officers at the highest of the pay scale 14300-18300 would draw Rs. 7300 less Revised pay in the running pay band compared to fresh entrant in the pay scale of 14300-450-22400, as can be seen in the following table:The actual loss to the officers in the pay scale of 14300-18300 would be much more than indicated in the last column, if one adds the HRA and DA also.
The Government of India is therefore requested to look in to such anomalies and need to ensure that no injustice is done to the Directors level officers and other officers who are placed similarly.
The guiding principle has been that Officers with same basic pay in the pre-revised scales were drawing the same gross emoluments and those having lower basic pay were drawing lower emoluments, irrespective of the pay scale. This needs to be maintained in the post 6th Pay Commission regime.

I am sure there would be many such instances where such a distortion in total emoluments would take place due to the recommendations of Sixth Pay Commission. It is therefore requested that GOI need to maintain parity between Officers presently drawing same salaries.

Report is creating confusion

What would be new pay scales of an Assistant and a Section Officer as per recommendations of 6th Pay Commission, who were earlier working in initial pay scale of Rs. 5500/- and Rs. 6500/- respectively.
Are Section Officers covered under pay scale (S-13),? What would be gross salary of Section Officer according to revised pay scale?
According to recommendations of 6th pay commission, what would be status of grant of pay scale of Rs. 8000/- to Section Officer on completion of 4 years? Will newly appointed Section Officers also get such type of benefits?
The proposed corresponding salaries and grade pays are creating lot of confusion , so please publish detailed report about said queries in your esteemed website.

Nothing to cheer for Stenographers cadres
I poured through the 6th Pay Commission recommendations and there is nothing to cheer for Stenographers Cadres, Grade I, Grade II and Assistants and PS. They have been merged with LDCs and UDCs, ignoring their experience and denial of promotions. It is very discouraging and demoralising for this group of officials in the Government. They were hoping not only justified pay hike vis-a-vis Group A, but also promotions and heavy stagnation which is still not addressed and completely sidelined. Moreover there are proposals to make stenographic cadre a "history". This scenario has made me to coin a slogan. I am giving it below:

"Vetan hi nahin, sammaan bhi do".
"Ek bar Gazetted to bana do phir bhale hi latka do"

Cabinet secretary, who takes and helps in taking the decisions affecting billion and more Indians is paid a pittance of Rs. 90,000/- pm.; where as a CEO of a company takes decisions of a single private company will get lakhs of rupees pm. What a pay structure?

Employees are annoyed
All employees of group D, C and B are annoyed with the Sixth Pay Commission. Interests of Gr. C & D (about 70 % of total Employee), have been ignored by the Pay Commission. Recommendations of Pay Commission are not acceptable by the Gr. C & D employees. If the recommendations are not reconsidered by the Govt. and the grievances of the employees are not addressed, there will be disappointment to a large number of employees. If the recommendations are accepted by the Government, all UDCs working in Central Ministries who got promotion after a period of 12-13 years will get almost same salary to be drawn by a LDC. In the Ministry a UDC who performs same duties being performed by an Assistant whereas an Assistant gets almost double salary than a UDC. This anomalies in pay structure of UDCs which has been under consideration since IVth Pay Commission has not been removed so far. This aspect needs immediate consideration by the Govt. because payment structure in the Ministry will adversely affect the performance of UDCs in the Ministry.

Pay Commission - Governmemnt employees were really looking forward to some thing which would give them monetary benefit as compared to the private sector, reduce disparity among its cadres, remove stagnations, simplify the complexity in pay scales and overall take them forward. The report released yesterday gives less in terms of benefit and adds more to confusion. Reduce number of scales and introduce the concept of Grade Pay - Nonsense. Merge UDCs, Assistants and Section Officers scales and give different grade pay - Nonsense. Do you think a person drawing the same scale will take orders from another person of same scale, that too in India - Nonsense. Merge US, DS and Director scales, give grade pay- When a US gets promoted as DS after 10 years or so, he or she gets a pay hike of Rs.500 in Grade Pay. Director and US work in same scale - who cares about orders - Nonsense. Annual increment of 2.5% and 3.5% (only for 20%),- what happens if there are more good officers that 20%. This will create problem for the officer recommending and also for those who are recommended 3.5%. Those who get 2.5% will go into retirement mode immediately. Pay Commission has actually tried its best to create differences among the lower rung officers. A divide and rule policy. To admit the fact, I could not understand the recommendations for Group D employees. It talks about non recruitment, metric/ITI qualification, training and becoming Group C - will need to take special classes to understand that. The report is not totally red. There are some green patches like children education allowance, HBA, HRA, Conveyance Allowance. Overall, I think there is more application of mind in the report than what was required. Too many changes could cause confusion. Government was doing well with the present posts and scales. Time bound promotion from entry level is what people were actually looking for. More than pay increase, it is stagnations which is affecting gov. employees at the lower level. Report fails to address this issue which is the mother of all problems and controversies. Artificial gap created
The euphoria of Pay Commission Report (PCR), has died down sooner than most pessimistic ones had also imagined. The PC seems to have determined the minimum pay and fixed the maximum and than juggle in the rest of the numbers.
To give an example: The PC has observed "The scale of Rs.14300-22400 presently applies to very few posts in the Central Government. The scale was earlier available to Professors, etc. in Government institutes, almost all of whom have now switched to UGC pattern. As such, no rationale exists for retaining this scale as a separate scale." Despite this the PC has used this scale to create a big gap between the posts in the scales of Rs.14300-18700 and Rs.16400-20900 (by clubbing them with the Pay Band 3), and the Senior Time scale of Rs 18400-22,000.
In the PB4 the minimum of the scale has been linked with Rs.14300 of a non-used scale, thus giving it a basic pay of Rs 39200 whereas for the basic pay of Rs. 14300 applicable for a Director it is only Rs 24890. Similar advantage is also given to the basic pay of Rs 14300 of a non-used scale over Rs 20900 in the scale of Rs.16400-20900. The real reason for this appears to be the creation of a big artificial gap between rest and the top without making it look apparent. This gap is not going to impact IAS officers as only they will be able to make use of higher pay scales to the hilt.

The Pay commission has not recommended autonomy or secretary level posts to CBDT and CBEC on the ground that levy & collection of taxes is a sovereign function & as railways are performing commercial functions, they deserve autonomy. Can there be a greater travesty of justice than this flawed reasoning & logic. Perversity thy name is pay commission's wisdom.

From Maharajah lounge to the Maharajah flight.This is how one can sum up his journey on Air India's Nonstop flight AI-101/AI-102 on Delhi-New York & New York -Delhi flights. Though,the flight was introduced on February 8,2008;it continues to gain popularity. It may be stated here that Air India had launched the non-stop flight to New York from Mumbai on August 1,2007.
The Air India is the first Airline in the Indian aviation sector to launch the non stop flight on Delhi-New York & New York -Delhi sector.The 14 hour haul is not as long as it sounds when one hears about it for the first time.The experience of a new level of luxury while travelling on the Boeing 777-200LR (Longer Range) aircraft is worth sharing with high fliers.Boeing 777-200 LR is the most deluxe aircraft in the world at present.One who walks with waves of time can succeed,but in case of this flight it will be no exaggeration to say that those who want to dispose of their official work and return to Delhi or New York can conveniently do so within two days.Only a word of caution is that while aboard flight one must make sure that he sleeps for about six hours(either way).Otherwise,you are going to miss that luxury of sleeping while over flying the North Pole.
The 238-seater aircraft that flies between the Indian capital and the "Big Apple" has eight first class seats, 35 executive class seats & 195 economy class seats.The flight departs from New Delhi's Indira Gandhi International Airport at 0030 hrs (IST) and lands at New York's John F. Kennedy Airport at 0545 hrs. (New York Time). It departs from New York at 1600 hrs. (New York Time) and touches Delhi at 1630 hrs. (IST) the next day.In either cases I found the flight to be quite convenient.
This was best testified by Arun K.Bajoria President "JKTyre"with whom I had the privilege to travel on the long haul from New York to Delhi.Bajoria said "this is my third trip on this sector ever since the flight has been started & I am delighted to see that the flight is evoking a very good response."
