of project identification to its completion and the need for accountability being

' Will Mishra serve for 3 months'? This is really a joke. The post of Chairman
CBDT has really been diluted over the years. The present incumbent who is to retire
on 31st march was there for 5 months. The previous incumbent was there for 4 months.
Similarly the previous 10 Chairman have been in the seat for not more than a few
months. Now Mishra will be there for one month and if he gets an extension for
another 2 months. Can such a scenario be imagined in the corporate sector where
the CEO does not have a shelf life of more than 3 months on an average? The income
tax department is literally running the UPA agenda. The 60000 crores waiver is
because of the bumper tax collection, which has been acknowledged by the Finance
Minister himself. Won't it be a good idea that the post of Chairman CBDT,
and perhaps CBEC too, should be secured for atleast 1 year so that concrete steps
could be taken for optimising the tax collection? Perhaps there needs to be a
public debate on this aspect and your website may like to have an opinion poll.
Secondly, it has to be considered seriously whether the post of Chairman should
be made Secretary level and thereby do away with the post of Revenue Secreary
which is unfortunately an obstructionist layer in the entire hierarchy?. An

If we take notice of the recommendations w.r.t. Assistant Teachers/primary teachers
who have been given the scale of Rs. 6500/- in place of existing Rs. 4500/- (two
scales higher leaving the scale of Rs. 5000/- and Rs. 5500/- behind, for just
required qualification of SSC + one years JBT or BTC course ( and for duty hours
of only 5-6 hours along with a plenty of leaves in summers/winters, this report
is realy for the Masters (Teachers),. This is another angle analysing the comments
of Pawar. T T Ram Anomoly should be rectified As rightly identified
bt T Palani, the Pay Commission Report has been written by an IAS Officer is correct.
There is a serious anlomaly conerning the grade pays of IAS and other Group A
services. Previously, IAS was given two additional increments at STS, JAG and
NFSG level but without any difference in these grades. This pay commission has
gone one step further to ligitimatise the differences in grades too by providing
different and higher grade pays to IAS officers in comparable grades. Is it an
inadvertent error or a conspiracy to accord special status to IAS officers even
in the same grades. This anomaly needs to be rectified by the Government in order
to stop demotivating further a large number of Group A officers. This pay commission
has done more 'BAD' than 'GOOD' in perpetuating the differences and gaps between
IAS and non-IAS which was not the mandate for it. The group of Officials studying
the recommendation of Pay Commission for implementation must be drawn from IAS
and non-IAS categories and they should try to achieve equity, distributive justice
and harmony among all the cadres. Dr P Mishra Report is amusing The
Pay Commission Report is indeed amusing. So what they didn't give anyone a worthwhile
pay hike? They've promised a doubling of the pension at age 100! So here's good

Prasad No scope for intelligent officers in Government 6TH Pay Commission
has announced loud and clear that there is no scope for intelligent officers in
government. The report is a cruel joke on civil servants from all services. The
talent has to move from the government to private sector as the most incometent
people will remain in government now. The hikes are pea-nuts and grossly inadequate.
There was definitely a merit to go beyond 1.5 lakh for a joint secretary and at
least 1 lakh for deputy secretary and 1.25 lakh for Director level officers. RK It
was not expected from Rajiv Shukla This is with reference to an Article
of Rajiv Shukla published in the editorial page of Dainik Jagaran, dt. 22. 3.2008
titled 'Badhata Vetan Ghati Jimmedari', deploring the unaccountability and availability
of more than 200 days of holidays for Government Employees and so called disproportionately
high pay-packets for them. While his contention regarding the 17 days Gazetted
Holidays allowed in a 5-day a week set-up may be right, and that has been taken
care of by the 6th CPC also by reducing this to 3 National holidays with an increase
of RHs by 6 days(from 2 to 8), a year, to drive home his point he has resorted
to half baked data presentation by which he declares that today every Government
employee is entitled for 201 days of leave in a year. To quote him translated
into English from Hindi: "
This is a fact that any government employee
is entitled for 201 days of leave out of the 365 days of a year. So much leave
is not given in any country of the world and in USA and other development oriented
countries, just half of this is available." He has relied on the so called
data of Ministry of Personnel according to which, "
. A government
employee or officer is entitled to get 104 days Sat/Sun leave, 20 medical leave,
30 earned leave, 8 casual leave, 2 restricted, 20 half pay leave, 17 Gazetted
leave. This makes a total of 201. Thus he is expected to work only 164 days in
a year
" This calculation is factually wrong. There
is no 20 days 'medical leave' at all in a year. The 20 days HPL, can only be commuted
to get 10 days of full pay leave on medical grounds only. Thus any one is not
entitled even for 10 days commuted leave as a matter of right. Only on medical
certificate he can avail such leave out of his accumulated HPL account, from which
double the HPL is deducted for each full pay leave taken. Thus removing these
two figures only reduces the figure of 201 to 161 and 164 days (expected to work),
to 204 days a year. Secondly every one simply don't prefer to utilize all
the 30 days of EL available to him for encashment of upto 300 days is allowed
at the time of retirement. There are numerous examples where even after accumulating
300 days of EL many officers and employees are not availing it and the ELs earned
by them beyond 300 are getting lapsed every year. For some, even taking 8 days
CL is also not possible (by choice or by compulsion),. Just to drive home
his point of view, cooking up data in a misleading way is nothing but defamatory
for the government employees. General public quickly makes a negative idea on
reading such kind of articles particularly if the author is an hon'ble MP of Congress
Party from Rajya Sabha and owner of a Production house in the media. At least,
such kind of mud-slinging from a person like is not expected. A sincere and
honest Government Servant, who is sitting late (beyond office hours), in his office
to express his feelings in a proper way. - A Sincere Government Servant Some
Observations and Suggestions on Pay Commission Report 1. The Pay Commission
(PC), seems to have determined the minimum pay and fixed the maximum and than
juggle in the rest of the numbers. The increase in the pay scales has to be necessarily
in the same proportion as that for the Senior Scale, if not the proposed hike
in the pay scale of Secretaries. 2. The PC has observed, "The scale of
Rs.14300-22400 presently applies to very few posts in the Central Government.
The scale was earlier available to Professors, etc. in Government institutes,
almost all of whom have now switched to UGC pattern. As such, no rationale exists
for retaining this scale as a separate scale." Despite this the PC has used
this scale to create a big gap between the posts in the scales of Rs.14300-18700
and Rs.16400-20900 (by clubbing them with the Pay Band 3), and the Senior Time
scale of Rs 18400-22,000. In the PB4 the minimum of the scale has been linked
with Rs.14300 of a non-used scale, thus giving it a basic pay of Rs 39200 whereas
for the basic pay of Rs. 14300 applicable for a Director it is only Rs 24890.
Similar advantage is also given to the basic pay of Rs 14300 of a non-used scale
over Rs 20900 in the scale of Rs.16400-20900. The real reason for this appears
to be the creation of a big artificial gap between rest and the top without making
it look apparent. This gap is not going to impact IAS officers as only they will
be able to make use of higher pay scales to the hilt. 3. If PB2 can overlap
PB3 by a big margin, why not PB3 overlaps PB4 as has always been the case. There
is no reason to distinguish Senior Scale to such an extent. Proposed Corrections A
few corrections necessary for making the award inclusive and just, are as follows: 1.
Start the PB4 at Rs 43280, which is indicated as the amount corresponding to the
basic pay of Rs 18400 in pre-revised Senior Scale. 2. Increase all the remaining
Pay Bands in same proportion as the increase in the erstwhile Senior Scale, as
follows: PB3: From Rs. 15600 - Rs 39100 To Rs. 18800 - Rs 49000 PB2: From
Rs. 8700 - Rs 34800 To Rs. 12650 - Rs 34800 PB1: From Rs. 8700 - Rs 34800 To
Rs. 6900 - Rs 20200 3. Break down the pre-revised scale of 14300 - 22400 in
two parts with one going to PB3 and second to PB4. Anil Representation
on the recommendation of the Sixth Pay Commission Report At the outset
of my observation I would like to congratulate the Sixth Pay Commission for
a good report, though it is below the normal expectations of the serving
officers. The introduction of Pay Band system and Grade Pay is highly appreciable
and could definitely be helpful in removing the stagnation in a pay scale
in the present scenario. However, I would like to point out the anomalies
and differential treatment meted out to the two services namely Indian Police
Service and Indian Forest Service at Super time scale (ref. chapter 3.2 All
Indian Service),- 1. It is understood that seeing the role and importance
of the IAS, the existing edge for the service in three grades viz. Senior Time
Scale, Junior Administrative Grade and Non Functional Selection Grade is
being continued. But for Super time Scale for both the services namely IPS
and IFS the commission has committed in justice by clubbing the existing pay scale
in PB-3. 2. The commission has recognized the importance of Super time
post of DIG and Conservator in para 3.2.9 and 3.2.12 of the report by continuing
it with existing Pay scale of Rs. 16,400-450-20,000, but clubbing this scale
with the Junior Pay scale of Rs. 8,000-275-13,500 in PB-3 the commission has
actually tried to diminish the importance of the role of DIG and Conservator
in the respective services. 3. In the present scenario the promotion of an
officer to the Super time scale from All India Services in all the three
services are very different and it is seen that the IAS gets promotion in Super
time scale (18,400-22,000), at the 17th year of the service whereas an IFS
officer struggle to get promotion in Super time scale (16,400-20,000), even
at the end of 20th year of service in many States. 4. Hence, clubbing the
Pay scale of Rs. 16,400-20,000 in PB-3 and Rs. 18,400-22,000 in PB-4 will further increase
the gap among the three All India Service in the Super time scale and is a
serious injustice to the service which will cause resentment among the officers of
IPS and IFS cadre. Here it is also pertinent to bring to the notice of the
concerned that the Pay scale of Rs. 14,300-450-22,400 (Other Central Services),
is clubbed in PB-4 which also shows that the pay scale of Rs. 16,400-450-20,000
(S-26), and Rs. 16,400-450-20,900 (S-27), must be clubbed in PB-4 and should
be removed from PB-3. DJK Sharma IFS 1988 Batch Excellent

entire report is put in a tabular form and nothing remains to be explained. But
I hope government will not implement the report without judiciously studying it
and take necessary corrective measures to plug the holes in the special report.
Otherwise this would be the pay commission only for s-28(old scale), and above. Ajay Retirement
age should be raised Since Pay Commission has treated us like poor under-paid
inefficient fools, why cause distress by keeping retiring age at 60. Let the government
increase age to 65, if we are, in any case, to be underpaid underdogs. This could
compensate for the low pay and loss of face caused by everyone getting to know
what we are actually paid. A Worried Civil Servant Good calculation Ajay
K Verma has calculated the pre-tax increases. This is a great eye opener! If one
looks at post tax increases, the story may be a little different. This is so because,
one may like to look at the actual increase in hand. SKV It will
benefit only IAS The recommendations of pay commission have been designed
to benefit IAS only. There was need to bring parity between various group A services
to give incentives for specialisation but sadly the commission has only perpetuated
a feudal mindset. The report has only caused huge frustration especially in middle
level officers of all Group A services barring IAS. A bonanza was given a couple
of months back by DoPT to IAS officers by allowing state governments to give a
scale of 18400-22400 (joint Secy), to IAS officers having only 14 years of service.
The commission has further given a windfall by increasing salaries of jt secy
level officers by about 52% whereas for other scales (lower), the increase is
not even 25%. This is only about salaries. If allowanaces are added which are
linked to scale the benefits to IAS with only 14 years service are even bigger.
They have unduly gained an advantage of at least 4 years above any other service
barring Indian Foreign Service as officers from other services take not less than
18 years to get the scale of Joint Secy. Moreover the hype created in the media
about 40% increase is a myth. The highest increase ( 65% and 61% respectively),is
for Secretary and Cabinet Secretary ranks which are almost fully in the grip of
IAS officers. For other scales in Group A the rise is merely about 25% at start
of scale and 15% at end of scale. The whole issue needs a comprehensive re-examination. Anurag Report
has nothing for non-gazetted employees This 6th PC Report which is coming
after about 12 years has nothing for non-gazetted employees. These non-gazetted
employees were already grinded severely without any promotional avenues; once
in two years Home Town Concession; sub-standard CGHS facility; late sitting without
any reason at the direction of senior officers without any benefit. Now with the
more pay benefit to higher officers above US/PPS level to Secretary; these poor
non-gazetted employees are going to be crushed without any benefit and always
be at the mercy of the these officers who will exercise their authority because
of a very high pay. Now they will simply direct the subordinates to do everything
and exploit them and enjoy at their cost. It may also be said that the living
style of a Secretary and that of a non-gazetted employee is totally different.
While the Secretary has everything at his disposal; i.e. a furnished chamber for
his office; at home servants to attend him and others in his family; these poor
non-gazetted staff and particularly stenos in the lower grade are forced to sit
late without any benefit and also attend to domestic work of his house on his
own without anybody assisting him. These things should be realised by the officer
of Secretary level. Since this PC does not say anything about promotional avenues;
HTC facilites; good compensation for late sitting; this report is nothing but
a document meant for exploiting the non-gazetted staff and keeping them at the
