Dr S N Dash is new Secretary Heavy Industries in the Government of India.1973 batch Kerala cadre IAS officer Dr Dash on Monday succeeded 1971 batch Tamil Nadu cadre IAS officer Dr R C Panda who retired last week.

Selection of CMDs in PSE
I have gone through your site on the subject matter and would like to ask only one question to the Hon'ble Prime Minister and Industry Minister that why are they looting the public exchequer through PESB by calling PSEs top brasses for interviews for selection after paying air fares and hotel expenses to the candidates being called for interviews if orders of the suitable candidates were not to be issued? If PM or Industry Minister or their party wants their own candidates to be incarnated to top post then why this drama for interviews. This kind of treatment to the candidates is just like story of grapes and fox being taught by my grand mother about 40 years ago in a remote village. I hope you will agree with me being a watchful citizen who hope for better development and rule and regulation loving fellow for the betterment of India.

BHEL again under ad-hoc management
BHELhas again gone under ad-hoc management. When PESB has conducted interview and submitted a panel, it should have been honoured or otherwise the Government should scrap the PESB. After Ramachandran's exit in 2002,for more than 18 months BHEL was under ad-hoc management and that retarded it's progress. Same fate again for BHEL.UPA Government did the same mistake, BJP Government committed earlier. It's a shame for the Government .It should be known to the people ,whose pressure the Hon'ble Prime Minister could not withstand. Such forces should be exposed to save the Public Sector Enterprises.

Retirement age should not be raised
There should not be any increase in retirement age of government servants and in fact it should be reduced. It is even not in financial interest of the government as the salary of young recruits is far less than differential between salary and pension of retiring employees. Further the intangible benefits such as young and energetic workforce as well as motivated senior management should also be considered. The services and experience of worthy retiring employees can be utilised as consultant or even otherwise they can join private sector and help in nation building.

Expecting Clubbing of Pay Scales
All officers will be benefited if Pay Commission recommends to club the pay scales from Under Secretary Level to Director Level as the role and responsibility of these officers are more or less same in nature. It is expected from the Pay Commission that the designation at various levels be maintained on the basis of years of service performed by the officers.

Raising the retirement age-
1.My counter question is how what is the policy in efficient organisation like INFOSYS or TCS etc.?
2.In most of the efficient organisations they evaluate the performance of senior executives,if they are fit,mentally agile,useful for organisation then they get extension or even promotion. Otherwise they retire, may be even before 60.
3.So the answer is there should not be blanket extension of retirement age. Otherwise we might end up with brain dead top bosses(Secretaries, chief engineers, DGPs etc.).
Yes there are some very smart top bosses like the steel secretary, like A.J Majumdar Member CBDT who should be given a five yr extension, but by and large the situation is hopeless. For every efficient boss there are five equally senile top boss who should you would wish retire at 55 and not at 60.
4.I have seen in the past that invariably the corrupt and psychophant get extension(with some exceptions),God save this country if we blindly increase the retirement age.
5.The real need of the hour is a system of mid career appraisal of officers ,periodical exams ,so that we can separate the efficient ones from the inefficient ones. There will be some misuse but definitely it will be better than present system of "treating the good and bad equally.

Dear Prime Minsiter
You have spent 4 years and one more year is to go. You started with zeal to do some serious administrative reforms in the form of constituting Administrative reforms commission and initiating process for public service bill. These will not give any results because it may harm the interest of IAS lobby.
You may appreciate that empanelment of IAS officers for deputation to GOI is biased and goes against the principles of natural justice as it ignores vast talent available in other services and private people also. All India service was created for uniformity in administration and law and order. Putting them at the helm of technical posts were not have been dreamt by the constitution makers. Their poor and slow decsion making is known to everyone. And at this time what hurts the country most is poor expenditure management which is fully controlled by IAS officers. There are many brilliant IAS officers but the egoist and shallow must be weeded away. They need to be challenged and don't you think that the must should be such that it promotes talent wherever it is available. Now, an immensely non-IAS persons is being shunted and riff-raff IAS officers are being considered for any top post in GOI. They are even placed better than politicians under the protection from constitution. It will take vision, will power and guts to improve administrative system which will promote merit and nothing else. All the best.

Remember the cash withdrawal tax and its true motive or intention!!!
He made it look like a tax but the true motive he did not mention!!!

The tax was a tracer and IT got the info and used it against large withdrawers!!!
And now all the info is in hundreds of IT table-drawers!!!!

Practically every Farmer with holding less than 20 acres has taken dual loans!!!!
Under weight of loans and interests from Banks and Moneylenders he groans!!!!

But what has PC done to spurt Farm Sector growth????
Nothing and this something that most Farmers karr rahe hai loathe!!!

On the ground nothing has changed and Farmers are still a harried lot!!!!
Yes some breathing space they've got!!!!

Unless Farming is not made profitable Farmers will remain troubled!!!!
And next time the Farm Loan exemption will have to be doubled!!!

Now Farmers may take farming loans and to retire loan-shark loans,
And in a few years time they'll again be under the weight of loans letting out moans!!

PC's hoping that revenue buoyancy will provide for the waiver moolah!!!!
Akin to a housewife whose still has to buy aata and she fires up the choolah!!!

Average loan of small Farmers is Rs. 9000 which PC ne kiya waive!!!
And to the tax payer Rs. 45,000 via slab adjustment PC gave!!!

Again the Farmer has been given less!!!!!
