No benefit to IFS officers

The sixth Pay commission has not given any of the benefit the IFS officers working in the active field specially in the middle level management/supervisory officers. We have sent a representation to the Minister of Finance to look into the matter.
At the outset I would like to congratulate the Sixth Pay Commission for a good report, though it is below the normal expectations of the serving officers. The introduction of Pay Band system and Grade Pay is highly appreciable and could definitely be helpful in removing the stagnation in a pay scale in the present scenario.
However, IFS association would like to point out the anomalies and differential treatment meted out to the Indian Forest Service at Super time scale (ref. chapter 3.2, All India Service). The Indian Police Service has also been adversely affected in a similar way.
1. It is understood that in the system of Civil administration followed in India the IAS has and continues to and will enjoy supremacy every other service. However in the changing times it is important to recognize the role of all other services which have been created by the state for serving the society in different areas. In this context it is important to view and recognize the roles and responsibilities of Indian Forest Service.
2. The officers of Indian forest service have to undergo a rigorous training. They get allotted to the various cadres and the system of Cadre allotment remains the same for the three AIS. These young officers get posted to small and remote districts for a much longer time than their colleagues in the other two AIS. They work in inhospitable terrains with minimal resources and face pressures from conflicting social interests as well as from antisocial elements. It is a well known fact that officers of this service have lost their lives fighting poachers and timber smugglers. Despite facing adversities these officers have proved time and again their capability, sincerity and commitment to the cause of conserving nature and ecology in this country. It is therefore important that their just and very legitimate expectations in terms of better pay structure should be logically looked into and addressed properly. The present threat of Global warming and climate change can only be addressed with the understanding the importance of afforestation and conservation of Forests of the country. This can only be possible with the proper importance and recognition to the Indian Forest Service Officers in combating these threats
3. It is submitted that at Senior Time Scale, Junior Administrative Grade and non-functional selection grade the pay structure for the three all India services should be the same as there is hardly any difference in the working conditions or the hardships faced by the young officers.
4. The commission has recognized the importance of Super time post of DIG and Conservator in para 3.2.9 and 3.2.12 of the report by continuing with existing Pay scale of Rs. 16,400-450-20,000. However clubbing of this pay scale with senior time scale, Junior administrative Grade and the non functional selection grade in the same pay band (i.e. PB3) contradicts this position of the Commission. The Conservator is essentially responsible for providing administrative and technical guidance to the field level institution and exercising financial and administrative control in the forest department. It is therefore important that the hierarchy should be distinctly defined but clubbing this scale with the lower hierarchy takes away this edge. It is possible to maintain this administrative edge by clubbing this scale with the pay- band (PB-4).
It is also important to note that the promotion to the suppertime scale of the conservator is a merit cum seniority selection and this should be taken into account for placing this scale in PB4.
5. The Association would like to take this opportunity to once again put forth the argument that the scale of conservator should be merged with the scale of the Chief Conservator that is the present scale of 18000-400-20000.
It is again important to note that clubbing this scale with the Junior Pay scale of Rs. 8,000-275-13,500 in PB-3 the commission has actually tried to diminish the importance of the role of DIG and Conservator in the respective services.
6. In the present scenario the promotion of an officer to the Super time scale from All India Services in all the three services are very different and it is seen that the IAS gets promotion in Super time scale (18,400-22,000) at the 17th year of the service whereas an IFS officer struggle to get promotion in Super time scale (16,400-20,000) even at the end of 20th year of service in many States (e.g. in Tamil Nadu cadre1987 batch of IFS has still not been promoted to Conservator of Forest level).
7. Hence, clubbing the Pay scale of Rs. 16,400-20,000 in PB-3 and Rs. 18,400-22,000 in PB-4 will further increase the gap among the three All India Service in the Super time scale and is a serious injustice to the service which will cause resentment and demoralization amongst the officers of IPS and IFS cadre. Here it is also pertinent to bring to the notice of the concerned that the Pay scale of Rs. 14,300-450-22,400 has been clubbed in PB-4 which also shows that the pay scale of Rs. 16,400-450-20,000 (S-26) and Rs. 16,400-450-20,900 (S-27) must be clubbed in PB-4 and should be removed from PB-3. It is ironical that a person drawing salary of 14300 in the 14300-450-22400 will now get a salary much higher than a person drawing salary in 16400 in the 16400-450-20000 scale.
8. Keeping all the above points in view it is requested that the scale of 16,400-450-20,000 should be placed in PB-4 band in the revised system as proposed by the sixth pay commission.
We are very hopeful if you please consider our request sympathetically for necessary amendment during the implementation of the sixth pay commission report.

Already many bureaucrats are running the government offices like their own private companies and making profit out of corrupt means. Therefore, there is no problem if civil servants join a private company for 5 years where they can experiment what they have practiced in government. Private companies should only see that their company's ownership title is not transferred to the bureaucrat's name.

Defence Services are unhappy
The Defence Services fighting a losing battle against attracting and retaining talent at the officer level had hoped for some positive initiatives from the 6th Pay Commission. However far from addressing the concerns of the Forces, the Commission has actually downgraded the status of defence officers vis-à-vis their civilian counterparts.
Till now seniority was decided on the basis of total pay drawn. With a running pay band now being introduced, the inter-se seniority between officers of various services will be decided by the Grade Pay. A careful reading of the report reveals that apart from the Defence Chiefs and Vice Chiefs all other ranks in the Forces have been equated with civilian counterparts at one to two grades lower than what is at present. The equivalence sought to be established by the 6th Pay Commission is given in the following table:-

More than the lack of any substantial rise in salary, what has the defence officers seething with anger is the blow to their inter-se seniority with the Civil Services. Presently an Under Secretary is equivalent to a Lieutenant / Captain, a Deputy Secretary to a Captain / Major and a Director to a Lt Col / Col. The Commission has placed Lieutenants and Captains below the grade that of an Under Secy and made Deputy Secys equivalent to Lieutenant Colonels. At the same time Directors have been placed equal to or above full Colonels. Certain Class B civilians have been given the same Grade Pay as Lieutenant ie Rs 5400 thereby relegating the entry level officer rank in the Forces to Class B Status.
Moreover a Deputy Secretary from the IAS cadre has been given a grade above that of Lt Col while a Director from the IAS has been placed above a full Colonel. The Pay Commission has reasoned that the starting scale of the IAS has always been higher than other Central Services therefore this edge needs to be maintained by granting them a higher Grade Pay in the same designation.
If that be the case then the starting scales of the Armed Forces have also traditionally been higher than all Civil Services including the IAS. By the same logic the Grade Pay of the Defence Officers should also have been higher. But the Pay Commission has instead granted a Military Service Pay (MSP) to the Defence Services which shall not count towards calculation of seniority.
As seniority will be decided by the Grade Pay, the Commission has effectively made IAS officers senior to officers from other services including Defence by granting them exclusive higher grades. It is evident from the table that it takes Defence Officers almost twice as long to reach any rank as compared to the Civil Services. Despite their fast promotions placing IAS officers in grades above the traditional norms of equivalence is highly objectionable.
Another glaring anomaly is that no Defence rank has been kept at par with a Special Secretary in the grade of Rs 13,000. All Leiutenant Generals have been equated with Additional Secretaries except the Vice Chief and Army Commanders who are equated with full Secretaries. The demand of the forces that Principal Staff Officers (PSOs) in the Defence HQ should be given full Secretary status was turned down. The least the Commission could have given them was the same grade as Special Secretary.
The Armed Forces had demanded at least one member from the Forces in the Pay Commission if not a separate Commission altogether. But the request was turned down. The status of Defence Officers has been gradually declining since independence. It is no secret that it is so by design to make the Forces subordinate the civil servants at every level. The Pay Commission is ultimately composed of civil servants and behind the façade of neutrality it only does their bidding. The recommendations of the 6th CPC have further re-enforced this belief. After the level of the Service Chiefs there is already a drastic disparity between the inter-se ranks at the functional level. This disparity is all set to grow more now.
At a time when better prospects in the corporate world have taken away most of the attractions of life in the Forces, a sense of 'status' and 'izzat' were one of the few things that kept a Defence officer motivated. Now even that is being eroded in a petty game of one-upmanship. What has the Defence services disheartened is that when it comes to the crux issue of status, the civil servants brazenly overlook their competence, professionalism and sacrifice. What else explains the attempts to place an IAS officer with barely eight years service above a full Colonel with 20 to 30 years under his belt.
Today rising external and internal threats are placing ever more demands on the Armed Forces. The nation can ill afford a demoralised defence establishment at the cost of a bigger playing turf for the bureaucracy. The moot question now is - will the political leadership acknowledge that the defence forces have a legitimate grievance or just go by what the Commission has recommended.

Pay Commission exercise for what ?
The recommendations of VIth Pay Commission have proved that this whole exercise is nothing but to safeguard interests of mighty few in Govt. of India. Whereas there has been some benefit to all the category of employees, in other cases, the actual benefit are just an eye wash. What a pity that on the one hand, Govt. of India is reducing lower category of posts, simultaneously their purchasing power is also being reduced vis a vis their powerful bosses. It seems that the recommendations of VIth Pay Commission have been made keeping in view after retirement interests of real bosses in the bureaucracy so that these (toothless after retirement) creatures do not feel neglected even after retirement.

Edge for IAS [Para 3.2.7 ] Higher pay for the entry grade in the
Organized Services [Para 3.3.16]
The edge of IAS in pay scales is limited to Senior Time Scale, Junior Administrative Grade and Non-Functional Selection Grade. Other All India Services and Central Services have been demanding parity with IAS. This demand was projected before the various Central Pay Commissions constituted earlier but the edge has continued. The Fifth CPC recorded that no persuasive reason existed to do away with this edge. The position has not changed since then. The role of IAS is still very important in the overall scheme of governance. They have an important coordinating, multi-functional and integrating role in the administrative framework with wide experience of working across various levels in diverse areas in Government. They hold important field level posts at the district level and at the cutting edge at the start of their careers with critical decision making and crisis management responsibilities. The leadership function, the strategic, coordinating and integrative role at this level requires the best talent available. The existing position would, therefore, need to be maintained. It will ensure that IAS officers near the beginning of their career are given slightly higher remuneration vis-à-vis other services and act as an incentive for the brightest candidates to enter this service. This is essential as the initial postings of IAS officers are generally to small places, they face frequent transfers and the pulls and pressures they have to stand up to early in their career are much more intense. The slight edge in the initial stages of their career would, to an extent, neutralize these problems. ..... the contention that higher pay scales are essential to attract the best talent for these posts is not totally convincing. The Government job provides many other benefits apart from challenges and opportunities which cannot be strictly measured in pure monetary terms. During the course of the oral evidence, the Commission also heard Directors of some important National Training Academies and Staff Colleges where young directly recruited and also promotee officers are trained before they actually assume their responsibilities. All the Heads of Training Academies unanimously stated that the Services were still attracting the best and brightest of the youngsters as direct recruits, albeit the age of entry had increased due to the present recruitment policy of the Government. Further, it was also stated that most of the recruits were having professional qualifications and many had left corporate jobs with high salaries to join the Civil Services. It is also to be noted that both the nature of Government Service and the nature of pay and allowances given to Government Employees are entirely different from the compensation package given in the corporate sector.
In view of the preceding logic, will the introduction of an element of Administrative Service Pay (ASP) a la the Military Service Pay (MSP) in case of the Defence Forces Personnel not be a more rational neutralization of the unique problems and hardships faced by the IAS officers?

Thanks to the 'sincere Government Servant' who brought this to our knowledge. I too have never came across any 20 days of 'Medical Leave' as such. In fact, the treatment given to the middle and lower grades by the 6th CPC is reflection of the absurd philosophy that in Government, only the top level officers work and rest prefer to enjoy. Behind spreading such misleading philosophy, the articles written by authors like the one published in the editorial page of Dainik Jagaran (dt. 22.3.2008) by Rajiv Shukla are main culprit. The same is available on 'e- Jagaran' also and I have gone through it. The message given in the article for the Government employees - to work for the nation- is OK. But as rightly pointed out, his generalization towards the psychology and temperament of the officers and employees of the government is in total disregard to the honesty and dedication of sincere officers and employees of the Government, who are definitely in majority. Most of the media people use the catch words to spread such misplaced notions by presenting rosy picture of the so called 'undeserving pay-rise' to Babus.

I am increasingly reminded of the 'mammaries of the welfare state' by Upamanyu. Suck it dry is the motto of some at the cost of not only the state but all other lesser mortals in the administration. Keep them impoverished and subjugated, and talk of improving governance - hypocrisy at its best; the colonial mind-set (burra saheb) refuses to change. threat and risk to life which is almost missing from the life of an
IAS. Lets face it Justice Srikrishna that you have run out of reasons
to justify the edge and just cite 'tradition' to further your point.
Traditions aren't permanent and keep changing. Scenario has completely
changed from the days of first, second, third CPCs. Today half of the
IAS are lower in the merit than the half of the IPS and other
services. How do you justify these?

Do not encourage this tendency
While it is good to encourage the enthusiasm of these young officers, it is a considerable point whether the sovereignty of the institution of the government is not being compromised by going to the private company for obtaining certificate of efficiency. In the constitutional set up this right to certify the performance of the government institutions vests with the people of this country, who give their certificate by exercising the right of franchise. If this tendency of obtaining certificates from the private companies is not curbed and is allowed to grow uncontrollably then we may see the ministry of defence getting certification from Ardbo, or the ministry of finance getting certification from the Reliance, or the civil Aviation Ministry of India getting certification of efficiency from Boeing. Please for heaven's sake make the office responsive and responsible to the need of the people, improve the delivery efficiency, but do not encourage this tendency of clamoring for certificates of efficiency from modern East India Companies.

Development Officers of LIC on war path
The Development Officers of L I C of India are on a War Path. Recently , about 17000 Development Officers of L I C marched to Parliament to air their Grievances to the Govt. of India. Now, from today at the close of office hours to 2nd. of April 2008 they will not be attending office and will march to the Head office of L I C of India in MUMBAI at YOGAKSHEMA Building on the 31st. of March 2008 to protest against their grievances . L I C will loose a lot of Business in these few days as because 30% of L I C 's Business comes in these last few days of March . LIC will loose it's market share also. WHO IS RESPONSIBLE FOR THIS ?
Couldn't they agitate after March 2008? On 31st. of March 2008 Plane loads and Train loads of Developments Officers will converge on Mumbai and march to Yogakshema Building which is the Head Quarters of LIC of INDIA. It is estimated that about 20000 ( TWENTY THOUSAND ) DEVELOPMENT OFFICERS will converge in MUMBAI on that day. A lot of Media Attention will be made and the roads of MUMBAI will jammed. It will be a very unfortunate day for L I C of India.
Can't the march to Mumbai be stopped.

Though,the flight was introduced on February 8,2008;it continues to gain popularity. It may be stated here that Air India had launched the non-stop flight to New York from Mumbai on August 1,2007.
The Air India is the first Airline in the Indian aviation sector to launch the non stop flight on Delhi-New York & New York -Delhi sector.The 14 hour haul is not as long as it sounds when one hears about it for the first time.The experience of a new level of luxury while travelling on the Boeing 777-200LR (Longer Range) aircraft is worth sharing with high fliers.Boeing 777-200 LR is the most deluxe aircraft in the world at present.One who walks with waves of time can succeed,but in case of this flight it will be no exaggeration to say that those who want to dispose of their official work and return to Delhi or New York can conveniently do so within two days.Only a word of caution is that while aboard flight one must make sure that he sleeps for about six hours(either way).Otherwise,you are going to miss that luxury of sleeping while over flying the North Pole.

Kingfisher not to enter Airlines House
Kingfisher Airlines of which Chairman is Dr.Vijay Mallya is not going to enter the New Delhi located "Airlines House,",as was reported earlier this month.According to Jitendra Bhargava spokesman of the Air India the "information is baseless & wrong."
MOU signed by NBCC
The state owned National Buildings Construction Corporation Limited (NBCC), has signed the Memorandum of Understanding (MoU) for the year 2008-09 with its Administrative Ministry, the Ministry of Urban Development, Government of India, on March 28, 2008. Signed between Dr. M. Ramachandran, IAS, Secretary (UD), Government of India, Ministry of Urban Development and Arup Roy Choudhury, CMD, NBCC the MoU has targeted an accelerated pace of growth for NBCC with plans to achieve Sales turnover of approximately Rs.2200 Crore and order book of Rs.4780 Crore during the year 2008-09. NBCC has grown consistently at a pace of 25% in the last 7 years having increased its turnover by 7 times and net profit by 123 times. NBCC has also paid dividend to the Government for the first time in the year 2006-07 since its inception in 1960.
6 candidates short listed for post of CEO,OTPCL
Six candidates have been short-listed from among the 16 applicants for the coveted CEO post of the newly floated Orissa Thermal Power Corporation Limited (OTPCL). The joint venture company of the state owned - Orissa Mining Corporation (OMC) & Orissa Hydro-Power Corporation (OHPC) has been set up for setting up a Thermal Power Plant of 2000 MW capacity in Orissa. The selection process is likely to be completed by end of April,2008.
