He is just concentrating on "single point programme "i.e. "to rejuvenate the Congress" so that the party could attain new heights & work like a cohesive organisation in future. It is no surprise that Finance Minister P Chidambaram performs commendably and consistently. His sharp ntellect plus experience as a successful lawyer does not allow even minor details to escape his scrutiny. His Harvard training is evident in the careful choice of his subordinates. His PS Rohit Kansal and OSD Rajul Awasthi are both IIM graduates, and so is Joint Secretary Insurance Tarun Bajaj. Finance Secretary Dr. D Subbarao, Expenditure Secretary Dr. Sanjiv Mishra, & three Joint Secretaries in DEA Dr. Arvind Mayaram, Dr. Anup Pujari (also a visiting Professor at Harvard), and Dr. K P Krishnan have Doctorate degrees from reputed Universities. Revenue Secretary Pradeep Bhide and another Joint Secretary in DEA Madhusudan Prasad have worked in Washington. Additional Secretary Sindhushree Khullar, Joint Secretary Tax Policy in CBDT Arvind Modi and ex-Banking Secretary Vinod Rai are Harvard Graduates. What else would one expect from such a group of bureaucrats ably led by Chidambaram himself.

Siddharth Kishore Dev Verman has taken over as Joint Secretary Labour in the Government of India. He is 1988 batch IAS officer of Manipur-Tripura cadre.

Don't Make the Youths Idle
A logic regarding increase in the retirement age that if people turn senile at 60, then most Cabinet Ministers, Judges, Presidents of political parties would be senile and unfit to work, is not tenable. Idea to keep the retirement age at 60 is to provide an opportunity to the younger generation. To make the qualified youths idle is not in the interest of the country. H.K.Deewan

Government should provide walking sticks after 60. How many are really fit to perform duties after 55 years. Retirement should be at 58 .No re-employment after 58. They can join politics serve till end of life. Is it correct or not . Majority of Indians will say yes , except government employees.

Provide Them Stage to Perform
The ACRs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations for a government servant So DoPT should evolve such transparent Performance Appraisal System, which should have least subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of ACR as 'VERY GOOD' for empanelment of Deputy Secretary, Director, Joint Secretary. If some officer is appointed as DS/Dir/JS, it means his/her performance had been Very Good and above. So such officers are fully capable to deliver the results. Our duty is to provide congenial environment. There are examples in some ministries that some officers could not adjust or not allowed to get adjusted in the new department. Some high-headed people forget if such treatment was given to them, what would have been their reaction? First of all, provide them stage only then they can perform better. Moral of the story is that one should play with anybody's career

Commission appointed on 16th Dec. 1992 to give report on demolition of Ram Janam Bhoomi- Babri Masjid structure within a period of three months has been granted yet another extension to complete its work. If the terms of reference were such that it would take more than ten years to complete the enquiry, why was a period of only three months given to complete the enquiry in first instance is a mystery.Instead of asking for raise in retirement age , government servants should take a cue and ask for similar terms of reference so that they can continue much beyond 65 or 70 years of age even with 3 monthly extensions. After all , all good examples can be replicated.
