Where "VERY GOOD" is the benchmark for promotion to a rank and an officer has been graded GOOD in the feeder cadre it must be communicated to the officer reported upon b'cause it will certainly affect the carrier of the officer. DoPT must come up with needful guidelines to safeguard carrier of the honest and committed officer from communal, prejudiced and casteist hawks present in plenty in government services.

Credit should nor go to the IRS only
IRS contribution to collection of record revenue is plain exaggeration. The truth is that Indian Tax payers have responded to the rationalisation of tax rates and the fact that a growing economy has contributed to the increase in collection. What was the contribution of IRS when rates were high and majority of IRS officials were making money by indulging in corrupt practices. Today even if you outsource the entire tax collection , the revenue would keep on rising. Increasing computerisation and introduction of PAN number for tax payers has played a vital role in increasing tax revenue. All services are contributing in their own way including defence services and it is high time that such arrogance is shunned.
