servants must try to solve these problems When we are heading for food
crisis, falling underground water levels across the whole country affecting the
irrigation and drinking water scenario, increasing global warming, rising life
style diseases on the one hand and starvation and poverty driven suicides, what
is and should be our role and contribution to our society and country? We
civil servants with such fertile and original minds must try to solve these problems
or at least try to give solutions by imitating some exemplary things . What
kind of earth, environment and all that is natural, we are going to offer to our
grand sons and their grand sons. They will neither forgive our contemporary selfishness
nor us for this huge tinkering with nature or natural order. We have shut our
eyes and think only those issues, which are going to crop in a few years. We have
become like that boat passenger who thinks that the seat on which he is sitting
should be good and without leakage and just deliberately ignorant about the fact
that any leakage at any place in the boat is going to drown us regardless of wellness
of our seats and its individual leak proofing. This means that we have lost
our reason and have become blind as well shortsighted in the pursuance of our
immediate selfishness. Is it suitable for those who are highly educated and claim
to be visionary? We should think not only for us but for the future generations
also. The way global warming is going to affect us, we never feel that worst scenario
in our mind and continue doing harmful things individually, which will become
disaster collectively. The way we lavishly waste electricity in offices on air
conditioners etc. or on our official cars for private visits, running here and
there etc, may be very small thing for one officer but seeing the mammoth volume
of Indian bureaucracy, we can very well imagine what it would be inflicting on
the state exchequer and on our environment due to carbon fuel burning. The entire
wealth etc, we are going to make will not go with us but the good will of future
generations will definitely be with us. When they will come to know what their
predecessors did for them in terms of natural pollution and destroying the nature,
they will hate us despite being our own blood relations and continuation of humanity.
If the air conditioners in offices and fuels of government vehicles are used rationally
in public interest, we can save a lot as well as divert these scarce resources
to rural India for irrigation etc that will fetch more food grains etc for the
whole country. It may be small contribution of one bureaucrat but giant relief
for the people and nature. We have no moral right to sit in big air-conditioned
offices just because we can and have to be at par with our rank status. If this
electricity used in running big air conditioners of offices, is diverted to the
villages and manufacturing sector, the gross domestic product will rise along
with prosperity of India. For one officer, it will be a few thousands if followed
in sprit but for country it will be worth billions of dollars and a big process
to handle the energy shortage and global warming. Let us make this a big resolution
today and not indulge in petty fight of scales and this that for the civilians
of our country to whom we are their servants. At least servant should sacrifice
some thing so that unlike his luxurious life, at least master should not starve. M
N Tiwari Last intervention by an IPS officer Dear Whispers
Readers, This is my last intervention on this subject. First of all, a
warm thank you to Ojha for the back handed compliments about my writing skills.
However, like Shashank you too have picked on portions of my article and distorted
them out of context. To be honest my articles have not been about the CPMFs
and it is Shashank and Sweetie initially and now Ojha who have used my articles
as a starting point to express their grievances. But if my knowledge of the history
of the CPMFs is correct, even initially the CPMFs were manned by a mix of officers
from the police and the Armed forces so for now the CPMF officers to argue that
they are they pure breeds with the sole right to man and manage the organizations
shows little else than their own inflated and misplaced sense of self importance.
The CPMF cadres were created for a different purpose namely to serve as middle
level managers of specific organizations, and the IPS was created for a different
purpose namely to provide common pool of leadership across all organizations engaged
in the entire gamut of policing and internal security related activities. For
all their claim to uniqueness and specialization the tasks assigned to the CPMFs
are well within the range of activities performed by police around the world and
for them to question the expertise or the commitment of IPS officers in serving
these organizations, who, along with Army officers, played a vital role in the
past in setting them up and then subsequently in nurturing them and managing their
evolution, is to betray a profound ignorance of their own history. With regard
to allegations of insinuations and scare mongering against me about the recommendations
of the 6th CPC vis-a-vis the CPMFs, for your kind information both the officers
and the jawans who are retired early from the Army are mostly those who have failed
to gain promotions to the next rank and in my opinion it would be better for the
Government to give them incentives for training and imparting vocational skills.
In any case my point was limited and I quote from my earlier remarks "If
the 6th CPC has its way the CPMFs would become the exclusive territory of all
those jawans and officers from the Armed Forces who fail to make the next grade."
This may not be the stated intention but it is a fair inference to arrive it if
we see this absorption become an institutionalized process. As far as comparing
the tretment of IPS vs CPMF with CPMF officers vs CPMF ORs is concerned again
Ojha is being facetious. First of all the IAS-IPS debate which I was commenting
on is a debate about the Constitutional role assigned to two services. The promoted
officer vs direct officer debate is something that is not very relevant to my
arguments and in fact it was Shashank who had sought to justify the treatment
given to the IPS by the 6th CPC highlighting the real and perceived grievances
of the CPMF officers. So for argument's sake I was simply turning his argument
upon itself. I would like to reiterate that I don't harbour any illusions about
the failings of the IPS, they are many and well known in the public domain but
if Shashank and the others think that the CPMF officers are paragons of virtue
and innocent victims of the IPS then I think they are living in a fantasy land.
But Ojha must appreciate that at no time have I claimed that the IPS has no flaws
that need to be addressed or that CPMF officers have no grievances that merit
redress. Whether we need ALL India Services at all is the first question that
we need to ask? I think our Founding Fathers answered this question in the affirmative.
Then the question arises that what percentage of these services should be recruited
directly and what percentage should be promoted from feeder services? Then the
question arises who should constitute the feeder services? At present it is only
the Provincial Services of the Revenue, Police and Forest streams that are treated
as feeder services to the All India Services. Shashank seems to suggest that the
CPMFs be treated at par with the All India Services and that no outside officers
be allowed to serve in these organizations. This to me seems to be a gross misreading
of our Constitutional provisions and administrative structures and displays a
shocking ignorance of the yeoman service rendered to various CPMFs by distinguished
and dedicated IPS officers throughout their history. In any case this year
the Central IPS Association has raised the issue of Police Service pay too for
all state and central forces involved in CI OPs and anti naxal operations as well
as highlighted the anomalies in the classification of the pay of a police constable.
But in the blinkered world view of Shashank the IPS can never be a well meaning
custodian of India's police forces. Given the widespread public distrust of the
police (both state and central) and given the kind of attitudes within the different
levels of the police hierarchy as is evident by the writing of Shashank and others,
it is no surprise that the fight for police reforms in India is always going to

the debate has gone ? I wonder how the debate about the 6 CPC started and
where it has gone with each passing day the focus and emphasis is increasingly
being given more on superemacy of a particular service or to show inter-services
rivalry, mud-slinging, one upmanship, blame-game and scoring over others rather
than discussing something more constructive and meaningful. We all know what ills
are prevailing in the society and who are responsible for it and there is no need
to vitiate the debate and hijack it. These issues could be delinked and discussed
separately in the forum rather than linking with 6 CPC. May we know the objective
for such a debate? Though it is quite amusing but surely show the prevailing thinking
at such levels. This is like linking so many non-related issues to further confuse
the whole perspective and misguiding or derailing the process. Seems to be another
ploy by players to deviate from the real issue and confuse it further. Forum could
be used for more healthy, objective, fair and meaningful debate rather than blaming
one group or the other. What we want to show or achieve by this, I fail to understand.
It seems we are more interested in 'Masala' and masti, or publicity has become
our way of life rather than being serious on such important issues. Ajit

at least 4/5 years. To appoint people having just 2 years of left out service

P Seth Better to Give Opportunity to Young Generation. The government
has increased the retirement age upto 65 years in respect of the ITAT. It is being
argued that the right age for retirement for government employees should also
be 65 years in view of the general health conditions and their ability to work
and to give the benefit of their experience to the government itself. But it a
fact that government also require quality in approach and working. This can be
achieved only after induction of youngsters who are better equipped with new ideas,
positive and professional approach and most important having knowledge of technology,
computers etc. No doubt there is value of experience but now a days speed also
matters in actions. It is suggested to keep the experience holders as Advisors
and to provide opportunity to young generation which is not only the need of hour
but also in the overall interest of the country. Y. Mishra Home
Secretary post should go to IPS Lot of debates on who is superior and who
is inferior. Every one must understand that there is a system & setup in every
organisation/ family that works for the existence /welfare/ betterment of that
organisation/ family/ nation. Everyone is important in the system, right from
the peon to the head of the System. The President/The Prime Minister have their
own role and responsibility so is that for the Patwari/Police Constable. A nation
will grow only if everyone does their duties diligently and with full devotion.
If IAS is head of Bureaucracy let everyone respect it. It is not at all proper
or justified if we demand that since all MPs are elected through the same process
so everyone is equal and all MPs be made Prime Minister or be given the perks
of PM. there has to be a head/leader anywhere so the logic that IAS is superior
is totally correct. This demand on parity of pay scales is not at all justified.
The real issue should be a respectable gap between seniority of other officers
vis a vis IAS. It should not so happen that there is a big gap of salary/ seniority
between IAS & other Officers. Since PM is the head of Cabinet, the post of
Cabinet Secretary should go to the IAS. By the same logic the post of Home secretary
should go to IPS, the revenue secretary to the IRS, post of forest secretary to
the IFS and so on. Other services must make demand on these lines rather than
fighting for parity in payscales. Deepak All the Civil servants are
equally important By creating differences among services the Pay Commission
confirms the superiority of one service over others. All the civil services are
equally important in their respective fields and the duty of any administrative
service is infact to serve other services and facilitate over all functioning.
An administrator who got the power to provide 10 pen to each equal officer retain
eight for himself while deliver just two pens for others really needy. Similiarly,
an administrative assistant usually have 4-5 typists to type stationery items
whereas an officer of the level of US,DS or Director from technical services don't
get even one typists in many cases. How powerful and justified the administrators
are, can be judged from this ridiculous attitude. A great technocrat even like
Dr. Kalam, Dr. Manmohan, Dr Sethna etc. is probably nothing as compared to a divisional
administrator as they have to depend at their mercy for everything they are entitled
