not give his name)that PM and CMs cannot work without IAS officers reflects the
malady plaguing our system. My answer to him is let others be posted with the
PM and the CMs and they will deliver better. Aarti Khosla They

a CM or PM govern without IAS ?" Definitely he or she can without IAS but

to this forum" raised by "an IAS officer", it should be immediately
clear why that is so! The IAS wastes its time in ruining the prospects of other
services. The other services (equally entitled to waste their time as the IAS)
waste their time in lamenting this ruination! A K Singh This is
arrogance A question has been raised on this forum by some (presumably)
IAS officer. Can a CM or PM govern without the IAS? How presumptuous and unduly
arrogant. Well, to answer that question, most CMs/ PMs do just that (lest we forget,
India became a democracy in 1947!) and it is much more common than the IAS likes
to think. Some examples: Gujarat in the current regime, UP in the current regime,
Tamil Nadu in all regimes, India in the Indira Gandhi regime! It is not only possible,
it is quite the done thing (what is Parliament for, and State Assemblies and even
Panchayats?). And whenever there is a vacuum in the political executive, may I
point out that it is filled in not by the IAS, but by the Higher Judiciary! The
arrogance at display is a throwback to the halcyon days of the heaven born ICS.
It is only indicative of the mindset of these brown sahibs who would like to believe
that they are also nabobs of yore like the ICS. Whither 1947? Vijay Kumar We
need not blame IAS This is with reference to the debate going on the subject
of preferential status of IAS vis a vis other services. Various people have debated
regarding IAS getting superior status even if they are ahead because of just few
marks in civil services exam. Candidates who get Group A services just because
of difference of few marks should not be treated shabbily with respect to various
entitlements. It is true to some extent. But we need to acknowledge few things
which are very important. The kind of exposure an IAS officer gets just from the
start of his service is beyond comparison to any other service. A SDM/Jt. Magistrate
is having huge responsibility and authority and he is virtual head of all allied
departments in his sub division, where as a Group A service officer is just a
lowest part of the system of his department. He looks after a particular domain
that too with a very low responsibility and authority. His decision making power
is virtually nil and is basically slaves of his bosses and their wishes and cannot
take any independent decisions. For every work he has to seek approval of his
bosses, where as a SDM never/seldom seeks approval of DM (his boss) for taking
any action. This is a very important aspect, as it contributes to personality
development. The kind of breeding environment a junior IAS gets is no where available
in group A services. And it is natural that who gets better breeding environment
will groom in a better way. All work done by Group A services junior officers
is on office note basis, with due written approval of his bosses, who are called
"competent authority", but there is nothing of such type in Administration.
A SDM/DM just passes orders/direction orally and the work is done, and no office
note is put up to them and no such file passes through various channels. It's
his wisdom and analysis at that very moment which serves as "approval"
in the case of IAS. A DM in a big state is heading around 300-400 committees of
various departments which he himself is not aware of. This setup is replica of
British rule, which empowered ICS enormously to effect colonial rule of whites
on Indians. Therefore looking at the initial and continued exposure received by
IAS enables them become more informed. This may have some exceptions as we could
see many IAS officers who are timid and less efficient. But as a matter of fact,
because of their very nature of work and delegated power, they are better exposed
and therefore more suitable. Therefore we need not blame the IAS, but the system
which allows them to eat more and leave others starving. Also I think the group
A service do not manage their cadres properly and effectively due to which the
satisfaction level in them is low. It also cannot improve because the bosses of
Group A services are less informed, gripped with inferiority complex and conservative.
For this we cannot blame them because they have been bred in that same less exposed
environment during their early career days and therefore could not develop the
personality. For any kind of improvement demanded by juniors they just say that
" in our days we didn't have even basic facilities and you are demanding
luxuries". Can anybody ask them that they had got education in municipal/Government
schools during their old days and now are they sending their children also in
same class of schools?. No they are sending their children in St. Colamba, Doon,
Sherwood. Why this double standard? Therefore my simple suggestion for Group A
service officers is that first you make you home in order there after blame IAS.
IAS is magnanimous, they don't spoil ACRs of their juniors, nothing short of OS.
But in Group A outstanding ACR is a mirage. Wake up please to the reality. Mansoor Sixth
Pay Commission and non-gazetted staff This 6th Pay commission has got nothing
to give for non-gazetted staff; particularly from LDC to Assistants and Steno
Grade "D" and Grade"C". These are the persons who are exploited
without any mercy for doing the work and for late sitting. As the promotion aspect
is "zero"; and the Pay Commission is reluctant to recommend 4 ACPs;
our service be re-christened by the 6th Pay Commission as follows: CSSS(Central
Secretariat Stenographer Service) "AS' Central Secretariat Dog's Service
and CSS(Central Secretariat Service) "AS" Central Secreatiat
Donkey's service". Hope DOPT is aware of this and will also accept these
remarks. Raghuvir Why should there be injustice ?..... What
is the meaning of opening DS and above posts for all group A services when these
services don't get represented on the posts of the level of JS and above in proportion
of their relative strength. Even those who get empanelled as JS are given very
little powers as to those from the AS. There are very few NON AS officers holding
the posts of Additional Secretary and Secretary. It is really very disgusting
and unfortunate that all others who also competed out crores of other fellow Indians
in their respective fields are reduced to subordinate levels in all respects.
What will be the technical, economic and political fate of such a country which
don't make proper use of its talents? Aifi Sixth Pay Commission
and Stenographers The 6th CPC has very wisely recommended the merger of
CSS Stenographers' cadre as a whole into the General Cadre. This move is indeed
in line with the current scenario and will ultimately prove beneficial to the
GoI. The main specialist job of a Stenographer is to take down dictation in shorthand
and then transcribe it into English. With advent of computer, this is no more
needed as everyone including an officer may easily type out his/her communication.
By merging Stenographers into the General Cadre, GoI may use them along with General
Cadre persons as multi-purpose Executive Assistants. This would definitely ensure
that the experience is retained in the GoI which would surely keep a Stenographer
in good stead. If the Stenographers' Cadre isn't disbanded based on the 6th CPC
recommendation, it would be a great financial loss to GoI as it would be paying
two persons for the duties and responsibilities that only one person can easily
and successfully discharge. In my view, abolition of the Stenographers' line altogether
and the merger of the current incumbents with the General Side is indeed a bold

Posting has been a "Flourshing Industry" in I.T. Department. In fact
its growth has left the growth of Revenue collection far behind. What if, someone
like 'P.K.Mishra' wants to change the public perception for the better. The poor
souls who are thriving on this industry and longing for long to receive their
dividend cheques why will let this defamed industry die and that too when the
time to "declare and receive dividends" by holding the "placement
(Board )meeting" has just arrived. The fear of litigation as has been anticipated
by S Kumar can't dampen their high soaring spirits. The department has already
witnessed and withstood enormous litigations in the year gone by. All the Benches
of Tribunal and High Courts are already riddled by large number of cases arisen
from general orders of 2007. So what if few more cases are clubbed with the already

gift of Finance Minister I have read the forum with great interest-it seems
that the FM has given a parting gift to IRS officers by giving them a new Transfer
Policy(!!)which is applicable only from 1.4.2005 & not retrospectively from
the time of births of these officers. All the officers are very happy since counting

AIS I really appreciate the comments of M N Tiwari. In fact one of the
reasons for the respect for AIS in the period before 80s was because they took
very good care of their subordinates irrespective of service boundaries. This
is proven from the fact that eligible and deserving persons recruited in the ranks
of tehsildars/ office superintendents rose to the positions of Commissioners/
Secretaries in State and Director/Joint Secretaries in GOI. Today we don't decide
upon a person based on his merit and capability but on the basis of which service
he belongs to and at what rank he is recruited. This is very bad. In fact today
deliberately, AIS officers have created situations wherein it has become very
difficult for a State Service Officer or in cadre officer to get into AIS/Senior
Positions. Similarly the State Service Officers/ Group B officers are following
the same pattern where they also have formed a class of their own and feel that
those below them are untouchables. This trend must be arrested and this can be
corrected only if Officers at the rank of Cabinet Secretary/ Secretaries/Chief
secretaries/DGPs/Chairman CBDT etc. take initiative and go into the problems of
their lowest serving ranks and think seriously about their career growth and personal
problems. HODs must be always above their own service affiliations if they are

BEML, in Bangalore on May 12,2008.SAIL's growth plan, which envisages its hot
metal production capacity rising to over 26 million tonnes by the year 2010, will
call for a quantum increase in raw material requirement. This is planned to be
sourced not only from the company's existing mines but also from new mining blocks.
As a result, the requirement for crucial equipment like dumpers, shovels, dozers,
etc., will rise substantially, both in SAIL mines and plants.Under the MoU, BEML,
a Mini Ratna category-1 PSU under the Ministry of Defence, will supply the required
equipment at a mutually agreed price for the next three years. The agreement will
also enable SAIL to contain maintenance cost, as BEML will undertake maintenance
of the equipment for their entire economic life with guaranteed equipment availability. CIL
delegation to go to US Coal India Ltd (CIL) is exploring the possibility
of resorting to "high wall" mining in collieries that fall under territories
of three of its coal companies. To study this latest technology a high-powered
delegation of the CIL is going to USA where the technology is in vogue. The delegation
comprising DC Garg Chairman cum Managing Director (CMD) of Western Coalfields
Ltd (WCL), B.K.Sinha CMD South Eastern Coalfields Ltd (SECL) Bilaspur & R.K.
Saha Director (Technical)&CMD designate of Central Coalfields Ltd (CCL), Ranchi
will go to the US for five days from May 27, 2008. Sharat
