by the bitterness being expressed between the IAS and non-IAS. Pre-1979, there
was merit in distinguishing between IAS and the other services. Thereafter, one
or two marks have meant a difference in 50-100 ranks. With this, I find that there

only lead to patch-up and better understanding. The things will only look up between
two brothers in future. In phase I, both services thought that they are different. In
phase-II they thought that not only two services are different but their goals

no intent to be arrogant or to hurt sentiments of my fellow officers in other
services. I am only telling the reality which is not going to be changed by long
debates on this forum. The real world has its own course and it follows that whatever
people may say. Pay commission has only converted the de-facto status of IAS as
no. 1 service to de-jure and discussions on this forum are not relevant. Had they
been so, the same would have reflected in pay commission's report as well as the
'specialist' services had spilled enough venom on IAS prior to pay commission

can get away from the government jobs and contribute something substantially in
the journey of India towards the club of developed countries. Grudgingly, passing
time in the system is neither advisable nor good for the health. Vast opportunities
of private sector or entrepreneurships are available and if we think we are something
substantive, let us try. We have to cross over our mental blockade while deciding
VRS etc. What is so attractive now in the service when we feel that we can conduct
ourselves better, being away from the existing system for ourselves as well as
for the country. The biggest prison of human being is his own mental blockade
that being status quo, deprives him from the best in him. Till we are in the system,
we must do our best despite being ignored with regard to our service management
by the almighty IAS and as soon as we get over on this fictitious mental blockade
and decide to sail in the infinity, the sky is limit. These ideas is applicable
to those civil servants who feel their capabilities equally or more than IAS but
still continue in the system and work under psychological humiliations perpetually

out RKS Sanchar Bhawan affairs The irony is that central
government professes about its noble goals of transforming India as Super power
while its institutional capacity is so weak that it cannot implement even simple
things. I shall describe briefly my views on visit to Sanchar Bhawan. During visit
to DOT Hq Sanchar Bhawan anyone can find that situation in Sanchar Bhawan symbolises
the crisis of governance. Those who are in charge of administration are busy looking
after themselves or pleasing their bosses and most sections even officers of Director
and above are also without basic resources such as PC, printer, sitting space.

against them, have got more faith and respect from the people for their work.
The receiving end makes all the difference and it could be felt. In my view, it
is the receiving end which decides the capacity of the service. And why to talk
about the competition again and again? The UPSC claims to select the cream of
the upper strata of the layer and the services are allotted as per the talent
and choice of the candidate. And everybody knows that whosoever doesn't get the
most criticized service tries for the most coveted service till he exhausts his
attempt and energy as well. And who is afraid of competitions again and again?
But then the concept of ACRs and performance appraisal needs to be removed first.
And yes, our Constitution also needs to be reformed. And the existence of UPSC
should be reconsidered. Then many things, and as people critise the very system,
will require a transformation.... But all these thing should be done on the
basis of people's voice and not on the basis of frustrations which have it's root
in the UPSC examination results. Devendra Why did you count Army
officers leaveing the job ? Do you have any count of civilian officers

IAS is a group of dedicated officers, why most of the IAS officers from North
Eastern Cadres are always taking refuge at Delhi and be on central deputation?
Why the rule regarding the deputation (only 30%) of a cadre be on deputation at
a time is not followed in these cases? Actually these people are occupying the
share of other central services on deputation. In case of efficiency, one can
very well say that the departments managed by Group A Services are always much
more efficiently administered that the state governments managed by the IAS. Most
of the IAS Officers are known for chamchagiri and manipulation only. May be 20%
of them may be above board, efficient and committed. Almost all others are fair
weather birds. Devadasan CMPF and IPS Bhadoria, First
of all, I did not say this that only IPS officers enjoy and not cadre officers,
eg commandants, who are exclusively from the cadre officers or cadre DIG's. I
just told the ranks and not any particular service. Secondly, talking about election
commision preference with CPMF's. It is because that soilders are from outside
the state but most of the time IPS officers are also from outside the state so
it has nothing to tell with the conduct of IPS officers. What u dont understand
is that due to lack on the part of the state to modernise their police forces
or to build their capacity, u are needed as interim measure. Just look at A.P
or Punjab, where CPMF's were deployed in initial phases of disturbances but ultimately,
it was the local police, who had fought it out and now CPMF was not needed when
capacity building was done. After saying this, I did not mean to say that we don't
need them but glorifying one institution at the cost of another is not justifiable.
If you are an officer of CPMF above the rank of A.C, then you might be honestly
aware what work officer above the rank of A.C do, inspite of the fact from which
service they are. And even what many doctors of CPMF's do when it comes to grading
of the shapes. Gulam Nabi Hasan CPMF jawans are unhappy Day
is not far away when jawan of the CPFM will vent out their anguish against IPS
officers they are mum because of their cadre officers what will happen when jawan/officers
went bersek against IPS officers. Ajay Kumar No one is indispensable One
of the comment of one esteemed IAS officer is can a PM/CM rule without an IAS
officer. He should know that no one is indispensable and given a chance officers
of other services are equally capable of assisting elected heads in government.
It is another matter that 'artificial indispensability' has been created by IAS
by denying the opportunity to others effectively and this has been extended further

been going through all the discussions about the false supremacy of IAS. You see
IAS is not able to deoiver justice in the departments they are heading. The increase
in the court cases against the departments they are heading is the proof of it.
These IAS officers are only interested in their tours for going abroad and never
learn how the employees are being treated in developed countries. They perhaps
keep their eyes closed when they see there is no discrimination between a lower
level staff and a higher level staff in the developed countries. Everybody enjoys
the same facilities as are given to the highest bureaucrat in the organisation.
These things they never learn from them. U will find every month delegations
over delegations going abroad for meetings with zero result of implementation
in our country. These IAS officers do not even read the notes being put up
from the lower level. Believe me If a note full of abuses will be put up at the
lower level it will be cleared up by the highest level in the bureaucracy in the
same pattern. The where is the hard work and mind being utilised by these highest
level officers in the bureaucracy. Whenever u confront them with their wrong
doings they will come up with an answer if you are not satisfied, go to the court
and they know till the court order is delivered they will either be transferred
or retired. So they do not have any implication of the person going to the court.
So as far as the Government work is concerned there is not even an iota of supremacy
being delivered by an IAS as compared to the other lower services. In fact the
other lower services will be much more productive and appreciable if they are
