latest ruling by Supreme Court making it mandatory for all authorities to disclose
all contents of ACRs to the employees whether marked poor fair average good or
very good is a welcome development having far reaching consequences. It will no
longer be easy to secure compliant behaviour and reward sycophants via ACR route.
Supreme Court has done what the govt. and Administrative Reform Commission and
Pay Commission failed to do. The way ACR system has been practised , inefficiency,
sycophancy. lack of integrity and honesty and professionalism enjoyed dominant
position. One can easily identify corrupt, inefficient and spineless people occupying
top positions . While all kinds of arguments are being given to justify several
fold recommended increase in salaries of officers occupying secretary level positions
,there is total silence on whether the general public will get their work done
in a corruption free manner after secretaries salaries are increased as per their
wish. To get post retirement sinecures many people get their spine removed voluntarily
so that they become fully qualified for post retirement jobs.( few honourable
officers are exception) Though administrative reform was claimed to be an important
part of Common Minimum Programme, but credit for most important administrative
reform goes to Supreme Court judges Markandey Katju and HK Sema Sudhir
Chopra IRS transfer policy The IRS transfer policy has been amended
so often in last 3 years. Why??? The CVC has often ruled against tailor-made policies.
The IRS policy first had a zonal clause for maximum stay. This has now quitely
been deleted without any reason. The policy had a 6 year continuous stay clause.
Not there any more. There was a critical first-in first-out and last-in last-out
rule common to all services but IRS is oblivious to this logic. Very frequent
reviews and officers always being under threat of transfer exposes them to many
types (??) of pulls. Wasn't the objective of the policy to reduce chances of corruption
and links with business. But the new policy includes deputation etc posts for
transferring people out. Better to stay in the sensitive posts in that case. The
spouse clause is proposed to be applied selectively. First select the officer,
then decide if the spouse clause is to apply. IRS South Group Who

the de-facto status of IAS as no. 1 service to de-jure and discussions on this

birth many more. One should not be blind to the fact that both the IAS as well
as other group A civil servants work under similar conditions and do almost similar
type of job. They write same type of D.O letters, similar notings, address to

the same boat at Central level. All services are competent for postings for DS/Director,
JS, AS and Secretary level posts. What went wrong suddenly with Pay Panel, is

serving in states than creating differences among services. There is no logic
in creating different pay scales for equal services doing similar job. And one
should not stop and feel satiated by winning tiny edge in a particular competition.

in the waitlist as per his choice. Though from the website of this department,
the individual is able to know the vacancy position and also the allotment details;
still when it comes to reduction of waitlisted numbers; his number does not reduce
to the extent of quarters allotted. The concerned officials simply give some reason
or other which does not hold any logic. Everybody is aware once the Supreme Court
had regulated the working of this Department after 1995 when illogic allotments
were made without any reasons. Since considerable time has passed and now we persons
in the waitist fear that silently this Department is involved in lots of manipulation
by alloting quarters to their favourable persons and persons known to VIPs. It
may also be mentioned that this Department should display a list near the Enquiry
on the notice board or in its website details of the person; i.e., his date of
seniority; date of giving technical acceptance etc.; to whom the respective quarter
has been allotted. In some areas; where the demand is more; as the when the individual's
name comes near for allotment; someone or other is accommodated for this allotment
showing the reason that he has applied for re-consider or he has bypassed his
allotment earlier. It is true they have to be given a chance; but Estate Office
should ensure that immediately their application should not be accepted but their
name should be included in due course of time so that the individual who has been
waiting for years should not be affected by this person who has suddenly applied
for this modification because of certain vested interest. Hope something will
