Major bureaucratic changes done in Madhya Pradesh

Pay Commission and Service
Rather strangely most persons (such as Tenese ),commenting on the subject, seem to think that it is the 6 Pay Commission, which has introduced the differential between IAS and other Group A Services. This is an entirely inaccurate representation of the issue. The correct position is that the differential has been there since independence (And even before for the ICS ).All earlier Pay Commissions had given the " edge " to the IAS, which the 6th one has merely retained.
The Pay Commission has given the justification for retaining the edge; these arguments are being debated and rightly so.But at least facts should not be distorted. This Pay Commission has done nothing new in this respect.

Disparity should be done away
It is known fact that due to increase in the level of education, the disparity between various services is reducing day by day. The selection in IAS depends largely on luck than on any thing else. Let us accept that for every IAS officer in service, there are at least 20 equally competent persons are working outside IAS in various other services. Hence, the disparity in the pay structure given by 6CPC has no basis. This disparity should be done away with. After all every body has a right to live with dignity, isn't it?

Executives prefer Men as bosses to women:
According to the news item 'Preference of Bosses in Emerging Corporate Culture', in which about 2,500 executives participated, about 68% of them showed preference for male bosses. Interestingly two-thirds of this 68% were females.
According to the survey, 1,450 female and male executives would be too happy to have male bosses. The majority of executives who voted for male bosses, argued that women approach work with more emotion than men and their concentration towards work is not complete because of various factors such as motherhood that more often than not keeps them divided. Consequently, neither the assigned work is accomplished nor job satisfaction derived by the subordinates and leads to breeding of discontentment among the juniors, the survey said.
I remember a similar result emerged when a survey was conducted among IAS officers more than a decade ago.
Those women who are managing their households extremely efficiently are regarded as bad managers? Bad bosses? Why so?

All about bureaucracy
I'm indeed, painfully, amused by the kind of arguments & counter-arguments apparently from those from the prestigious services of our country ; These officers had taken up these services for the challenges that the services afforded them and the opportunities that accrued for contributing to the nation.
It all was ,perhaps , inane ho-hum ab initio.
To day the bureaucracy is all about garnering the goodies----be it perquisites,be it frills to the emoluments, be it foreign tours etc. Officers are being led by the media, by the politicians, by the trade & business people by the 'specialists'. The generalist seems to be losing the ground of leadership to the so called specialists and resultantly the bureaucracy is becoming more and more insecure and riddled with inferiority complex. There is an "apparent" intellectual bankruptcy. All this leads to the kind of sycophancy that we are witnessing in here. Basically we are dabbling into the fields of specialists and therefore we are losing the managerial and administrative thought processes. Remember the leading corporations of the world are run by the generalists. I have lately found senior managers of the business corporates more officious than the officers of Government of India---both in and out of the office. The officers of Government of India have regretfully lost their class and have become indistinguishable from the 'clerks' and the 'inspectors'. There is a dire need to straighten up the spines ,raising up of chins ,tightening the belts and enforce the system without fear or favor, holding all the central civil services in arms of fraternal shoulder to shoulder march. Railway Affairs
There are many designed procedures & rules in the Govt. of india to ensure that corruption is minimised if not eliminated in the service delivery wings of the Government but they are either not followed or are managed to be overlooked by the corrupt individuals in connivance with their corrupt superiors/bosses. Take for example the rotational transfer policy and its implementation in the Ministry of Railways. Many of its corrupt/spineless/sycophant officers continue to work for 25 to 30years of their service period at one metro city while their less privileged service colleagues shuttle around the country after every three to 5 years as a punishment for being honest/upright in the system. Then take the Railway Board Secretarial Services(RBSS). It is service wherein the employees join as assistants /SOs and rise in the status of joint secretaries/Advisors with the liability to serve in the Ist to fifth floor of the Rail Bhawan. By defective design of their transfer policy they are not even transferable to the other Ministries or Zonal Railways unlike the other services of the railways. By continuing in the Rail Bhawan forever they lord over even the senior most executives and continue to work in the sensitive posts or manage the posts to be declared non-sensitive. If a independent person conducts an inquiry, it will be revealed that majority of the even small ranking officials of this service enjoy a lavish lifestyles and possess properties which perhaps cannot be justified on their honest income. This is a case of defective transfer policy. Why not at least merge this service with either the other all India railway services to have all India service liability or at least with the CSS and have transfer liability to at least the other Ministries in Delhi. This will remove the nuisance of this service in the highest office of railway Administration. Will the Hon'ble Minister of Railways who is known to have turned around the loss making organisation look into the functioning of RBSS to reduce the corruption prevalent in the Rail Bhawan.

Let us face it. We, the bureaucracy, are the bane of this country. Not to take any credit away from all the politicians, the press, the capitalists- the so called champions of open markets but rich because of the license permit raj; and the communists- what yours is mine and what mine is my own, in putting our great country in the mess that it finds itself in. Inter-service rivalries have done great harm to the country, and I don't see much changing till specialization and micro-management become the buzz-word. At the moment we only beat each other in the wrong things and the ruling philosophy is, as Laloo says it "upar chato, nichey kato".

Elite IPS and CPMF
Sorry Folks I was away. It was amusing to read the comments of IPS officers on including that of Abhinav Kumar. They have fallen short of calling me names yet done everything, right from raising fingers on my intellectual capabilities to my lack of knowledge to being immature etc. I think This is nothing but their frustration showing.
Inspite of all the sermonising, they have failed to answer my querries.
I simply want tp know as to why are they perpetuating on the hapless CPMF officers all that they accuse IAS of perpetuating on them. My simple observation was that why do they treat CPMF officers like Dalits while at the same time shouting hoarse about IAS treating them shabbily. This shabby treatment they are meeting out to the CPMF officers by way of framing such rules that hamper growth of the CPMF Cadres. If the IPS officers were so proficient in the roles being performed by the CPMF officers then where was the requirement of specialised forces for Border guarding and internal security? Why were these functions not kept integral to the Police if these were not specialised task? If these were not specialised tasks then Why have the very same elite IPS leadership made it mandatory in the rules for the promotion of Cadre officers to undergo specific training at each level? If these were not specialised tasks then why is it mandatory for the cadre officers to spend a minimum time in each rank in the field? Why is it necessary for only the cadre officers to be in medical fit category whereas the IPS officers can with all the ailments in world can come and command these organisations? Isn't the IPS officer having no such training or field experience etc as much a generalist as they accuse the IAS off? Aren't the provisions of Article 335 of the Constitution thus violated by adversely affecting the efficiency of these organisations? By the way Abhinav, where did you find articulated the point that IPS was meant to provide higher level leadership to these organisations and the original cadre of these organisations was meant to provide only middle level/lower level leadership? I would be enlightened if you can quote a Government document/ statutory provision saying as much. I have many more things to answer to but they can wait for my next post.

You spoke of the capacity of Punjab Police. What capacity building have they done? Why were CPMF required for controlling 'Sachha sauda' situation? IPS is a an example of talking high and doing nothing.

Supreme Court should intervene
The news is really very perturbing that the Directorate of Estates is going to its old ways. The reasons is they follow the pattern show me the face I will show you the rule. It is the Secretary and senior officers including Minister who play role in allotment of houses and thus give licence to others to make a farce of the allotment procedures. After the Supreme Court had set it right in 1996 there was an unwritten word not to appoint the IAS officer as Director of estates so that there is no pressure and nexus with senior officers and it worked well. But the scene has changed. They make arbitrary rules like batch and pay and date of joining just to suit a few of them. The transparency demand that the web site should give all details of the allottees and Pay should be the sole criteria for allotment of accommodation.
I think there is corruption also and the website is horribly maintained. I wish PMO should set it right and post non IAS officers as Director of estate as well as Secretary in this Ministry or an autonomous board under a SC Judge should man the Directorate of estates. I hope supreme court should intervene soon to stem the rot.

Will Jaipal Reddy take corrective measures
Has the Urban Dev. minister Jai Pal Reddy thought of providing suitable general pool accommodation to the additional judges appointed to the Delhi high court? It is understood that a large number of IAS, police and custom officers have been allotted Type 5 and6 bungalows in the Lutynes Delhi . This includes a former Director of Estates, former PS to UD minister and a large number of junior ineligible officers and a few junior Joint Commissioner of Police .Is this not humiliating when a large number of High court judges are still in the queue? Will the Honble Delhi high court take note of this manipulation in the Date of Estates and call for details of all allotment of type 5 and 6 bunglows in Lutynes Delhi during the last two years and protect the right of precedence over smalltime manipulative bureaucrats. Dr Mehrotra is requested to bring these irregularities to the notice of higher judiciary through this famous website which is also read by all ministers and the PM for taking immediate corrective measures.

Feudalistic deeds of IAS Officers. I am an officer of the Central Secretariat Service. Based on the precedented case in the government and based on the judgments of CAT-Chandigarh & Punjab & Haryana High Court and the principle of Right to Equality laid down in the Constitution, I won a case in CAT for in-situ upgradation from Section Officer to the level of Under Secretary in the CAT-Delhi. I won the case and when the Government did not take action on the decision even after a lapse of one year, I filed a Contempt Petition in the CAT-Delhi. The DOP&T on the advice of Ministry of Finance ran to Delhi High Court on the plea that it will open flood gates & have huge financial repercussions. The case is yet to be admitted by the High Court. On 1.1.2008 nearly 30 IAS officers of 1974 Batch working as Additional Secretary were given in-situ upgradation as Special Secretary. The Ministry of Finance was not consulted about the financial repercussions.
Feudalism remains and our Constitution fails.

One sure way to curb terrorism is by introducing multi purpose biometric smart card linked to a bank account to track all nefarious activities and transactions of individuals and organizations.
