1995 batch IAS officers to go to South Korea

Sir, Directorate of Estates appears to have gone back to its old style. Officers not eligible for general pool residential accommodation because of construction of their own departmental accommodation lying vacant and unoccupied merrily occupied govt. accomodation with no questions asked . In this connection case of ex Director General of Defence Estates Shri CR Mohapatra is worth recalling. Even after construction of type vi duplex bungalows in Raksha Sampda Bhawan in Sept 2005 , he was allotted a type vi Ci accommodation at Humayun Road by furnishing a wrong declaration himself and a certificate under signatures of a junior subordinate officer. But most importantly no action was taken even after full facts were brought to the notice of Directorate of Estates .Market rent of that accommodation is Rs 48952 per month. His deputy one Addl. DG following his footsteps also continued occupying government accommodation at Netaji Nagar thereby depriving genuinely eligible officers of residential accommodation. Interestingly, all this was happening when Directorate of Estates was issuing public notices in newspapers at huge cost giving wide publicity to directions of Honble Supreme Court regarding criminal liability in case of unauthorised occupation of government accommodation. Since these officers were considered authorised occupants , no penal action was taken against them . Even after retirement on 30th Nov 07. the house at Humayun Road has still not been vacated. So that no one complains against such practices, there should be provision for life long employment and accommodation .In that case there will be no fear of any exposure on website like yours and everything will be legal and authorised . After all those who have tremendous capacity and clout to flout all rules & regulations and get away with it are entitled to the very best which the govt. can provide.

A man is infact known with what he does in real life and not with designation or service. The names, designations looks good initially but carry no weight later if found unworthy of doing anything for the people in real life. Selfishness often result in concentration of all powers in few hands and others are simply reduced to meaningless fake holders of titles and designations assigned virtually with no or unrelated duties. The systems are infact run by inspectors and clerks in real life and many of the people at senior level don't have powers even equal to that of a lower division clerk with special postings. Managers of business corporates are always tough sophisticated management tools to look different than others for specific monopolistic purposes. On the other hands powerful public postings often don't need any prior sophisticated training because power itself makes one so different that he or she find it very difficult to come to normal behaviour. Therefore, administrators are probably told to mix with the general public and look as simple as possible. But how many infact behave in accordance with the instructions imparted under trainings? Other officials probably don't need any such training (also deprived of sophisticated trainings) perhaps becouse they themselves are quite near to the general public and learn everything at their own without any special training. But! the trained officials may develop the feeling that all those not trained in their manner are incompetent and unworthy of handling any matter of public importance. This is this misunderstanding which can lead to unreasonable and unethical concentration of the powers (to do effective service to the needy) in few hands. The best qualification for a civil servant is probably to have a very broad outlook, be acquainted with each and every aspect and problem of people from all sections and find a solution without any discrimination on whatsoever account. People from Non-Administrative services have probably better real life exposures and deeper specific insights and hence capable of handling all issues with better results. It is better to be as democratic as possible rather than securing a distinguished image making one different from others. Failing this one may soon lose all recognition relevance in a democratic set up.
