R.S. Pandey (UPDATED) The programme
of communalization of Public Institutions and Services in Nagaland has been selected
for the UN Public Service Awards 2008. The programme was conceptualized and implemented

services in the area of elementary education, public health and power utilities.
This year twelve winners from different parts of the world have been awarded with

Vs Other service officers in Missions Abroad. We have been seeing the views
of many officers regarding how IAS is exploiting the other services and how IPS
is ill treating the other Policing cadres. The same happens with IFS (foreign),
officers who treat the other service officers and also the IFB(B),cadre or promotee
officers very badly in the Missions abroad. It is very unfortunate that the
bright officers from other services (IPS, IAS, Defence, Scientists etc),are posted
abroad by various departments based on their functional requirement. But MEA governed
by IFS officers would ensure that their ranks are reduced to very lower level.
You can see an IGP (82 batch IPS), is equated with an IFS officer of 95'batch
as 'Councilor' (Director level),. The functional requirement is the same. The
ambassador would give more importance to a clerk from MEA than a Group A officer
of other service. Because the Group A officer is not up to the mark, according
to the Ambassador. However, a foreign posting is important for a non IFS officer,
because he earns decent amount of money in such a posting. Very few IFS officers
(HOM or DCM), who are above board (having a broader focus on India's scenario),
of course provide a level playing field for all the staff and officers of the
Mission without any discrimination to perform better. With due respect to
a very few balanced IFS officers, the remaining lot work in the very closed environment.
Many officers are mostly self centered and limit their imagination only for 3
years of their posting in any charge. They are cut off from the society and India.
They always feel that 'Foreign' is only for IFS and not for anyone from India.
This could be easily perceivable the way the MEA and Missions function. They strongly
believe that the delegations come from India to attend meetings, seminars etc
are mainly for joy and wasting money. There is no sense of togetherness in Missions
because the attitude of many IFS officers. If IAS and IPS are doing funny things,
it is only with in India whereas IFS officers do the discrimination in the Missions
abroad where huge amount of money (10 times more), is being spent for each and
every employee or officer. Rajaa Where is the collection going
? This is in response to the comment that the transfer posting of all IRS,
Customs and IPS officer requires to be screened by the CBI. The knowledgeable
gentleman who has written the comment must be aware that the cost of collection
of taxes is going down considerably, the rate of tax collection is going up every
year but is this reflected in the social growth of the country. Who is responsible
for the social growth. Isn't it too obvious that the collection of taxes is not
a problem and is becoming efficient with every passing day, it is the distribution
or the expenditure of these taxes collected, on the social growth that is a problem.
Which service is responsible for making expenditure of the government money. We
keep on hearing that advance tax collection has increased, tax collection targets
have been met, but have we ever heard things like all social development indexes
have been achieved, rural development is on an increase and so on. I reiterate
that the Government now needs to amend its distribution policy because the collection
is now taken care of. If the taxes collected do not translate into social development
for the country then do I need to say that where is this collection going? Rajesh

to be screened by the CBI anytime for disproportionate assets if the IAS agrees

of IRS & IPS officers after their postings in certain places. He should do

contact has become minimal. But in order to regulate, preference may be given
to first timers to consider postings to Delhi& Bombay. He should know that
IAS is the most protected service on earth. After committing all sorts of bureaucratic
atrocities. Raaghurane Shortage of SP level officers It
is ironical that there is shortage of SP level officers in all states while there
is acute stagnation at Deputy SP level in every state. This shortage can immediately
be made good by SPS officers without any financial implications. But who is bothered
about lesser mortals. An open appeal to all those who call shots in home departments
or cadre controllers of SPS. M N Tiwari Pay Commission report This
is concerning Lahiri's views such as "Pay Commissio..most persons (such as
Tenese ),... seem to think that it is the 6 Pay Commission, which has introduced
the differential between IAS and other Group A Services...All earlier Pay Commissions
had given the " edge " to the IAS, which the 6th one has merely retained. The
Pay Commission has given the justification for retaining the edge... This Pay
Commission has done nothing new in this respect. P K Lahiri All
services are equal Most persons (such as Tenese), are not the only people
who are of the opinion that Sixth Pay Panel has done something extra for IAS officers.
For eaxample it was one IAS officer who said,"Pay commission has only converted
the de-facto status of IAS as no. 1 service to dejure". Lahiri has also accepted
that "The Pay Commission has given the justification for retaining the edge"
etc. etc. on this forum itself. Therefore, me (Tenese), and others are not wrong
to feel the same difference. I would rather say that all the earlier Pay Commissions
and others were not wrong to work on the principle all services are equal and
fix same scales for all services. Difference if any, was mainly just like a special
allowance, thereby suggesting no service based edge of any over others. This was
also not resented by the affected people as vehemently as today. It is also done
in such an age in which other specialist services are progressively gaining an
edge over generalists and the generalists are gradually losing their earlier privileged
position to facilitate all round progress. They should also not forget that even
the most foolish and incompetent person start doing outstanding job when given
due recognition and responsibility. But here things are quite amazing, generalists
tend to grab each and every specialised job as and when it start gaining importance.
This tendency is quite unconstitutional, immoral and against human dignity and
progress. Tenese Disparity in pay-scales With reference
to the comments of Shri Lahiri stating the factual position that disparity in
pay scales and status between the IAS and other services has existed even before
independence i.e since the days of the ICS it is submitted that it is extremely
sad that even 50 years after independence Pay Commission after Pay commission
has only sought to widen the disparity but not reduce it. Prior to 1947 the foreigners
who ruled us promoted disparity but post indepence the IAS officers are same nationality
as the central service officers then where is the need for disparity. The problem
is not with the Pay Commission recommendations as its roots lie in the training
imparted in the Mussorie Academy which promotes the 'We the superior beings"
culture in the 'Brown sahibs' as well ! This is the 21st century and it is 50
years since independence let the IAS officers be trained to take the responsibility
of working for the common man. They should be trained to think change and think
of policies that generate the greatest good of greatest numbers than what they
are doing currently i.e promoting their own greatest good .Either the system of
holding a common exam for the IAS and the Central Services should be abandoned
or the system of building glaring disparities between officers recruited through
the same exam should be put to an end. S Kumar All of us suffer
from false notion The raging debate on your forum, in the context of CPC
recommendations, seems to me to be hugely presumptuous and conceited. All of us
seem to suffer from the false notion of self-importance while all the civil services,
including IAS, have become so irrelevant in the present age of rapid globalization
and private entrepreneurship. The reasons for this are not too far to discover,
one being the time that we are wasting on debates like this, rather than using
it on some national issues relevant to the society and our poor masses. Having
said that, let us do some plain speaking and soul- stirring: o You decide the
rules of any game before you begin to play, and not cry later when you start losing.
In our complex socio-legal administrative structure, you do need a cadre to coordinate
between conflicting sectoral demands. Such a Cadre should, and would need to have
an "edge" over other services in terms of authority, powers and also
the remunerations. You could call it by any name ( IAS, IPS, IAAS, IRS, CSS whatever),
but it has to exist. Members of this cadre have to have different kind of training,
exposure and work experience. TODAY, this service is known as IAS. o It is
a good idea to have the facts right before entering a debate. I wonder if other
service people are aware that even among the IAS, only 50 to 60 % are getting
empanelled as Joint Secretary, 33% as Additional Secretary and just about 20%
as Secretary. People actually getting a posting and joining GOI is even further
less. o The argument that a difference of only a few marks scored in UPSC exam
should not be a handicap for life, is palpably wrong. A candidate who misses IPS
or IRS by a few marks and is not able to get into the civil services at all, may
claim that he should be made a Deputy SP or a Deputy Income Tax officer at least. o
However, the "edge" that we are talking about should not be too wide,
so as to create jealousy and heart-burning. The IAS people should not object to
revision of CPC recommendations to that extent. Obviously an IAS Officer Appointments
of JS and above should be screened by CBI The CBI should screen not only
the IRS(Customs),,IRS(Income Tax), and the IPS as rightly suggested by Sanjai
Sharma, in view of the black sheep in the IAS fraternity itself, it should screen
all IAS officers who have put in 9 years of Service and should do so once every
5 years after that. In addition, appointments to posts of Joint Secretary and
above to the Government of India and Secretary to the State Governments should
be made only after such a CBI screening to prevent future AP Singhs. A K
Singh SP level officers I support the views of Deepak. At least
60% post at SP level must be reserved for officers from State Police Service.
Rest of 40% to be filled by IPS. Also it must be done in such a way that young
officers form SPS also get a chance to become SP in time. At DIG rank the ratio
must be 50:50(IPS:SPS), and at IG level the ratio should be 60:40(IPS:SPS),. This
will provide a very big moral boost to State Police Officers. But this should
not happen that all districts will be headed by DIGs in future. Seniors must provide
their experience at higher levels rather than involving in day to day Policing.
Sunil Bungling in allotment of bungalows in Delhi With
reference to Department of Estates, all kinds of bungling is being done by allotting
bungalows in Lutynes Delhi to ineligible officers of IAS , IPS OR IRS. Bypassing
the prior claims of senior additional judges of the High court who were appointed
recently. As a citizen I would like to know as to how was bungalow no 1 Mahadev
Road allotted to one Vijay Dev while he was serving as Director of Estates when
officers much senior to him were in the queau! Similarly how was bungalow no 17
allotted to one Venkateshwarlu an IAS officer and former PS to Jaipal Reddy UD
Minister just before his transfer to north east. Orders are that permission can
be granted only for retention of existing accommodation rather than seeking a
change and then getting it regularised by the backdoor. Similarly how was bungalow
no 19 Mahadev Road allotted to a junior police officer when officers much senior
to him are already waiting for the same accommodation for much longer period.
Are these officers senior in the order of precedence to the High court judges
who have been waiting for bungalow type accommodations in the general pool, I
would request Dr Suresh Mehrotra ji to bring these views to the Government for
taking corrective measures and respect the wishes of the high court Judges.

and Ecstacy. The greatest setback suffered by the CSS is stopping its
recruitment through the Civil Services examination about four years back for some
ulterior motive .This has taken the sheen out of the service. The idea was to
restrict its promotional avenues to suite an elitist service. According to insiders
who participated in the meeting of the Committee of Secretaries. About four years
back the agenda for the COS was already approved by the then Home Minister L.
K.. Adwani.This was BJP style of functioning. The COS had no option but to grudgingly
fall in line before the matter was finally approved by the highest competent authority.This
is amatter of record and the information and documents could be obtained by invoking
thr RTI Act. This statement is being made without malice towards anyone, I do
not mean to hurt anyone But this a fact of history of civil services in India.
Worse and ironically the present government agrees with the BJP at least on this
single point! I request Dr Mehrotra to further probe into this matter as a seasoned
correspondent. Aay Kay Plight of the CSS I would go along
with Aay Kay for portraying the plight of the CSS. As a serving SAG level officer
of CSS, I would like to cite a decision taken by the power that be in selecting
Members of the Staff Selection Commission by overlooking the claims of a rightful
co ntender not once but twice in quick succession A wishy-washy reply was given
in response to RTI application by DOPT on the plea that the decision does not
come under the purview of the RTI Act .It looks that there is a need to first
give gums to the new dispensation before providing teeth! The DoPT have refused
to part with relevant notings of its file in flagrant violation of the orders
of the Central Information Commission. The cold war on this general issue between
DoPT and the CIC is still raging .Unfortunately, the officer concerned has since
retired We the CSS officers strongly seek the suo motto cognizance of this matter
and order a judicial inquiry into this case We also request Dr Mehrotra, a seasoned
journalist, to bring this matter to the notice of appropriate authority through
this website. We also seek immediate placement of all CSS officers who have been
in the panel of joint secretaries for years together instead of earmarking all

(UPDATED) The Rural Electrification Corporation Limited (REC)
(REC) of which Chairman cum Managing Director (CMD) is P.Uma Shankar, has been
supporting power sector through a range of measures and initiatives, achieved
yet another milestone by sanctioning a term loan of Rs. 3796 cores to NTPC Tamil
Nadu Power Company, a 50:50 joint Venture Company of NTPC and Tamil Nadu Electricity
Board. As against the normal practice of project financers, funding such mega
project through consortium route, REC has decided to fund it single handedly.
