Grapevine has it that Indu Shekhar Chaturvedi is going to replace PS to the Prime Minister, B V R Subramanyam. He is 1987 batch IAS officer of Jharkhand cadre. Chaturvedi is presently PS to Vice Chairman of the Planning Commission Montek Singh Ahluwalia. It may be recalled that Subramanyam is going to Washington in June to take up foreign assignment.

While, Benjamin is PS UD-2 (which looks after civic bodies), Jha is PS Transport. In case Benjamin is PS UD-One then Manu Shrivastava Additional Commissioner Bombay Municipal Corporation (BMC) may succeed him as Secretary UD-2. In case Ramnath Jha goes as PS UD-1 then Manu Shrivastava will be Secretary Transport.G.S.Gill Managing Director (MD) of the City and Industrial Development Corporation of Maharashtra Ltd. (CIDCO) is unlikely to be changed. I entirely agree with AROON that the role of the PESB, a high powered professional body downgraded gradually as a punishment for its independence, transparency and refusal to succumb to political pressure in the appointment to Board level positions in the PSUs The PSUs executives despite being empanelled at Sl No:1 , are left at the mercy of their political masters If this obnoxious delegation of powers to the minister-in-charge as revealed by Aroon is true then it would be more appropriate to wind up the PESB instead of getting its recommendations overturned under compulsion of extraneous considerations I would urge upon the SCOPE to take the initiative and get the decision reversed to arrest further demoralisation of PSU executives who are also requested to express their valuable opinions through this world-famous website. Dr Suresh Mehrotra would as usual play the role of a facilitator !

Uniformity in Civil Service
It is good to hear such nice words from Ashish. Unfortunately the world is not always so good. We fully appreciate that there are good and bad persons in every service as there are in every social groups, neighborhoods and even a family. But that is not the real issue. The issue is of discriminatory policies that divide the civil service vertically and horizontally across the board. The problem with Ashish's sanctimonious exhortation is that it is too simplistic and it ignores the inner contradictions that exist and that are aided and abetted by our own superior brotherhood and the State itself.
I suggest readings from 'Mistaken Modernity', 'Memories of the Welfare State', 'Bureaucrazy' and 'Maximize Your Life' just to name a few. Unfortunately in our social etiquettes we could not wriggle out of the colonial legacy of 'spoil system' and rewards based NOT on merit but on birth. Our approach towards service in the government is also informed by the same social attitude - all perks and privileges for 'us' only and based on what service one belongs to. This has been sought to be perpetuated by the 6th CPC in a most arbitrary manner by coining the term 'little edge', which has rightly been interpreted by a reader as amounting to creating a difference of a crore of rupees in a career span. Perhaps the hidden message is 'compensate yourself by becoming a pack of looters or quit the service'. It is also a great and innovative way to help the corporate sector who may now get 'cheap labor' from the dejected lot. If this is how the morals of the civil service are going to be built in this country, less said the better. Let me record my personal take on corruption, I consider it 'treason' and nothing less for the debilitating affect it has on the socio-economic life of our country.
If we really want civil service reform, the only way is a uniform civil service (ICS?) - 'one examination, one status' - with complete equity of perks and perquisites. Let the professional expertise develop in the officers in the core areas of their specialization for say 8 to 10 years, i.e. after they have acquired basic understanding of the dynamics of this country, its planning processes and most importantly the amelioration of hapless, marginalized poor. Then only they could branch out and start serving in various ministries and departments accordingly.
BUT this is a toll order. The upper castes of the civil services will not easily give up their privileges!

All services are good
Some one has rightly said" the biggest deceptive of human beings are their own opinions'. In this great debate of bureaucratic supremacy, we are quoting convenient things to support our own vested interest- lurking in the concerned service of which we are member. If we think like a responsible citizen of India and then try to solve this supremacy issue, the answer will be quite different. Leadership should not be imposed forcibly but it should be achieved.
If any service is not accepted as leader service by all services, it means that leader service has lost its historical relevance and virtues to be retained as leader. The interest of country is supreme and in a democratic country imposed leaders (anywhere) though have survived through tricks but in the larger dynamics, they get marginalized due to natural growth of capable leaders, so will be the fate of so called service who in self styled mode, has historically grabbed the leadership of Indian bureaucracy but failed to prove their worth of leadership while trying to continue leadership by imposing it without capabilities and relevance. Unless and until all services of government of India are given legitimate career growth profile and pay scale, alone IAS being highest rewarded service, is not going to serve the cause of governance. Once, I have ego problem with leader, it means either there is no leadership qualities in the leader or I am too capable to lead and not to accept hollow leadership of others disguised in selfishness. The regimental leaderships perpetuated against the will of people (Here, I mean other civil services) become very counter productive because no one, kept as subordinate and who feels equally or more capable, is going to contribute suitably unless and until, he is suitably rewarded.
Let IAS people of this country at least accept the blame that they did not pay judicious attention with objectivity in the career plan of other civil services and there by loosing the moral claim to be called leader service of bureaucracy. A selfish man cannot be called leader and neither any institution and for that he has to rise above all these things and take pain for others or at least desist from down grading others.

Apropos the debate on the recommendations of the Pay Commission and the discontent that it has spawned, I would like to draw your attention to the plight of the men of the CPMFs. Who do they turn to with their grievances. We have the ongoing Shashnak-Abhinav war on the sidelines of which is the vast majority of these neglected soldiers in uniform. Who is going to speak for them. In a programme telecast on a national news network, it was interesting to hear one of the panelists say that the borders of the country are being looked after by policemen from Para military organizations, which is far from the truth. Is the BSF=Police? Certainly not. I would like to draw your attention to the blog - seemaprahari.blogspot.com. I think a change in top hierarchy in CPMFs is imminent with a large number of cadre officers staking their inherent right for the senior most positions.

Affairs in Central Pollution Control Board
Last month, MS has installed one biometric machine (spent lakhs of rupees ) on the entry gate of CPCB but after one month machine is not working and he has order for new machine. The value of government money is nothing in his eyes.
There is large number of Junior Research Fellows and Senior Research Fellow appointed by approach every day and there is no need of so much JRF and SRF in CPCB. The condition of CPCB is very worst and need control. If any employee has taken against MS, he has transferred from Headquarter to Zonal Office. This is punishment for him.
I would like to request your good self to please take necessary action against CPCB activities and publish in newspaper/media or on your website and complaint against Chairman and Member Secretary to Ministry. Employees have been tortured every where.

Congrats, you really richly deserve this award. Even in Delhi in the MCD and NDMC, Parimal Rai has been doing work in a very dedicated manner with a lot of zeal and commitment. I had the ocassion to see him working in MCD when I was the Chief Law Officer and Parimal Rai was Deputy Commissioner South zone and then later he also took the charge of Additional Commissioner engineering. He is a bold and committed officer which are very rare these days. Also in NDMC area where I happen to reside, I can say that Rai has been very successful. I congratulate him again.
