If top sources are to be believed Nehchal Sandhu will succeed Ashok Chaturvedi as R&AW Chief in January. 1973 batch Bihar cadre IPS officer, Sandhu, who is presently Special Director in the Intelligence Bureau may be moved to the R&AW in a couple of months .He is considered to be a thorough professional officer.

An elder brother is always elder
We need people like M N Tiwari in the All India Services who have the courage and eyes to see what is right. I am sure that Tiwari is a direct IPS officer as he has been writing a lot in favour of IPS in case of 6th CPC. He is the first officer who felt the problems & frustration and has pleaded for justice to the State Service Officers. In fact this is the spirit needed if you are in the leading team. No one disputes the Supremacy of All India services but they will be really supreme if they took care of their subordinates from other services. An Elder Brother will always be elder but and he will command the respect of his younger brother only if has a parental role. The suggestions from Sunil in this regards are also welcome.

IPS have vast powers
6th pay commission has widened the rift among IAS and other services. I have a little apprehension that one service will not hesitate in trapping other whenever it will get chance and it may be unfortunate for the IAS because they do not have such vast powers as the IPS have.

About CSS
Its general impression given by the top echelons in the present bureaucratic system that CSS are not as pragmatic as other Central Cervices including AIS are. But the reality is different & when we see and compare factors attributing to upliftment / growth of cadre vis-a-vis delivery of service. The amount of quality training imparted to CSS is Zero in comparison to other services. In other service training is maendatory whre as there is not such priority laid down for CSS till sometime back. It is said that CSS officers are too much rule followers. Here in this context i would say that if the system in the Central secretariat is still intact & in healthy condition in terms of record management ,transparency & quality output in accordance with the manual of procedure laid down, its only exist in CSS set up. For this credit credit goes to CSS. One doesn't find such systematic & analytical quality elsewhere. There is vast different in interpersonal relationship with public n honesty & fair degree of administrative responsiveness. Therefore false impression created by so called pragmatic people will not be in the interest fo gradual but foolproof running of the system. The kind of self sustaining official(CSS) dealing honestly with the rule and regulations devised by Govt. or else it is ideal & opportune to throw away all rules & regulations.
There is hardly a scope of training for the stafff below Assistant. Now Government has the policy of not to appoint front level official like LDC,UDC etc. but who'll manage job perfectly required to be carried out such as movement of records, whole lot of dispatch & record management. In the court cases, parliamentary work these basic duties matter a lot in future cases. If there is balance of interest, austerity and pursuit of purpose in the interest of country, it is with CSS. All else there is self interest. We are witnessing phenomenal economic growth in China with the proportionate diminishing of environmental degradation there. Is it worth to emulate in India? Same analogy lies in the case of CSS v/s other services. All you are there to judge the implications.

The discussion on pay parity and superiority of one service over the other has been doing the rounds rightly on this website. Those who feel IAS is superior to the Group A services are ignorant of the fact that the ICS /now IAS had been created by the British and consisted of sycophants of the British Raaj to perpetrate the will of the cruel rulers on the innocent Indians. This service should have been dismantled alongwith the Independence of the Country some 60 years ago. Does USA which is the most democratic, most developed country of the world ever had a service like "Indian Arrogants Service/IAS". Look at the cruelty they continue to commit on the other Group A services of the GOI:
Why can't the Hon'ble PM having such a transparent and spotless career all through and having no political ambitions at all unlike the career politicians not look into this and correct the aberrations and see that the post at the center are manned by officers from all the services (including the Indian Arrogant Service) in a fair and equitable manner.

This paid holiday should be made available to other All India Services and also to the State Services. If foreign training benefits this country then more and more services should be given this opportunity so that there are more people to bring happiness and prosperity to India.
