month. Restructuring of 117 posts in Armed Forces
Medical Services (UPDATED) The Union
Cabinet today gave its approval for restructuring of 117 posts in selected ranks
in the Army Medical Corps (AMC), Army Dental Corps (ADC) and Army Medical Corps
(Non-Technical) {AMC(NT)}. The Cabinet also gave its approval for changing the
ratio between Permanent Commission and Short Service Commissioned Officers in
the AMC, ADC and AMC (NT) to 60:40. Out of the total 117 posts, 100 will be upgraded
in AMC. These include three at Lt Gen and equivalent rank, 15 of Maj Gen and equivalent
rank, 82 of Brigadier and equivalent rank. 16 posts in ADC will be upgraded. These
include three at Major Gen and equivalent, nine of Brigadier and equivalent and
four for Col and equivalent rank. One post of AMC (NT) will be upgraded to Brigadier
and equivalent rank.

decision of SC It is good that the SC has ensured 50% reservation for general
category by excluding so called meritorious OBC candidates. Rajaa Crosscheck
about Harinarayan Some time back I read a remark about J Harinayan former
chief Secretary Andhra Pradesh on his appointment as the Chairman of some regulatory
authority. He was applauded as one of the most outstanding IAS officers in this
website. This has angered many IAS officers as also those who had an occasion
to work with him. As a serving officer in the central government I would reserve
my comments about J Harinarayan. If you want to know about him then it will be
proper to get a 360degree appraisal about him so that the opinion of his peers
and subordinates are also known about the leadership quality of an officer is
also known before grading an officer. Spoiling the career of officers does not
make an officer outstanding! Dr Mehrotra is requested to crosscheck the position
before highlighting somebodys quality. Harinarayan was serving as Secretary Ministry
of Water Resources before his posting as Chief Secretary AP. Please include my
opinion in your esteemed website which is viewed by lakhs of people daily to clarify
the position. A good subordinate is nit necessarily a good officer. I would request
the Government to include the views of subordinates and peers in the performance
appraisal forms of all officers of the level of Directors and above. An
officer of Water Resources Ministry General seats should go to general
candidates If I am not wrong, it may be those who filled their forms as reserved
candidates but secured high rank in the list covering general seats. The separate
lists should be prepared of the successful candidates as per their categories
of reservation or otherwise indicated in the application from. Therefore general
seats should go to general candidates only and reserved seats to reserved candidates
only in accordance of their claim in the application forms. Ram Kanwar There
should be equality All the Pay Commissions are repeating the same mistakes
every ten years. Officers of the Services like IAS should not be given additional
two increments from beginning. They rather be given special allowance, if any,
for doing any special duty. Such allowances should also be permitted all other
central services including IPS and IFS. Officers of the same batch (appointed
in the same years) should get promotion on equal footing and at the same time.
Mohans Think of other services also How specious can the
arguments given by the IAS become? It is true that the 1989 batch of IAS is being
empanelled at the level of Joint Secretary and it takes about 19 years for IAS
officers to be empanelled as Joint Secretary in Government of India. It is also
true that about 50-60% are empanelled in a batch (rest might not have applied).
However, how many years does it take for the DoPT to allow other services to be
even empanelled? Currently, 1982 batch of the IRS (Customs) and IRS(Income Tax)
is being allowed to even be empanelled (seven years behind the heaven born). Vijay
Kumar State Police Service officers should get their due A large
no. of talented and competent officers from the State Police Services are highly
frustrated because they are stagnated at the rank of Additional SP for a period
ranging from 2 years to 10 years and your website is reporting that there is acute
shortage of SP level officers in the country. A news item says that Honourable
PM has also said that there is shortage of Police Officers in the country. It
can happen in India only where at one place there are large no. of officers eligible
to occupy the post and govt. is saying that there is acute shortage of officers.
If the Government is really serious about improvement in the Law & order machinery
it should first remove the frustration among the Police officers in states who
are stagnating in one rank for more than 10-15 years. In today's scenario, All
most all IPS officers reach the position of DGP i.e. 6 promotions and there is
no dearth of vacancy for them while an officer recruited as SI can reach the rank
of DSP at the fag end of his career i.e. 2 promotions only. Similarly most of
the Officers recruited as DSP will at the most become SP that too at the end of
their career i.e. only one promotion. DSP if they get promoted are stagnated in
the rank of Addl. SP for 10-12 years where an IPS officer rarely stays for an
year. Some from SPS are lucky who get into IPS can dream of becoming DIG. Govt.
must immediately post all eligible Additional SPs in the rank of SP to correct
this shortage. Jaikumar Department of Personnel & Training It
seems that this Department is meant only for Gazetted employees i.e. Under Secretary/Sr.PPS/PPS
and above. As far as lower employees are concerned like LDCs/UDCs/Assistant/PAs
& Steno 'D'; this department is not there. Reason: A steno grade'D' after
22-25 years of service is given an adhoc-PA post and these persons are made to
sit late beyond office hours. The same applies to Assistants and UDCs. Persons
holding the post of Under Secretary/PPS/Sr.PPs mostly run away around 6.00 P.M.(though
they pay package contains remuneration like reimbursement of telephone bills,
newspaper; hiked Transport Allowance; tea allowance etc.)But when it comes to
promotion etc.; tonly non-gazetted staff are treated as lower level citizens and
in spite of cadre restructure which took place recently (i.e. about 4-5 years
back)they stay where they are. But the case is not so for the gazetted employees.
Hope 6th CPC is aware of this or deliberately they pretend they do not know this. Ravi Government
should play the role of a mother Government should play the role of a mother
and it should not allow IAS to claim that they are superior among all other services.
A mother never says that her only one child is able and he should avail all the
