of Generals Defence Ministry is reported to have cleared proposals
for creating more than 110 posts of Generals. Restructuring
of 117 posts in Armed Forces Medical Services The Union Cabinet
today gave its approval for restructuring of 117 posts in selected ranks in the
Army Medical Corps (AMC), Army Dental Corps (ADC) and Army Medical Corps (Non-Technical)
{AMC(NT)}. The Cabinet also gave its approval for changing the ratio between Permanent
Commission and Short Service Commissioned Officers in the AMC, ADC and AMC (NT)
to 60:40. Out of the total 117 posts, 100 will be upgraded in AMC. These include
three at Lt Gen and equivalent rank, 15 of Major General and equivalent rank,
82 of Brigadier and equivalent rank. 16 posts in ADC will be upgraded. These include
three at Major Gen and equivalent, nine of Brigadier and equivalent and four for
Col and equivalent rank. One post of AMC (NT) will be upgraded to Brigadier and

rest of the world do. We can import the technology and other necessities, why
not administrative skills? We have to learn what others feel about any of our
particular domestic rule/policy formulated purely on the basis of domestic needs
and come up with an alien idea to set it aside and scrap it,...to keep our image
high in the eyes of the akkas and saggas resting in the rest of the world. Everybody,
as you have been made to believe, is not competent enough to learn all that alien
stuff and need to be kept away to avoid unnecessary mingling of domestic thought
in a totally newly found great alien idea. Such short foreign training trips finally
take one ahead of all others struggling with domestic dust. Really special, talented
and lucky are those who get a chance for a compulsory foreign training trip as
against those who don't get even a single chance through out their life even after
sending a thousand requests with unwilling recommendations from special people.
There is probably no need of sophisticated kind of trainings for everyone because
just few thousand specials are enough to take care of each and every need of around
140 crores souls. The art of dazzling dashing, vision blurring,....etc. etc. that
shine at alien heights and make invisible the resultant incompetence and misery
at all lower levels... to those alien eyes which don't recognise things except
in the colour of their own choice. Madhava Training for other services When
such trainings are compulsory for IAS, why the Government softpaddles other services
say IRS . Satyagopal Rajguru CSS officers are rule followers If
CSS officers are "rule followers" what is the harm in it. They are hardly
the decision makers and the decision makers should have the guts to relax the
rules where called for and justified. If somebody tells you the rule, he can't
be negatively stamped. If rules are not to be followed, where is the need for
the rules. It is rather the weakness of the Officers who do not want to take the
responsibility for relaxing a rule in taking a particular decision. Ashwatthamaas
of civil service According to government's perception the members of an elite
service (you can guess)retire but never tire. This privileged class is blessed
with Amritva. All important positions where age limit is 65 years including sinecures
have been reserved for this privileged class because the decision makers belong
to the same fraternity. I have highest regards for the members of this service
individually but not as a class. The service interests of other services have
been ignored altogether. There are bright stars in other services too Talent is
not the monopoly of one service only. The more worrisome feature is the immense
clout exercised by this elite group through close networking as a class by subverting
the claims of other organised services. The facilities and services enjoyed by
this service is disproportionately superior to those bestowed on the officers
of downtrodden services This kind of artificial hierarchy created in the civil
service is the bane of governance in the country Politicians cannot escape their
share of blame for building a nexus. In fact this applies to all the services.
Hamam me sub ...There is a need for a Revolution in the bureaucracy across the
board. The Resolutions passed by the Central Government based on Administrative
Reforms commissions reports contain only cliches and high sounding management
jargons do not serve any purpose. I have always supported the creation of a single
unified Service called the Indian Management Service at the level of Joint Secretary
and above drawing talents from all the Services like the IAS, IFS, IPS, IRS, ISS,
IES etc and last but not the least the CSS, The steel frame of India bureaucracy.
The selection should be on the basis of their appraisal reports and personal talks
in order to be fair and just let this job of selection be entrusted to the UPSC
which makes recruitment to all these services. I had occasion to informally broach
the subject informally with the former chairman of UPSC and he was all for it.
I am making this suggestion in all humility and without prejudice to anyone or
any service. My idea is only to make the system more rational and transparent
so that the non IAS services do not harbour any suspicion or ill will against
any privileged class. And finally, the concept of ASHWATTHAAMA should be extended
to all the services instead of the existing policy of "pick and choose"
confined to only one service! A K SAXENA Screening of officers before
promotion This is an excellent idea. Routine screening is being done by
IRS in cases of general public who are selected to receive national awards by
Government of India. Of late IRS is verifying the declaration made by candidates
contesting general elections by way of post affidavit verification. The business
people assets/liabilities are verified every year. Therefore why not scrutiny
for officers of Central and particularly State Cadres such as IAS/PCS. If not
every year at least before promotions such verification at least will bring additional
revenues to the Government based on the palatial bungalows/houses constructed
by the members of these elitist services. A great idea indeed. Remember US presidential
candidates A/L declarations are scrutinized by IRS. Shari Problems
of Non-Gazetted Staff in CSS & CSSS This is in response to the problems
mentioned by one of the members of the CSS/CSSS indicating the period of stagnation
period for next promotion from PA/Assistant to PS/SO is 22-24 years. The best
way to solve this malady of partial treatment in promotions to non-gazetted members
of staff belonging to Stenographers, Assistants, UDCs & LDCs is to merge all
these grades and re-designate it as Executive Assistant with at least three-mandatory-time-bound
promotions such as Section Officer-Under Secretary-Deputy Secretary. The qualifying
service for each grade should be eleven years. Upon completion of 11 years, such
promotions should take effect automatically. Also, there is no requirement of
Stenographers Grade 'D', UDCs and LDCs. All the current incumbents may be promoted
as Assistants once they have completed the qualifying service for further promotion.
Such a dispensation would be in overall benefit of everyone including the GoI. S.K.

This is one of the worst classes I've had sadly!!! Sadly because when the class
commenced the class was expected to do not that badly, But seems things went
from bad to worse as the class worked and behaved madly!! What about Sonia
