Candidates and UPSC Examination In centre's appeal against Madras High
Court judgment directing the UPSC to redraw the merit list of the 2005 Civil Services
examination, ignoring Rule 16 (2) of the Central Civil Services examination it
said: "If the benefit of reservation is denied to an SC/ST/OBC candidate
who qualifies on merit, then there can be a situation where a lower ranked OBC
candidate gets allocated to a better service than a higher ranked OBC candidate
only because the higher ranked candidate performed well enough to qualify in the
general/unreserved category. It further said While making service allocation,
candidates belonging to SC/ST or OBCs recommended against unreserved candidates
may be adjusted against reserved vacancies by the government if by this process
they get a service of higher choice in the order of their preference. Only to
give higher choice in the preference including cadre in case of AIS the reserved
candidate selected as meritorious against the unreserved seats should be treated
as reserved category candidate. If not those candidates should be treated as unreserved
general candidates and the benefit of reservation may go to low ranked reserved
category candidates. Then only the objectives of providing reservation will be

issue Regarding the issue of LTC, a peculiar problem demands an honest
administrative solution. An officer at senior level hardly ever gets 2-3 weeks
E.L. till (s)he nears superannuation. His first anxiety is to set matters right
for post retirement settlement on retirement. He utilises his hometown LTC for
the purpose. In the last month he tries to go on LTC anywhere in India. He is
not allowed because both Home Town & Anywhere in India LTCs can not be availed
in the same year. This is illogical. This LTC should be allowed to be availed
not only in the same year, but within six months of retirement on the same lines
as T.A. is allowed to the retiring employees. It is absolutely justified taking
into consideration the rules allowing two T.A.s on transfer to elite services-one
for coming to join duty and another for bringing personal effects. Some "superior"
officers have even been allowed a third T.A. by the M/O Finance! M
L Gupta I endorse the idea propounded by AK Saxena and would like to extend
a wee bit to include the able people from private sector also on case to Case
basis; certain parameters can be worked out for such inclusion. However, the appraisal
may not be the best tool to assess the quality of people required. UPSC can come
out with a fresh exam for such eligible candidates ,and that test can also be
phased into written and interview. If I am correct, such an idea of mid-term test

years of misrule so what was there to celebrate!!!! And then Public ne kiya
hai UPA ko poorly rate!!!! Celebration was due if the Public had celebrated
completion of UPA's 4 saal!!!! But how can Public do so jabh ki boora hai Public
ka haal!!! In fact has BJP should have called for celebration 'just one
more year left'!!!! And then India and Indians will be rid of UPA and the Left!!!!
For the UPA PM was given the job of applying butter, PM meaning Pocha-
paachi Manmohan ne kiya from table to table flutter!!! Sonia did not acknowledge
Amar's presence and so PM did the needful, PM acknowledged Amar's presence

Duties and Taxes on Petro products need to be slashed, Deora is bawling
that Refineries are getting bashed!!! He's demanded a Rs. 5 Diesel hike
and Rs. 10 Petrol hike, And hopefully he'll be told to take a hike!!! Indians
pay a phenomenal amount by way of duties and taxes on petro products, Hope
