Grapevine has it that Secretary Information and Broadcasting Asha Swarup is returning to the parent Himachal Pradesh cadre as Chief Secretary in June. She is 1973 batch IAS officer.

About four dozen IAS officers belonging to 1978 batch are believed to have been empanelled to the rank of Additional Secretary in the Government of India. Meeting for empanelment took place last week.

We are proud of P K Mishra
Inspired by the letter of Pragya Mishra, the voice of young India, I will like to place, in your website Forum, my admiration for Prashant Mishra, former Chief Secretary, Uttar Pradesh, for his decision to quit, thus upholding the honour & dignity of All India Services. The only matching example I can recall was that of the then Union Home Secretary Godbole who also believed that principles of life were more important than the mundane pecuniary material benefits of service We in the bureaucracy blame the Politicians for politicalisation of Services as a stratagem to smokescreen the deterioration in the personal values & principles of the members of the services that was once the solid material of the 'steel frame' of governance. It calls for introspection by the members of All India Services to answer to their conscience whether it is our own doing to set our priorities wrong by pacing mundane pecuniary material benefits of service before the principles of life or it is the doing of politicians. Once the mundane pecuniary material benefits become the primary goal of All India Services, then in its pursuit, while in service & even later for getting post retirement crumbs, the focus shifts from good governance to pleasing the political masters who obviously are always too happy to have such a bundle of subservient pliant & compliant members of 'All Ineffectual Services'. We are proud of such officers, though a rare specie nearing extinction, & hope that this generation of AIS will get some inspiration from such exceptional worthy of emulating examples, and be of the same mind to reach a consensus on the values of principles of life. Trusting in God, I hope & trust trust in self awakening of AIS members conscience, & show my solidarity with Mishra & his family.

P K Mishra must head LBSNAA

I felt quite moved by Pragya's tribute to her father. The situation in UP has come to a sorry pass, with rampant corruption and caste based politics being the order of the day. Politics has reached its nadir. In fact so we believed when the previous regime of the SP was in power. But under the present dispensation it has hit new lows. In such a situation one can empathise with the angst of an upright officer like PK Mishra, who along with a few others like him (though the numbers of such persons is fast diminishing )find it difficult to survive in the present vitiated milieu. However, PK Mishra is the kind of role model who the present generation of Civil Servants should try to emulate in their conduct and behaviour. Surely, the Central Government should intervene to give him a position from where he could inculcate the right values to the entrants in our civil services. I have the position of the Director of the Lal Bahadur Shashtri Academy of Adimistration in mind. At present career bureucrats are posted as Director, who use it as a stepping stone to get a posting at Secretary level in GOI. Their tenures are short. It would be appropriate to change the policy and appoint someone who has the right credentials for a secure and long tenure to the post. It is in this backdrop that I feel a person like Mishra should head the Academy, which is the crucible for training future generations of our Civil Servants. I should add that I do not know Mishra personally and am not canvassing on his behalf. It is his reputation and the moving words written by his daughter that impelled me to weigh in through your esteemed columns.

W.r.t to Pragya's ode to PK Mishra, it would be in Public interest to let all the readers of this column know the reason which provoked Mishraji to seek VRS.

VRS should not become reason to villify

VRS by some IAS officer for his personal reasons should not become a reason to villify any Chief Minister. Even Rajiv Gandhi got A P Venkateswaran (then Foreign Secretary) to resign and even Shiv Shankar menon's elevation got so many IFS officers to resign.

We will get justice

Apropos the 6th Pay Commission and the changes in IAS Pay Rules to grind the others to dust beneath their jackboots, let me say that we have served the nation with blood and sweat and wear our uniforms proudly. We have put forth our legitimate demands before the Political Executive and will get justice. We will get justice despite the IAS not wanting us to. After all, the ICS never wanted independence for India, but it still happened.

Professional standard of the IPS officers
The handling of Arushi Talwar murder case by UP Police has shocked everyone. Finally, after arresting the prime suspect, the manner in which the worthy IGP of Meerut Zone Gurdarshan Singh held the press conference shown live on the TV, it eroded the residual good image people have been carrying about the IPS Officers. Firstly, there was no need for the IGP to head for the press conference when various aspects of the crime were not yet investigated to draw a clear picture. Even if there was some compulsion, he should have come fully prepared and presented the bare fact, whereas, in the visibly childish enthusiasm he made speculative comments on loose ends without substantive evidence, as if he had talked to the ghosts.
To the dismay of TV viewers, he repeatedly referred the dead girl by incorrect name 'Shruti' and the desperate media representatives literally hooted at him. This press conference was as unprofessional as the investigation. It may be remembered as one of the poorest presentation by an IPS officer seen live on the TV channels. However, he provided enough fodder to the media to keep their viewers busy for the rest of evening slamming the credibility of police. The tally of loose ends highlighted by the media has convinced the people that the case was messed right from day one due to unprofessional police approach. No serious view seems to have been taken by the police hierarchy for such shocking performance of the District Police. One wonders whether the standard of IPS cadre has really stooped so low even in their basic domain of crime management. It raises serious questions as to what has happened to the best brains picked by UPSC for the IPS. Are the best brains covertly divesting their intelligence to other avenues? It also gives credence to the officers of CPMFs who keep making veiled outcries on unprofessional response of the IPS officers joining them on tenure posting in operational fields infested with extremism. Well, while the IPS Association has been making hue and cry against the IAS cadre for pushing them down in the recommendations of the sixth Pay Commission, it is high time they may introspect and take steps to ameliorate their professional image.

Why delay in Sixth Pay Commission

When a committee of three IAS officers is going through the 6 pay commission report there is no reason why it should take more than 48 hours! It is almost a month since the committee was constituted. There seems to be a decline in professional skills these days.

I am constrained to voice my concern once again through this esteemed website against the arbitrary manner in which the norms are being changed year after year by the elite service so as to gradually edge out the non IAS services by making them ineligible to apply for the vacancies of Administrative Members in the several Central Administrative Tribunals located at various stations. Earlier, these posts were open to all the services.
