Change government timings from 9 to 9.30 am.
I am a senior civil servant in the Government of India. My endevour is to reach office by 9.15 ( 15 min late) . I justify it to myself as I have to sit till 6.30 pm ( 1 hr extra). For curiousity sake, I have visited Nirman Bhavan and Shastri Bhavan for the last 2 days and find that there is not a single soul in office at 9 am. The junior staff anyway comes at 10 am. Since we can still control the departure timing, I suggest government should immediately change its office hours from 9.30 to 6 pm.

All about Sixth Pay Commission
I agree with Raj that the issue of pay commission should be dealt with by the government in a more matured manner rather than one upmanship. It needs to be appreciated that even in judiciary the same judge on may hold different views when a issue is brought from judicial side and administrative side. It isa fact that nearly all the posts in the government are being manned by the IAS. But the issue is -Is it legitimate (not in the legal sense of the term but on terms of propriety, efficiency etc. Officers with Arts background are posted in the technical seats in the name of generalists. One sees that the files are being dealt with by officers for whom the subject is totally new. This is being done in the name of generality. However this is possible only because of a strong political - bureaucratic nexus wherein this arrangement is suiting everyone with no responsibility/ accountability. The point I trying to make is that if the government considers this report, which is undoubtedly pro-IAS, it would make a grave mistake resulting in: a. Demotivation of services who are actually doing ground work; b. More attrition rate in such services; c. If distinction is made between IAS and non-IAS then why should non-IAS work extra. Implying forget commitment, extra working hours, targets etc.; In short, the damage would be extensive and may not be in interest of country and governance; Let a call be taken by the government and not the IAS who is dominating the committee; The financial implications would be far less than the damage it would avoid;

Pay Commission has created more problems
VI Pay Commission has created more problems and more anamolies. I would suggest that there should be following pay scales in whole of India including the States. These pay scales are very simple and include all the elements of DA HRA CCA Transport. The increase in percentage after this should be DA for all so that accounting procedures are simplified and there is less wastage of time in Government for just making pay for officers/officials. If you have a Government accommodation 30% of basic be reduced and there should be no licence fee except electricity and water etc charges. The following are the suggested pay scales:
S1-S3 8000-400-16000
S4-S8 10000-500-20000
S9-S12 18000-800-34000
S13-S14 26000-1000-46000
S15-S17 34000-1500-64000
S18-S27 34000-2000-74000
S28-S32 42000-2500-92000

Directorate of Estates:
A couple of days back I had read the comments about this Directorate. This is true. We in the waitlist after giving technical acceptance do not know where the quarters are allotted. In the vacancy register; a lot number quarters are shown; particularly in regard to Lodhi Colony; Sarojini Nagar; RK Puram; Lakshmibai Nagar etc.; but only a few are allotted and even after that there is no proportionate reduction in the waiting list number. When enquired; they simply say that from the register it has not reached the allotment section or it will be allotted later. But actually what is happening we do not know. But what we feel is that whatever happened during 1992-94 as allotment of the quarters were bungled; the same may be taking silently. Will the estate office clarify this?

Manmohan Government has failed on all fronts
Four years ago when Dr. Manmohan Singh took over the reigns of the nation there was much hulla-bullah about his professional credentials and his zeal to carry out administrative reforms. His intial statements on professionalization of bureaucracy further fuelled these hopes. Four years down the line things have not moved a inch and infact only gone worse. All talks of administrative reforms have gradually died down. Standards of bureaucracy continue to be low and it still is as non-perfroming as it was four years ago if not worse. The government failed to even bring professionals on the boards of non performing PSU's like AIR INDIA and FCI. There seems to be a premium attached to the corrupt officials who get rewarded by good postings. Pay Commission only consolidated the stereotypes and paid a scant regard to professionals within the government or outside excepting some lip service here and there. On the whole Dr. Singh's government has failed to move an inch on administrative reforms in last four years and has only played a stooge in the hands of powerful lobbies.

Let us wake up
The quitting of UP Chief Secretary is an indicative of the future that lies ahead for the Indian bureaucracy. Most of today's Politicians have no concern for rules, regulations, systems, procedures, decorum etc. They are only interested in getting their own work done and what the public demands. In Rajasthan a very big chunk of people are agitating for a demand which is not necessary atleast for the survival of humankind. Why the Government should not act tough when a small population of people have made the life of a large section of population for a demand which is creation of Politicians. If bureaucracy has a free hand such politically motivated unjust strikes can be controlled easily but here the vote politics has made things miserable. Good, Honest and sensible bureaucrats are the need of the hour be they from All India Services or State services. A strong, united and sensible bureaucracy must come forward to save this country. The fight between IAS & other AIS and the Pathetic condition of State Service Officers & Subordinate Services of GOI are not good indicators for all of us. Let all wake up and give due share & justice to every service and for this the lead has to be taken by the IAS the leading Service of Indian Bureaucracy

IRS should stop blaming others
I think it is time that IRS should stop blaming others for their problems. These two foreign posts were created in the national interest and even after along time CBDT is not able to locate two good officers out of 4000 IRS to post TO Singapore and Mauritius. Responsibility should be fixed and explanation should be called. This is gross inefficiency.

Apropos S C Sharma's comments, let me say that the solution is to have Police Commissionerates in Noida and Ghaziabad (and all cities in India having more than 10 lac population) and rid the IPS of IAS domination at all levels to ensure professional competence! Will the heaven born listen?

Movement of Gautam Chatterjee, CVO, DVC to parent cadre would definitely be a personal loss to the Chairman DVC A K Burman. These days it is very hard to get such "co-operative" CVO. He ensured to issue Charge Sheet to most of the officers who even attempted to bring the fact of wastage of money in DVC and corruption to fore.
Bad luck for Chairman DVC who is also retiring in few months.

UP police is worst in terms !
All the talks of IPS officers being not given a fair treatment by pay commission look meaningless as you see the performance of police everyday. Less you speak about police administration in this country the better. Police is the most unprofessional institution on display on the roads of the country. At times a criminal would talk to you more politely than a police wallah. The use of brute force by police is only against the civilized sections otherwise they run away seeing criminals. Corruption is rampant and the majority of police top brass is actively involved in it. Police officers have failed to inculcate even the basic discipline in the force and consequently for every critical eventuality be it riots, terrorist attacks, natural calamities states have to depend upon CPMF's who are far better trained and professionally managed by their cadres. If you remove IPS from CPMF's their performance would probably be even better. As far as the UP police is concerned it probably is the worst in terms of professionalism and handling of Arushi murder case is just an another example in a long list like Nithari etc.
