"ACR: No More Confidential"- Supreme Court. The ACRs play
a very vital role in the career of a government servant. Timely promotion and
recognition are the basic motivations for a government servant So DoPT should
evolve such transparent Performance Appraisal System, which should have least
subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme,
the DoPT has fixed minimum bench-mark of ACR as 'VERY GOOD' for empanelment of
Deputy Secretary, Director, Jt. Secretary. If some officer is appointed as DS/Dir/JS,
it means his/her performance had been Very Good and above. So such officers are
fully capable to deliver the results. Our duty is to provide congenial environment.
There are examples in some ministries that some officers are not allowed to get
adjusted in the new environment. Some high-headed people forget if such treatment
was given to them, what would have been their reaction? First of all, provide
them stage only then they can perform better. Moral of the story is that one should
play with anybody's career. Moreover in the recent judgement of Hon'ble Supreme
Court(CA No.7631 of 2002: Dev Dutt Vs Union of India), ACR in no more confidential
document. It can be shown to the concerned official. The Supreme Court has held,
"Non-communication of entries in the Annual Confidential Report of a public
servant, whether he is in civil, judicial, police or any other service (other
than the military), certainly has civil consequences because it may affect his
chances for promotion or get other benefits. Hence, such non-communication would
be arbitrary, and as such violative of Article 14 of the Constitution."
The DOPT is requested to issue, in this regard, necessary directions to all the
Departments/ Ministries in the interest of the country as fear of ACR grading
travels in the mind. The transparency in the ACR System will bring efficiency
in the working of Government. Meenakshi Roy Fresh Pay Commission should
be appointed There are so many anomalies and discriminations amongst various
services in the government that it would be in the interest of the government
and its officers that the pay commissions is rejected in toto and a fresh pay
commission be appointed with representations of all services. It should not be
fully of only IAS officers. Implementation of the present pay commission report
would lead to widespread resentment and demotivation amongst all the sections

I read and hear of the public spat on the police everyday, I am reminded on Mark
Antony's famous oration after Brutus and others had killed Julius Caesar and he
carries the body of Caesar to the pulpit and starts, "Friends, Romans

does lives after him, the good it oft interned with his bones. So let it be with
Caesar". Police is unfortunately, this Caesar. When Nithari happens, we
curse the police; when Arushi happens, we compare police to police dogs and give
the police dogs more credit, we crack jokes of LA police having trained Noida
police, etc - the evils that the police does lives after them. But unfortunately,
the good is oft interned with them - I would have loved to see the likes of MN
Buch, SC Sharma and other such 'kind hearted souls', write today in Whispers applauding
the investigation of the same Police, when it came to ensuring conviction of Yadavs
in the Nitish Katara case - and please remember, it was a case based purely on
circumstantial evidence. We have had so many such cases where police have excelled,
but I suppose 'these mature IAS officers' are all 'honourable men' (as Mark Antony
called Brutus and his men). I know of innumerable police officers who have
worked hard and have done their utmost, even to the extent of physical threats
and personal dangers to families, to keep the honour of law and the police high.
While I am proud of such officers and such police, I am equally ashamed of the
other types. I am not saying that the Indian police is great - what I am saying
is that we need to create conditions where police officers get posted to important
positions on merit, where they are able to deliver with adequate autonomy, where
they become accountable to the public as much as they are to the political executives
- we need a change. But we will never get this change till we keep trying to score
brownie points by belittling services. I am sure we can narrate as many, probably
more, tales of high levels of corruption in development work and policy making
by IAS officers. But does that help the common man on the street? It doesn't. I
plead to the officers who are 'whispering' here in this forum to create a loud
noise to force governments of the day at the States and Centre, to force various
political parties to reform the police. And please when we talk of police reforms,
my dear IAS officers, can we look at what is good for the public, the society
and the country first, rather than where you get to gain or lose control over
police? Recent Police Acts enacted in certain States show such a tendency. Can

under a DM and so many other supervisors-political and bureaucratic. Perhaps making
oblique remarks to American police is too far- fetched and illogical. MN Buch

about police working. Being judgemental about police working has been a favourite

some private agency Seeing the insensitive & pathetic policing quality
of Delhi police specially traffic Police in Delhi roads, i suggest that traffic
matters be outsourced to some private agency to begin with,. Reasons are; 1.
Traffic Police just standing under the shady tree notes down the registration
number of vehicle at intersection touching the Zebra crossing or little ahead,
the job can be very well done by the any body by 1/4 of the salary paid to other
than police man. 2. The actual traffic rule violations are by who disregards
yellow line, drive zig zag and pile the vehicles at the crossing obstructing oncoming
vehicles. On these matters traffic police close their eyes completely. This job
can also be done in a better way by private persons with less financial burden. 3.As
observed, the whole energy of traffic police is wasted catching truck wala ,taxi
wala , charter buses for the reasons best known to them only, instead of disciplining
general traffic offenders on strategic locations with the conspicuous presence
in the roads. 4.I believe decongesting of pavements, bus stops and roads is
also the duty of traffic men. However day by day these places are becoming overcrowded
by fruit /vegetable& other sellers severally obstructing smooth flow. I have
observed road marshals appointed by Delhi metro are better equipped mentally and
physically to smoothen the traffic flow rather than Delhi Police. Shiv Pl

response is, let the pay and perks of an officer be decided by the rank he/she
obtained in the civil services exam, and not by service. Why should an IPS officer
ranked 4th in the Exam be paid lesser (and effectively paid lesser by six batches)
than an IAS officer ranked 197 (both OBCs). If an IAS officer has a higher rank
in the exam than an IPS or IRS officer let him be paid more than them, if the
IPS or IRS or IFS officer has a higher rank, let them be paid more. Also, why
should an IPS/IFS officer of a senior batch be paid lesser than an IAS officer
years his junior (e.g. an officer who does not get the IPS in a particular year,
why should he be paid more than an officer who did, if the former gets the IAS
in any subsequent year)? Kindly publish this rejoinder to set things in the

a parallel between failure to get admission to a college with failure to get into
the IAS is part of the continuing attempt to view the entire CPC issue from the
narrow prism of one examination. Does she want that Delhi university should have
different syllabus for different colleges? Does she want that students of Stephens
should graduate in three years and rest after a 'two years gap' to maintain 'a
slight edge'. Does she want that the university examination should be different
for different colleges? The IPS or IRS are not asking for another chance to be
taken into the IAS. They want the examination to be the same and they want to
graduate after three years along with those who were admitted to Stephens after
taking the same university exam. Hope Ms Chanu's doubts questions have been adequately

reference to the help sought from anyone by Chanu, Delhi with regard to the predicament
of one of his students. Interestingly, the request comes from a teacher and one
wonders at the advice that will have been offered in the interim dispassionately
to the hapless student [seeker] by the enlightened teacher [knower]! The inability
to secure admission in St. Stephens, SRCC or Kirorimal does not in any way necessarily
decide [block!] a student's academic future. Conversely, the mere fact of getting
admitted to St. Stephens, SRCC or Kirorimal does not automatically ensure the
future progression of each and every student in these colleges that have rightly
carved a name for them and also managed to retain an unsullied image. However,
the cut-off at more than 88% notwithstanding, the achievers will all have to still
go through the relentless grind alongside the lot of the lesser privileged at
88% and below, prove themselves at all the subsequent stages of their academic
and professional career vis-a-vis the larger lot where their performance will
be measured by the same yardstick on objective criteria. Yet, ironically, irrespective
of the brilliance or mediocrity of the past academic record and/or other credentials,
bureaucratic salvation will be attained only by those who manage to enter the
isolated cocoon of the so called elite service(s), where merely one time entry
in the hallowed precincts is the only benchmark of progression. Significantly,
the UPSC while conducting the civil services examination does not attach any extra
weight to either the prestige of the institution from where a student has passed
or the percentage of marks obtained in the qualifying examination. Therefore,
if the 95% marks obtained in the CBSE, the subsequent performance at the college
as also other traits and skills acquired and displayed by an individual were to
be also taken into consideration by the Government while making appointments,
Chanu's point may have some merit. However, sadly that is not so and the argument
put forth by Chanu only begs the basic question. To stretch the argument further,
in an all-India sports examination, based on preference and vacancy, if qualifiers
from number 1 to 50 were to become cricketers, 51 to 100 chess players, 101 to
200 tennis players, 201 to 325 football players, 326 to 400 hockey players and
so on, why and how does the ranking automatically establish the superiority of
cricket over all other sports for ever? Why should there be need for other sports
to claim parity with cricket? Is such comparison valid in the first instance? Members
of Parliament are elected through the Lok Sabha and the Rajya Sabha. Is it logical
to argue that since the Lok Sabha enjoys more powers, the Lok Sabha MPs are superior
to the RS MPs. Or among the LS MPs, the MP with the highest margin of victory
is superior to all others and may, therefore, stake a legitimate claim to become
the [Prime] Minister? Speechless Spectator Some ideas to Chanu Fantastic
topic for setting up a committee of secretaries to examine the issue of how to
achieve equality in getting admission to St. Stephens with a particular reference
to existing equality among civil services. The committee shall be chaired by a
retired (wanting Govt car/perks ) IAS with certain number of members and a secretary
all to be from IAS to maintain equality. The committee to tour within and outside
country to learn about equality . At the end of many extensions the committee
may recommend the existing equal opportunity is sufficient in Indian context.
The student shall wait till the submission of the report by the committee and
the report to be examined by an expert body consisting of an IAS with three other
memebers from IAS to give an expert opinion on the implementation. No doubt we

a comment posted by Dr.Sanjay Singh; I must congratulate Singh that he reaches
his office by 9.15 AM. He must have clarified the timings of others in his office.
I am myself working in central Govt. Department in Kolkata. Besides that, I have
occasions to be at several other offices of Government of India (In regard to
timing of state govt. offices, I must say better it is not discussed here!) As
far as Central Government offices are concerned; here, not a single soul would
be found in the offices till 10 AM (exceptions are there!). Almost 90% of the
staff comes to the offices between11.30AM to 12.30 to 1 PM. I must add that
99% of them will be found amiss by 6.00PM! I can anticipate that this candid
comment will give heartburn to many on this site, particularly those who have
been advocating that "staff comes from far flung places" etc. and compare
them vis-a vis officers! But it is fact that majority of the officers turn up
by 10 to 10.15AM. I through an open challenge hereby to all (Including senior
bureaucrats, or media personnel reading this piece) to go to any of the central
Government offices here and verify it. If any one has had unfortunate experience
of working here, will appreciate it.Yes, It is unfortunate but true. If you have
honesty and courage accept it! The militant-trade unionism has deteriorated
the discipline to such an extent that no officer can take any action against such
conduct. Such officers are literally hounded and pressurised by resorting to all
tactics. Any disciplinary action is almost unheard of in this regard. Many right
minded officers just tolerate this pathetic situation and try to get out of this
place as soon as possible. The staff drawing salary of 20,000/- or so, work
in the entire month which can be done by any person hired from market in Rs. 4000/-
Per Month. - A Concerned officer - UP IPS best cadre UP Cadre,
the best cadre. Police officers serving in UP are proud to acknowledge that they
are serving in the best cadre. The so called press-conference was sounding a bit
out of place because it was not held at the camp-office. Officers sound brilliant

a hurry that they even forgot to talk to one of the lady whose name was allegedly
linked with Dr Talwar having illicit relations. However, the bright side of the
story is the intervention of Renuka Chowdhury who felt the pain and agony of two
living ladies, and friends of the dead teenager. We can say that there is only
one "Murd" in a crowd of 750 MPs in the Parliament who could dare raise
