New type of Kabootarbaji What Rajaa has written about the Indian Foreign
Service on 19th May is just the tip of the iceberg. There are many other maladies
affecting our missions abroad. I'll quote just one here. Officers of diplomatic
ranks are allowed to take servants from India. Though Government pays for their
airfare, monthly payments to the domestic help are by the officers themselves.
There are numerous cases in which the domestic help did not return with the officers.
They were absorbed against the vacancy of 'local' staff. This is not only against
the existing instructions but is also, in many cases, against the provisions of
the local rules. Though in most cases it is done as a favour to the person who
has worked for the officer for a few years, in some cases, it is a precondition
of the person before he is taken to the foreign country. Needless to add that,
with such pre-conditions, the monthly payment is at the minimal possible level.
Ambassadors are allowed to take two such helps from India. So, double bonanza.
A recent Ambassador in Paris could manage to 'adjust' both of his domestic helps
against the 'local' posts before coming back to India. What is required is a simple
petition in RTI asking for information of (a) all those 'local' employees in various
missions / posts who earlier worked as India-based domestic help with an Indian
diplomatic officer; and (b) list of all such domestic helps who went with the
officers but did not come back with them (and their present status). This is also
a type of 'kabootarbaji' practiced by those, from top to bottom, who are supposed
to prevent these. And it overburdens the embassies with useless employees for

is with refernce to Mohd. Koyas comment on Petrol price which I disgree and strongly
advocate for raise in petrol price on following count; i) Persons owning bigger
cars should need to be levies 50% more than existing price at the spot in filling
stations by employing suitable charging arrangement so that no such owners escapes
of thsi levy. ii) By raising the price of Petrol there would be marked tendency
of public to shun their vehicle and adopt either car pooling or take public transport
despite the fact that the quality of public transport is yet in pathetic condition
and may come to the good standard in time to come, hope fully soon. Besides ,
car pooling practice may also be in force in the Government offices too. iii)
The increase in price of petrol should spare those who trek 2 wheelers as these
categories largely belongs to business category and lower middle class. This way
congestion on roads will be eased and use of petrol/diesel which is becoming scarce
vital natural resource would be lessened markedly. iv) It should be made mandatroy
to ply only one vehicle per owner/day instead of using 3-4 cars by the single
household/ affluent class/day. A suitable mechanism should be developed by the
transport authority for this purpose. If they don't have any idea the practice
ongoing in 'Argentina' can be adopted in India. India can not afford so much
