Secretary post should go to IPS!!! Why should Secretary level posts be
attached to any particular service?? All posts of the level of Joint Secretary
and above should be made open to all services while giving special preference
to some technical expertise such as Home to IPS etc. Let there be again competition
via interviews and other tests on special aspects. Officers from all other services
have to know all a to z even for dealing with a particular technical aspect. Therefore
they are also equally competent even though they don't undergo trainings as sophisticated
as in some other cases. Aifi Why is IPS fighting shy? The
responses from IPS officers seem to indicate that they do not want the issue of
the plight of CPMF officers to be highlighted lest, the Government sees the facts
and does something to end the hegemony of the elite IPS. My point is that
CPMF officers being treated as a second class citizen in their own organisation.
The deputations at higher posts for which the IPS is neither qualified nor has
any training nor even medical standards are blocking the avenues of the CPMF officers
and ruining the culture of these organisations. It has been decades since CRPF,
BSF etc came into being and throughout the IPS have been commanding these organisations.
What have they done to improve the basic facilities for the jawans of these forces?
They come to these organisations for few years whenever the things get hot for
them in their cadre state and spend a 5 or 7 year sabbatical and go back by wrangling
a posting to a place in their home state. They have framed such rules that the
cadre officers cant grow. How is a CPMF officer concerned with the IPS fight
with IAS? CPMF officers in any case would not get anything more than the other
civil services as far as the pay etc is concerned. It also is certain that the
IPS which heads these organisations are not interested in taking up the issues
of hardship allowance etc for the CPMF personnel because it does not benefit these
IPS. In fact they have already started the campaign to dilute the recommendations
of CPC regarding the only favourable recommendation for CPMF officers that of
reduction of rationalisation of quota for promotion of CPMF officers. The CPMF
officers and men will have to take up a case for themselves with the government. Shashank

for Chemicals & Fertilisers and Steel Ram Vilas Paswan, Kerala Chief Minister
