The thought is most welcomed and the further suggestion in continuation is to
give the charge of the office to the Head Clerk in every office as he has the
experience and expertise in that. Why should be there Judges also? Court Peshkars
have more experience and expertise than anybody. Actually these are the most
rubbish ideas being thrown by frustrated officers. What reputation the Police
guys have on the field is an open secret. And the Government is making Model Police
Act to give them more independence to show more naked demonstration of power.
That is provoking them to get the ultimate authority where people can be listened
by a person not belonging to the same service. This is a conspiracy to suppress
the voice of the people and not the IAS officers. Many a places the officers from
other services have been given the charge of the head and except few exceptions
what great performance have they shown? This is all about grabbing the power which
the people of some other services are having, but not about the people's convenience
they are talking about. And what is the harm if the power is lying with IAS Officers? Amit

They should not air their grievance before IAS but should take their demand with
the political class, media and intelligentsia. There only they could have some

Officers desperately need enhancement in salary while IAS, IPS gets many facilities
in the state which is 2-3 times more than the salary. Plus they manage to get

I am appalled when anyone declares that he is better than other due to his service.
There is no consideration of human as an an individual. Here Political class too
seem helpless to make any changes so one looks to God for justice and placement
of merit based system. A Reader Fourth amendment in IRS transfer
policy One must go through the IRS (Income Tax ) transfer policy of 2008.This
is the fourth amendment to the policy since 2005 or an amendment every single
year. Each year the policy gets amended retrospectively. A rider to the amendment
should now state that the amended policy is for 1 year or less, and that officers
should not plan their future for any length of time beyond 1 year. May be tax
guys are getting a lesson in retrospective amendment so freely employed by them

I have closely worked with CRPF in operational area. And i can say with bet that
twenty local trained force is much better then their one company because out of
some 130 odd jawans in one company, 25% is LTR and not more then 80 at one time
remains. Out of that they take 30-35 odd people to guard camp and rest to guard
their A.C and for administration work, sahayaks etc etc and maximum which they
provide is 20 odd people to help local police administration. So local 20 trained
policemen is better then their whole company. Here, i will also say that most
of the toiling and hard work in CRPF, and indeed it is hard is done by their S.I's,
inspectors and A.C's and rest others only parties in the officers mess with occasional
visits to the companies and enjoy! Gulam Nabi Hasan I agree with
Deepak I fully agree with the assertions of Deepak. It will be better if
the central government gives that money to state government for modernising and
building capacity of state forces. It is not to say that, that after it, we will
not need CPMF's. But capacity building of local state forces will mitigate the
mindless expansion of them. Madan Barah Sincere steps should be
taken This is with regards to Shashank's view. Some part of his view may
be correct. But he seems to have a very constrained vision for things. He is,
since many days spitting fire against IPS for reasons that they are neither trained
nor fit for work in CPMFs. But in his views, he has shown the lack of analytical
ability. I agree that space has to be given for good promotional avenues for cadre
officers also. But here, it is pertinent to point that there has been a mindless
expansion of CPMF's. If you analyse the reason for this, yes, the internal security
needs necessitated it. But it has to do more with the states inability to recruit,
modernise and built the capacity of their own forces. Where the states were able
to do so e.g in Punjab, Andhra Pradesh, the CPMF's were not needed anymore. This
does not mean to lessen the role of this force but ultimately it has been the
local police force only which has fought and became successful. Shashank seems
to be a CPMF officer, that is why he seems to be so ignorant about the state-centre
relations, their separate and concurrent lists, role of bureaucracy in such conditions,
financial powers and status of states vis-a-vis centre etc. Today in Andhra Pradesh,
which has seen the worst of maoist violence is virtually free from it. CPMF was
definitely used as a interim measure but ultimately, it was the grey hounds which
has given results. And when he says that IPS are specialist only in law and order,
then he should go through some contemporary and historical literature to learn
that what S.P's of district like Dantewada, Bijapur, Gadchiroli, Marayanpur, Jamui,
Malkangiri and such other districts are doing. Such passing of casual comments
just to justify one's stand without analysing properly does not take you anywhere.
Having said this, I agree with you that some sincere steps have to be taken to
mitigate the grievances of cadre officers with regards to promotions. Deepak
