Why not give charge to Head Clerk in every office ?
In response to all the mails being sent by the people belonging to IPS, IRS or IFoS etc against the so called greatly assumed service IAS I can only say as an independent observer that there should be no rank fixation in the UPSC examination and the selected candidates should randomly be given different post on roaster basis. I think there will be no controversy at all.
Somebody has raised the question as to "Why should Secretary level posts be attached to any particular service? All posts of the level of Joint Secretary and above should be made open to all services while giving special preference to some technical expertise such as Home to IPS etc." The thought is most welcomed and the further suggestion in continuation is to give the charge of the office to the Head Clerk in every office as he has the experience and expertise in that. Why should be there Judges also? Court Peshkars have more experience and expertise than anybody.
Actually these are the most rubbish ideas being thrown by frustrated officers. What reputation the Police guys have on the field is an open secret. And the Government is making Model Police Act to give them more independence to show more naked demonstration of power. That is provoking them to get the ultimate authority where people can be listened by a person not belonging to the same service. This is a conspiracy to suppress the voice of the people and not the IAS officers. Many a places the officers from other services have been given the charge of the head and except few exceptions what great performance have they shown? This is all about grabbing the power which the people of some other services are having, but not about the people's convenience they are talking about. And what is the harm if the power is lying with IAS Officers?

Other services should not go to IAS
Vijay Kumar's poem is sublime. Watching the debate on the pay commission, I feel reminded about the medieval era where the ruling class could get away with even murder with impunity.
I at times feel that if we could remove bureaucratic inefficiencies our country would have been richer than most of the European economies.
The problem is not with IAS ,they are working in self interest. The problem is with other services. They should not air their grievance before IAS but should take their demand with the political class, media and intelligentsia. There only they could have some hope of getting redressal of their grievance.
Sanjay
Political class seems helpless
Let us be honest. Everyone knows that Central Government Officers desperately need enhancement in salary while IAS, IPS gets many facilities in the state which is 2-3 times more than the salary. Plus they manage to get land and other assets too at throw away prices in the state (legalized corruption). I am appalled when anyone declares that he is better than other due to his service. There is no consideration of human as an an individual. Here Political class too seem helpless to make any changes so one looks to God for justice and placement of merit based system.

Fourth amendment in IRS transfer policy
One must go through the IRS (Income Tax ) transfer policy of 2008.This is the fourth amendment to the policy since 2005 or an amendment every single year. Each year the policy gets amended retrospectively. A rider to the amendment should now state that the amended policy is for 1 year or less, and that officers should not plan their future for any length of time beyond 1 year. May be tax guys are getting a lesson in retrospective amendment so freely employed by them in areas of legislation.

We know who is feeding
Dear SC Sharma,
Sharma you have certainly nothing to do with any CPMF. It is easy to guess who is feeding such write-ups.

20 trained policemen better than---
This might seem harsh to Shashank but I have closely worked with CRPF in operational area. And i can say with bet that twenty local trained force is much better then their one company because out of some 130 odd jawans in one company, 25% is LTR and not more then 80 at one time remains. Out of that they take 30-35 odd people to guard camp and rest to guard their A.C and for administration work, sahayaks etc etc and maximum which they provide is 20 odd people to help local police administration. So local 20 trained policemen is better then their whole company. Here, i will also say that most of the toiling and hard work in CRPF, and indeed it is hard is done by their S.I's, inspectors and A.C's and rest others only parties in the officers mess with occasional visits to the companies and enjoy!

I agree with Deepak
I fully agree with the assertions of Deepak. It will be better if the central government gives that money to state government for modernising and building capacity of state forces. It is not to say that, that after it, we will not need CPMF's. But capacity building of local state forces will mitigate the mindless expansion of them.
Madan Barah
Sincere steps should be taken
This is with regards to Shashank's view. Some part of his view may be correct. But he seems to have a very constrained vision for things. He is, since many days spitting fire against IPS for reasons that they are neither trained nor fit for work in CPMFs. But in his views, he has shown the lack of analytical ability. I agree that space has to be given for good promotional avenues for cadre officers also. But here, it is pertinent to point that there has been a mindless expansion of CPMF's. If you analyse the reason for this, yes, the internal security needs necessitated it. But it has to do more with the states inability to recruit, modernise and built the capacity of their own forces. Where the states were able to do so e.g in Punjab, Andhra Pradesh, the CPMF's were not needed anymore. This does not mean to lessen the role of this force but ultimately it has been the local police force only which has fought and became successful. Shashank seems to be a CPMF officer, that is why he seems to be so ignorant about the state-centre relations, their separate and concurrent lists, role of bureaucracy in such conditions, financial powers and status of states vis-a-vis centre etc. Today in Andhra Pradesh, which has seen the worst of maoist violence is virtually free from it. CPMF was definitely used as a interim measure but ultimately, it was the grey hounds which has given results. And when he says that IPS are specialist only in law and order, then he should go through some contemporary and historical literature to learn that what S.P's of district like Dantewada, Bijapur, Gadchiroli, Marayanpur, Jamui, Malkangiri and such other districts are doing. Such passing of casual comments just to justify one's stand without analysing properly does not take you anywhere. Having said this, I agree with you that some sincere steps have to be taken to mitigate the grievances of cadre officers with regards to promotions.

Aaj Ki Aawaz

Congress led UPA Government has made scrambled eggs of India 's Nuclear progress!!!!
And now because of NAM 's and Iran 's stand there's egg on the face of Congress!!
Both NAM and Iran want signing the NPT to be the password for Nuclear accessibility,
As per their stand only Countries that sign NPT should have Nuclear capability!!!
Pranab Da will in all probability send one line faxes to Iran and NAM Members!!!
Et tu Brutuses and don't forget India always remembers!!!!
And apart from Congress even Commies have egg on their mugs!!!!
Because it's from Commies that Iran gets maximum hugs!!!
In 'populist' mode now UPA Sarkaar is pushing through the Women's Bill,
But on account of Opposition from two Yadavs the path is uphill!!!
Mulayam and Laloo oppose the Bill though and they fib they'll support it!!!!
Process is still long and to get it stuck they'll try every bit!!!
Fact is that the Congress that is now trying to steamroll this Bill,
Does not have a reservation for Women in its own Party still!!!
In UP against Rahul's Coterie a senior MP has revolted!!!
He complains that out of the circle the senior MPs by Rahul's Coterie have been bolted!!
This is the very coterie that has made him trip time and again,
Because of which brickbats ki Rahul pe there has been rain!!
For all you know now Somnath Da may sit in Speakers Chair with his finger on his lip!!!
He should realize he was no position to crack the whip!!!
Had he been a disciplined and exemplary MP in the past then he could have cracked the whip!!!
His Notices to Opposition MPs was more like shooting from the hip!!!!
Had he introspected on his past as an MP he would have not done what he did!!!!
On his own past misbehavior in the House he's opened the lid!!!
Laloo is going to embark on a Lecture Tour in Asia ,
He's going to Singapore and 'truly Asia' Malaysia !!!
Well the students there will get to see what plagues this great Nation ( India )!!!!
Where because you are Railway Mantri's saala you can change a train ka arrival station!!!
Where the Railway Minster's (RM) own family leads by traveling ticket-less,
And where for your own State and Party ticket less travel tacitly as RM you bless!!!!
Where you can fudge a few figures and declare yourself as a turnaround King,
Where as long as your are the Mantri psalms in your praise the Ministry karti hai sing!!
And in Laloo's case these psalms have been broadcast overseas also,
Psalms say he's the best whereas reality says 'so so'!!!!
And where despite your dismal past record as a CM you are termed to be efficient!!!
Whereas record shows that you've been woefully deficient and inefficient!!
It's going to take time for inflation to come down!!!
Though saying ' its just a few days of inconvenience' PC's going to town!!!
Manmohan should know better that it'll take time for inflation to recede,
And first to the blunders they've committed they have to accede!!!
This happens only is Pakistan ….. Shoaib to play in IPL getting a reprieve!!!
Though the request came form IPL as I'm given to believe!!!!
Even a paanchvi pass will know that IPL's behind Shoaib getting the reprieve,
Though some fourth pass say was it because PCA could not see Sharukh grieve!!!
They say Mulayam and Laloo have made up with a kiss!!!!
However this kiss to freeze frame opportunity kee Media ne miss!!!
What an ad idea for a toothpaste????
Paste relationships after you use so and so paste!!!
Because if the gob smells the kiss will be too short for pasting to take place!!!
Because at the hint of bad breath one will turn one's face!!!
Confucius says…. Politicians kiss and make up but the gloves do not come off!!!
In politics one minute they praise each other and the next minute at each other they scoff!
