13 new DG level posts to be created in GoI ?
There is a proposal in the Government of India to create total 13 new posts of the DG level. Five posts have already been created three for the CRPF and two for the BSF.

IAS officers touching the feet of politicians
Through this platform I must remind all readers and visitors of this site, who are envying the IAS. What IAS gets always comes with a skill which you lesser mortals can never show. Today morning only two IAS officers were shown on a news channel touching feet of politicians! DM of Amreli was shown submitting before Modi whereas his counterpart of Bokaro was shown walking up to 'Guruji' and bowing before his feet!
Indeed a great feat! Probably this is why they need edge over the other services in salary etc. as recommended by the 6thCPC!

Disgusting IRS transfer policy
With reference to amendment in IRS transfer policy by Desilocal, I have to say that its truly a disgusting exercise. This year it could have been avoided. The file was deliberately moved by Ratneswar Prasad (Chairman prior to PK Misra)in collusion with RS and the present incumbent so as to not let PK Misra issue he orders of transfer postings in his one month tenure. While Misra wouldn't have liked to get into this mess of revising transfer guidelines, he was forcibly drawn into. The bureaucracy prevailed ultimately and they will drive their vested interests. Infact NB Singh and Mathoda deliberately went on leave in Misra one month tenure. Since they were a part of placement committee, the transfers couldn't be effected. Misra wanted to introduce a transparent mechanism to post honest officers at key posts and clean the administration. Unfortunately, no one let him do it. The department has lost a jewel after Misra's retirement. I have to also point out that the news item mentioned today regarding issue of transfer guidelines by Mathoda is incorrect. It is Misra who finalised the guidelines but couldn't issue the orders.

IRS policy to create more problems
This IRS transfer posting policy is likely to generate litigation unprecedented in the history of Government of India .IRS officers will suffer more than the taxpayers due to confusing stand and lack of clarity. Many officers have drafted their petitions also. There are many loopholes in the policy and it may effectively be nonstater. Already its content has been violated in probationers order.

Why should there be injustice ?
Amit Kumar is opposed to the thought : "Why should Secretary level posts be attached to any particular service? All posts of the level of Joint Secretary and above should be made open to all services while giving special preference to some technical expertise such as Home to IPS".
It is a matter of regret and consternation that (presumably) junior officers are so ill informed/ advised that they cannot join the debate without making errors of fact. This robs any debate of substance. For the benefit of officers of such ilk and even for general public awareness, may I make the factual position clear once again: the fact is that in India, Secretary level posts, or for that matter Additional Secretary/ Joint Secretary/ Director/Deputy Secretary posts in the Central Secretariat are generally not encadred in any service. These are already "open" posts and have been so always, so there is no need to "open" them up! Theoretically, anybody can be appointed to these posts, not only IAS officers. Period. That is how IRS (Krishnamurthy: Secy Company Affairs), IAAS (Jung: Secretary Civil Aviation), Technocrat (Shahi: Secretary Power) officers have been Secretaries to the Government in the recent past. There is a Central staffing scheme through which such posts are mainly filled up and all organised Group A services and the Central Secretariat Service participate in the scheme (this includes the IAS!). All officers from all these organised Group A Services are on deputation to the Central government (including the IAS). The problem is that the IAS has become so entrenched in this system that by hook and by crook, they stall/ twist the (empanelment) process in the Central Staffing scheme for others and hog all the top posts through devious means. That is what the others do not like and justifiably so. Why should there be injustice and iniquity?

Meaning of meeting of three Service Chief with CS !
The three Service chiefs have met the Cabinet Secretary. The Cabinet Secretary is the head of the Civil services (read IAS). The very fact that the Cabinet secretary belongs to the IAS militates against any hope of justice that the armed forces (or the IPS/IRS/IAAS etc) might be (foolishly) harbouring. It is also against the well defined principles of natural justice- "none shall be a judge in his own cause". Why is it that the time honoured principles of natural justice are given the short shrift where the parochial interests of the IAS are concerned? Are only the IPS/ IRS/ IAAS governed by rules (drafted by the IAS!) and no rules exist for the IAS? For example, why is there a rule only for the IAS to join the Private/ NGO sector at private sector salaries with lien on their service, why is it not extended to the IFS (Foreign Service)/IRS/ IAAS (no policeman has ever been granted this benefit either). Why are most Secretary/ Additional Secretary level posts hogged by the IAS despite the posts being "open" posts theoretically available to all Services? During the old days, when the Finance and Commerce Pool existed (before Morarji Desai's Government abolished it circa 1978)officers belonging to the Pool from the IRS, IAAS also became Secretaries to the Government. Alas, nowadays, officers from batches six years junior may be lording it over their seniors in most Ministries. It is a question of whither natural justice for non-IAS. The IAS has become a state within a state. This was never the intention and never envisaged, nor is it as per any rules. It's just "might is right" and "entrenched is in". It may be beyond even an Ambedkar to correct the iniquitous system. Long live the Indian Automatic Service!

POWERGRID adopts six ITIs in three states (UPDATED)

Spurred by its newly acquired Navratna status, India's Central Transmission Utility Power Grid Corporation of India Limited (POWERGRID) of which Chairman cum Managing Director (CMD) is R.P.Singh, has embarked on a major CSR initiative by adopting six Industrial Training Institutes (ITIs) in three states. Three ITIs (Two Nos existing and one no. new) will be adopted in the State of Bihar and one no. each in the States of Maharashtra, Madhya Pradesh and Rajasthan. POWERGRID will bring into play its rich pool of experience in power engineering to assist in revision of old curricula, development of new curriculum to make ITIs market driven, upgrading the skill of instructors, providing guest faculty, helping ITI in development of specification of equipment, 'on-the-job' training/ Industrial visits to trainees, etc. This unique programme, aimed at promoting quality technical education, reaffirms the social commitment of POWERGRID, which prides itself on being a responsible corporate citizen. Whenever calamities of extraordinary scale have plundered the country and rendered millions homeless, POWERGRID has generously deployed its resources to provide succour to the devastated areas. During the 1999 super-cyclone in Orissa and the massive Gujarat earthquake of 2001, POWERGRID swung into action with tremendous alacrity to assist in relief operations.
