"De-layering proposals of SPC
Sixth Pay Commission has reduced the number of positions in the hierarchy of the government, a process called "de-layering" by the Commission. Para 2.2.3 of the report writes "Commission's efforts were to reduce the number of scales even further. This was considered necessary for de-layering the Government with a view to hasten the decision making process and improving the existing delivery mechanisms for the benefit of the citizens."
The Commission has recommended reduction from 34 pay
scales to 20 grades, 1 Apex scale and 1 for Cabinet Secretary, thus 22 grades in all.
The details of de-layering proposed by the Commission
are as follows (Para 2.2.18):
S.No. Group No of Existing
Scales Proposed Pay Band
(Pay Scale) No of Grades Proposed No of layers
reduced Remarks
1 D 4 -1S 4 0 These grades are to be merged with Group
C. Till then, the 4 grades remain.
2 C 5 PB 1 5 0 No
de-layering.
3 B 7 PB 2 4 3 42.85% layers removed.
4 A
(Up to Super
time Scale) 13 PB 3 8 5 38.5% layers removed.
5 A (Super time Scale and
above) 5 PB 4 3 2 40% layers removed.
Total 34 - 24 10
The Apex
Scale and the Cabinet Secretary's scale are apart from these
34.
Hence practically, every service in Group B and Group A has been
affected by this reduction in its positions.
Does this de-layering
apply to the IAS as well?
Believe it or not, the 8 pay scales applicable to the IAS are NOT part of this de-layering process. The Commission has converted all the 8 pay scales applicable to the IAS with a corresponding grade pay. Thus, in PB-3, the Grade Pay of Rs 6500, 7500 and 8300 have been created. These 3 grades are exclusively created for the IAS. The Apex scale and the Cabinet Secretary's scale are also virtually monopolized by the IAS.
Thus, while all the Heads of Departments stand 'de-layered', 3 exclusive layers have been created for the few junior level IAS officers to give them an edge over others.
In Para 2.2.19 of the report (page 45-47) SPC enumerates the salient features of revised scheme of pay bands. While proposing the merger of specific scales it gives justification for each such merger. Not surprisingly, most such justification would also apply to merger of IAS scales in Senior Scale, JAG and NF Selection Grade with that of IPS, IFS & Central services.
Here are some examples
Example 1
Justification for merger of scales of 22400-600-26000 and 24050-650-26000 is written as follows "The two scales had their common maxima. The difference was in their span and rate of increment. Running pays bands and increments payable on percentage basis left no functional justification for continuing the two scales as distinct entities."
But the scales of IAS vs. IPS & central services in JAG & NFSG 12,000-375-16,500 & 12,750-375-16500 14,300-400-18,300 & 15100-400-18,300 had not only common maxima but also common rate of increment. Even the difference in span is also insignificant (in merged scales difference in span is 3 vs.
6 years, in not merged scales 10 vs. 12 years in JAG as well as NFSG) compared to the merged scales
Example 2
Justification for merger of 12000- 18000 and 14,300 -18300 written by SPC is "The scale of 12000-375-18,000 was limited to very few categories. It has been combined with 14300-400-18300 as a measure of rationalization'' But the scales of 10650-325-15850, 12750-375-16500 & 15100-400-18300 are
limited to only one category consisting of a few hundred persons
only.
Example 3
While recommending merger of 8000-275-13500, with
9000-13500 the commission gives following justification
"The scales were unusually short in duration and applied to very few categories" But the scales of scales of 10650-325-15850, 12750-375-16500 & 15100-400-18300 are equally short and limited to only one category consisting of a few hundred people only.
The sum and substance of the three examples is "show me the service and I will give you a rule" .Such selective application of de-layering delegitimises the whole de-layering exercise .If SPC cant apply de-layering on flimsy ground to IAS scales, they have no moral right to apply de-layering on much bigger scale where others are concerned."

CBDT transfers
In view of present transfer IRS (Income-tax)policy 2008, RS should ask his middlemanagement officer and his team posted with CBDT to do the cost analysis of transfers made in 2006 and 2007. Officials responsible for wrong interpretation and its implementation should be asked to give proper explanations.

Can a CM or PM govern without IAS ?
It seems that most of the so called 'specialist' services have a huge amount of spare time at their disposal and they are wasting the same on this forum rather than constructively utilizing the same for public good. The real world moves the way it should and such nonsensical sermons wont affect the reality. Ask yourself a question can any PM/CM govern(including the current one who is himself a 'technocrat') without IAS? I feel officers should rather concentrate on the work assigned to them than wasting precious time on this forum.
An IAS officer
Kudos for IAS DGCA
KUDOS we have another IAS manning the very technical, operational high profile post of DGCA, Civil Aviation. This may be demoralising for the existing cadre of the DGCA. But then vive la IAS!

All services must see their conduct
Many officers are crying to articulate their grievances and injustice done to their services perpetrated by IAS. They all should know that nothing is going to improve. There is hardly any human being who can be described to be objective where he is an interested party. We all are subjective and propagate our self-interest in a very rationalized way to disguise so many things. We cry for injustice with us but never imitate our own soul when we inflict injustice to inferior services under us. All group A services must introspect and see their own conduct and efforts to improve service conditions of group B, C and D employees which suffer equally under the leadership of group A services. When these group A services get the same injustice to their service conditions by more powerful i.e. IAS, they start preaching a philosophy of adminstrative justice etc. It is nothing but hypocrisy. We have no moral right to claim that thing which we do not intend to deliver to others and wreakers in similar circumstances. We civil servants have only egos and not souls. Let us admit it openly and improve upon it. I think the state is rational mechanism but we bureaucrats have converted it in to selfish mechanism like fallible individuals while it should or must act absolutely judicious and fair to all including general public. When state becomes unfair to its own machinery or organ what kind of role will it play to common people, can very well be imagined. This deterioration in the role of state is not because of politicians who are unnecessarily blamed for everything negative about government but totally civil servants are responsible for this state of affairs

Conviction rate in CBI highest in the world
Rate of conviction for CBI is around 70% which is highest in the world. Even FBI could achieve a conviction rate of mere 43%. Thus, the achievement on the part of CBI is tremendous, in the back drop of the fact that the organisation is having a staff strength of only 900 odd Investigating Officers. out of these, around half of them are deputationist from oranisation like CISF, which merely adds to the staff strength giving no contribution to the quality investigation work. So Hat's off to the direct recruit officers of CBI for achieving such tremendous feet.

Who is better?
Dear Gulam Nabi Hassan
In response to your note on the forum on 7th May 08 I have to ask a few questions.
If Police is better then why do you keep calling the CPMF at the drop of a hat? For your information , the state Government are now showing their lack of confidence in the police and their elite(sic) IPS leadership for as mundane a duty as the security arrangements for IPL matches! The election commission has already shown their lack of confidence in them by insisting on the deployment of CPMF for immediate security and access control at the election booths. Not only this, the EC also has given the responsibility of monitoring the responsibility of goings on inside the election booths to the CPMF only. So tell me who is better?
The moot point is that CPMF have no voice. They are shackled by the draconian acts and Rules of their organisations and their mouths are sealed. The IPS bosses will immediately order a court martial if a CPMF officer dares to say anything openly. Look at what happened to the attempts of those CRPF officers trying to form an association and also to the officers in these CPMF who dared to go to court? On the other side the IPS and by implication the Police can get away with most incompetent performance since they know their PR work very well and also the most honest of them too have enough bags full to keep the inconvenient stories from emerging. I agree with you though that the senior officers of these forces who are almost all from the 'Indian Police Service' keep partying and enjoying while the hard work is done by the foot soldiers and original cadre officers.
Bhadoria
Reply to Mahesh Prasad,
This is my humble submission in response to your observation
The contents and not the writer should matter.
CPMFs are neither owned by IPS nor by the personnel working in each entity. CPMFs are owned by the people who pay nearly twenty thousand Crores for them.
Try to read the writing emerging on the damp walls. Society has become conscious and demands productivity. It is high time that IPS fraternity reinvents true meaning of the terms Command' and 'Leadership' than drawing fictitious strength from their title shoulders and cap badge inscribed 'IPS'. Otherwise, the predictions of those who read horoscope of IPS would come true that in next five years at least half the post of Chiefs of CPMF will go out of their hands.
Why every IPS officer of the Manipur cadre, except the local officers, seeks central deputation away from Manipur than fighting there as a professional? Why the Chiefs of CPMFs pampers IPS officers by offering them cozy postings and give sermons to the local officers to lead the force from front. Such bias and attitudinal dichotomy has already damaged credibility of this elite cadre.
In stead of wasting efforts in the war of attrition, the time demands that the senior leadership should take serious measures to ameliorate their image which their previous generation had gathered with professional ethics and unbiased attitude. If such suggestions do not appeal then be ready to face the consequences because the society at large is not in mood to condone.
With best wishes,
S C Sharma
Disgusting conduct of IAS officer
NDTV, in its on line issue of May 7, 08 carried a news item that a DM in Gujarat touched the feet of the CM. It also carried the photograph of the low creature bowing towards the feet of his " god". My sole purpose of writing on this item is to make the community of civil servants aware of this incident as this site is accessed by them in large numbers and the NDTV news item may have escaped their notice. It would be interesting to know the reaction of your viewers to the conduct of the individual. I have, of course, conveyed my views to NDTV on the disgusting conduct of this member of the elite service.

"Triple bonanza for IAS officers
While SPC has recommended that existing edge for IAS in STS, JAG and NFSG needs to be retained, in practice IAS officers have been provided with triple bonanza .
How?
The pay fixation of IAS officers as per the new formulae will give him the edge in basic pay while he gets the edge in grade pay as a bonus from the SPC .Their control over cadre management gives him faster promotion. They never had it so good.
For example let us say an IAS officer and an IRS officer both get promoted to NFSG on 1st of Jan 2006 .Since IAS officers manage their own cadre as well as that of IRS officers, it is most likely that he will get his NFSG in 13 years, but will delay the process in such a way that IRS officer does not get it in less than 15 years. The pay of IAS officer will be fixed at the minimum of 15,100 while that of IRS officer will get fixed at 14,300.So in new pay scale his basic will any way be fixed higher. Now Commission will give him higher grade pay of 8300 compared to 7600 for IAS officer."

What is great about this ?
One of the gentlemen had said in your forum,
"...Is there any IAS officer who gave only one prefrence i.e. IAS and not any other service. If there is any then genuinely I feel that he should be immediately appointed cabinet secretary and be assured of becoming PM one day as he deserves."
Let me inform him that I cleared my exam in my first attempt and joined the service in 1977. I had opted only for IAS.
I don't understand what is so great about this. I had felt that my aptitude is in tune with what were stated to be the responsibilities of IAS. Nothing more, nothing less.
I've also heard of some of the finest IPS officers (serving and retired) whose only choice was IPS. It should have been for similar reasons.
The guest columnist, in suggesting that such a person who had opted only for IAS, " should be immediately appointed cabinet secretary and be assured of becoming PM one day", seems to feel that a civil service aspirant, for the simple reason of having given one single option of IAS, should become not only Cabinet Secretary but also Prime Minister!
Some level-head!!!!

Aaj Ki Aawaz

Anyone who the Commies find inconvenient Commies demand should be trashed,,
That's why both Guv's post and Guv Gandhi Commies bashed!!!
Viewing the woeful power situation Guv Gandhi switched off lights in Guv's house,
Hit by guilt Karat and Party Guv Gandhi ke action pe karr rahe hai grouse!!!
And Karat wants a friendly Guv who will look the other way,
On whom Commies will hold sway!!
This Guv made a noise when Commie sponsored Nandigram violence took place!!!
And a lot of flak Commies had to face!!!
Then too Karat went hammer and tongs after this Guv!!!
Had demanded issuance of behave or move out orders from above (Centre)!!
Fact of the matter is Communism is just sinking with every passing day!!
In WB now not for long Commie Government will stay!!
For a person who does not know the meaning of fair talk of fairness sounds weird!!!
Amar is saying he's being hounded or is it tinkaa in chor's beard????
He alleges that Maya's conducting against him a witch hunt or shikaar,
Well he should have been prepared for this after SP's UP haar!!!!
After all what did he do to Maya when SP was in power????
He did everything to make Maya cower!!!!
So now why is he crying when Maya is resorting to tit for tat????
SP had put her on the mat and now she's put SP on the mat!!!
Amrinder being booted out from power should have cured his vertigo,
Because form the height in his career to one of the lowest points in his career he did go!!
And when he's hit a new low then why should he suffer from vertigo????
Seems he suffers form reverse vertigo that strikes when form heights to new lows you go!
Can Laloo afford to flex his muscles or is he just making empty threats!!!!
It's just for the Media that on the Woman's Reservation Bill he fumes and frets!!
He threatens he could nuke UPA and make it the Ulta Pulta Alliance!!!!
But fact is that this is just empty defiance!!!
In Bihar his stock is lower than when he lost Bihar !!!!
And if he forces a midterm poll he'll face in Bihar a total rout or haar!!!
So for him it's good that he enjoys power ke last few drops!!!!
And then from Centre for some time out of sight he will be forced drops!!!
In his book 'Moohe Kahe Vishraam' Arjun has said Congress lacks internal democracy!!!!
But he's not suggested that Congress take vishraam from the prevailing autocracy!!!
Has the wily Arjun read the writing on the wall???
And now spade ko spade karr raha hai call!
Sonia should be prepared for a reduction in servility in Congressmen,
Ironically selfish motives are making them into men!!!
Very soon her word will not be gospel for quite a few Congressmen,
And 10 Janpath will not be for them the Lioness's Den!!!
Sonia needs to think and take a reality check and then act,
Sonia's standing on quick sand and that's a fact!!!
And she would be a real Alice in Wonderland if she took her selfish lot to be faithful,
Quest for power has on them the greatest pull!!!!
Various parts of India are facing drought in electricity!!!!
Blackouts are common in many a village, town and City.
Without Nuclear power matters are going to get bad to worse!!!!
And shortfalls are a curse and soon increasing tariffs will be a curse on your purse!!!
And Indians will know who to blame!!!!
Both Congress and Commies will share equally the shame!!!!
Bhaji seems to have lost it,
Now tapes show that after the back hand slap he turned back for another hit!!
He deserves to be punished for brawling on the field,
