FORUM"De-layering
proposals of SPC Sixth Pay Commission has reduced the number of positions
in the hierarchy of the government, a process called "de-layering" by
the Commission. Para 2.2.3 of the report writes "Commission's efforts were
to reduce the number of scales even further. This was considered necessary for
de-layering the Government with a view to hasten the decision making process and
improving the existing delivery mechanisms for the benefit of the citizens."
The Commission has recommended reduction from 34 pay scales to 20 grades,
1 Apex scale and 1 for Cabinet Secretary, thus 22 grades in all. The details
of de-layering proposed by the Commission are as follows (Para 2.2.18): S.No.

in Group B and Group A has been affected by this reduction in its positions.
Does this de-layering apply to the IAS as well? Believe it or
not, the 8 pay scales applicable to the IAS are NOT part of this de-layering process.
The Commission has converted all the 8 pay scales applicable to the IAS with a
corresponding grade pay. Thus, in PB-3, the Grade Pay of Rs 6500, 7500 and 8300
have been created. These 3 grades are exclusively created for the IAS. The Apex
scale and the Cabinet Secretary's scale are also virtually monopolized by the
IAS. Thus, while all the Heads of Departments stand 'de-layered', 3 exclusive
layers have been created for the few junior level IAS officers to give them an
edge over others. In Para 2.2.19 of the report (page 45-47) SPC enumerates
the salient features of revised scheme of pay bands. While proposing the merger
of specific scales it gives justification for each such merger. Not surprisingly,
most such justification would also apply to merger of IAS scales in Senior Scale,
JAG and NF Selection Grade with that of IPS, IFS & Central services. Here
are some examples Example 1 Justification for merger of scales of 22400-600-26000
and 24050-650-26000 is written as follows "The two scales had their common
maxima. The difference was in their span and rate of increment. Running pays bands
and increments payable on percentage basis left no functional justification for
continuing the two scales as distinct entities." But the scales of IAS
vs. IPS & central services in JAG & NFSG 12,000-375-16,500 & 12,750-375-16500
14,300-400-18,300 & 15100-400-18,300 had not only common maxima but also common
rate of increment. Even the difference in span is also insignificant (in merged
scales difference in span is 3 vs. 6 years, in not merged scales 10 vs. 12
years in JAG as well as NFSG) compared to the merged scales Example 2 Justification
for merger of 12000- 18000 and 14,300 -18300 written by SPC is "The scale
of 12000-375-18,000 was limited to very few categories. It has been combined with
14300-400-18300 as a measure of rationalization'' But the scales of 10650-325-15850,
12750-375-16500 & 15100-400-18300 are limited to only one category consisting
of a few hundred persons only. Example 3 While recommending merger of
8000-275-13500, with 9000-13500 the commission gives following justification
"The scales were unusually short in duration and applied to very few
categories" But the scales of scales of 10650-325-15850, 12750-375-16500
& 15100-400-18300 are equally short and limited to only one category consisting
of a few hundred people only. The sum and substance of the three examples
is "show me the service and I will give you a rule" .Such selective
application of de-layering delegitimises the whole de-layering exercise .If SPC
cant apply de-layering on flimsy ground to IAS scales, they have no moral right
to apply de-layering on much bigger scale where others are concerned." AP

2008, RS should ask his middlemanagement officer and his team posted with CBDT
to do the cost analysis of transfers made in 2006 and 2007. Officials responsible

for injustice with us but never imitate our own soul when we inflict injustice
to inferior services under us. All group A services must introspect and see their
own conduct and efforts to improve service conditions of group B, C and D employees
which suffer equally under the leadership of group A services. When these group
A services get the same injustice to their service conditions by more powerful
i.e. IAS, they start preaching a philosophy of adminstrative justice etc. It is
nothing but hypocrisy. We have no moral right to claim that thing which we do
not intend to deliver to others and wreakers in similar circumstances. We civil
servants have only egos and not souls. Let us admit it openly and improve upon
it. I think the state is rational mechanism but we bureaucrats have converted
it in to selfish mechanism like fallible individuals while it should or must act
absolutely judicious and fair to all including general public. When state becomes
unfair to its own machinery or organ what kind of role will it play to common
people, can very well be imagined. This deterioration in the role of state is
not because of politicians who are unnecessarily blamed for everything negative

of conviction for CBI is around 70% which is highest in the world. Even FBI could
achieve a conviction rate of mere 43%. Thus, the achievement on the part of CBI

of them are deputationist from oranisation like CISF, which merely adds to the

their lack of confidence in them by insisting on the deployment of CPMF for immediate

association and also to the officers in these CPMF who dared to go to court? On
the other side the IPS and by implication the Police can get away with most incompetent
performance since they know their PR work very well and also the most honest of
them too have enough bags full to keep the inconvenient stories from emerging.

in grade pay as a bonus from the SPC .Their control over cadre management gives
him faster promotion. They never had it so good. For example let us say an
IAS officer and an IRS officer both get promoted to NFSG on 1st of Jan 2006 .Since
IAS officers manage their own cadre as well as that of IRS officers, it is most
likely that he will get his NFSG in 13 years, but will delay the process in such
a way that IRS officer does not get it in less than 15 years. The pay of IAS officer
will be fixed at the minimum of 15,100 while that of IRS officer will get fixed
at 14,300.So in new pay scale his basic will any way be fixed higher. Now Commission
will give him higher grade pay of 8300 compared to 7600 for IAS officer." B
