Appointments have to be performance related
My first contention was that vacancies of EDs should be filled in, younger performers need to be identified so that they have long tenures as directors/CMD. Naturally, the appointments have to be performance related and it's a selection not automatic promotion. Outsiders are required to compete with insiders the process is well laid out guidelines are very clearly spelt out. All things being equal an insider is always better. I hope this clarifies.

What about CSS officers empanelment ?
Empanelment for IAS and IPS etc. are very prompt. What about CSS officers empanelment for promotion to Section Officer, Under Secretary, Deputy Secretary, Director and Jt Secretary. Why there is always delays for CSS cadre.

Crisis of leadership ?

The institutions of this country, including the political executive, parliament, Governors and Chief Ministers, the bureaucracy, the judiciary, the armed /paramilitary forces, the police and intelligence network, business and industry, the media, all political parties and civil society must see it clearly for what it is- and act to restore confidence in the public mind. Above all, the country must act as one.
