A real shocking news
RK Ojha's transfer is a real shocking news for CSS officers and a great
loss to DOPT particularly at a time when the CSS was getting a shape
and new life. I think the decision to shift RK Ojha from DOPT needs
to be reconsidered.

Graft galores!
It is not my intention to offend my colleagues in the IRS (IT) but
a thought for introspection on our current taxation system and its credibility.
I recently conducted an informal survey with some of the reputed CA
firms of the national capital with whom I had some close interaction
consequent to my current assignment. It was painful to note that three
of these reputed firms had handled around 75 cases of assessment and
as per their claims not a single assessment was finalized without graft.
It would not be appropriate on my part to share some of the comments
passed during the course of conversations I had with them but these
were of course not very complimentary to our current tax system. So
despite so much of talks about making the tax system simpler and transparent
the rought within still continuing unchecked and common man's faith
in the system is dwindling with every passing day. Can we think a fresh
on reforming the tax system rather than vehemently debating on inter
services issues.

Open debate for Prime Ministership of India
On the analogy of the practice followed in the USA in their last Presidential
election, can we not organise a similar face-to-face debate in India
among the various Prime Ministerial aspirants like Dr Manmohan Singh,
the present de jure PM of India,(or alternatively Rahul Gandhi, another
hopeful going by Arjun Singh's yardstick),the de facto power behind
the throne if any , L K Advani, Madam Mayawati and last but not the
least, Mulayam Singh Yadav, if compulsions of realpolitik demand so.
Let them all prove their mettle by responding to volley of questions
from the special invitees consisting of intellectuals, educationists
journalists, psychologists etc. Let this open debate be no-holds- barred
session to elicit the responses of these politicians on various issues
of national and international importance. This would be sufficient to
expose their shallowness or otherwise and accordingly their worthiness
to become PM. Will some TV Channel take the initiative.

Muslim or Christian? My intention of asking this question was to make
our voters realise that we should not cast our votes on the basis of
religion. Let India, like America, be free from voting on religious

There is no caste system in America
I read a lot about Barack Obama. His being converted Muslim. I am
sure this is no one's business to say so. He is a born American and
in America there is no caste system as in India. He is a wonderful human
being and an American. All of us should keep away from this Indian caste
politics which does not prevail in India.

Religion hardly matters
Although Barack Obama is a Christian, but it hardly matters which religion
he professes. The fact is that he has unified the country while his
Republican rivals were out to divide the population on racial lines.
The American voter listened to the voice of sanity and responded forcefully
to elect Obama as the next President. In stark contrast India has VP
Singhs, Arjun Singhs and a host of politicians of the same hue who have
torn the country not only on religious lines but also on racial and
caste lines. What Akbar the great and Sardar Patel did to unify India
was undone by the politicians in the last two decades. The general election
in India is due in the next six months. The Indian voter can take a
lesson from the American voter, realise the strength of vote and make
a choice of a government which will take care of him and the country
and not of itself. It is time to rise above narrow selfish interests
and restore Sardar Patel's unity of the country.

Misuse of govt. cars by terrorists -a possible security hazard
A large number of government vehicles are being taken away by staff
car drivers of several union ministries to their respective residences
after dropping officers after office hours. This involves great security
risk. What will happen if some of the staff cars are stolen by terrorists
, loaded with RDX and exploded as suicide bombers. Has the National
Security Advisor Narayanan ever thought about this danger. I have seen
some private cars and DLY taxis bearing the legend "Government
Vehicle". This is criminal misuse of government 's name besides
constituting a big security risk . Secretaries of ministries must be
held personally responsible for these lapses. MHA is the biggest defaulter

Paternity leave
The issue is legitimate one and in US the same has been incorporated
as FMLA(Family and Medical Leave Act),1993.The main purpose of bringing
this act, in 200 years of legislative history of US, is to eliminate
gender based discrimination and break the societal stereotype of women
as "care giver" and men as "bread earner".
A covered employer must grant an eligible employee up to a total of
12 workweeks of unpaid leave in a 12 month period for one or more of
the following reasons:
For the birth of a son or daughter, and to care for the newborn child;
For the placement with the employee of a child for adoption or foster
care, and to care for the newly placed child;
To care for an immediate family member (spouse, child, or parent - but
not a parent "in-law") with a serious health condition; and
when the employee is unable to work because of a serious health condition.

No hope in sight
Today we see a glut in the world economy. Means and ways are being formulated
to overcome this financial crunch world over including India. Bank rates
are being brought down but still there is no hope in sight. Our total
dependence to the US economy must be the reason for it. But we boast
of having some of the world leaders in economics leading us at the centre.
Dr. Man Mohan Singh, is the Prime Minister; Dr. Montek Singh Ahluwalia
is the Deputy Chairman, Planning Commission (both with World Bank backing)
and P Chidambaram the Finance Minister. All have been educated abroad
and experts in economics, so the outside world believes. Chidambaram
is also credited to handpick only those officers who are expert economists
to his Ministry. Still India is facing the crunch. With such economic
backing couldn't they predict such a crunch in advance and take remedial
measures in advance? If not what is the purpose of calling oneself as
highly credited economists?

Semantics employed in political discourse
A word on the semantics employed loosely in the political discourse
of this country:-
There is a distinction between "backward" classes and the
"depressed" classes. The two terms have their origin in British
India. Prior to British rule, there was no modern education, no science
and technology, no nation state or even any remote resemblance to it.
Powerful positions of the Mughal Empire were held by the Emperor and
his Umra, the latter mostly occupying the senior positions in the Moghul
army and Revenue administration (though there were quite a few Hindus
in the administration and army who could also hope to rise to top positions,
apart from the Turk, Persian, Afghan and Moghul elements. Obviously,
there were no competitive examinations, either for positions in Government
or for the professions like medicine, engineering, armed forces etc.
Upon the advent of the British, especially after 1857, when the British
crown took over the administration of British India (one must remember
that till 1947, a major chunk of India still consisted of Princely states),
slowly, modern education spread over India. With the spread of education,
and with the coming of modern science and technology, there were some
castes/ groups in India, e.g. Brahmins, Parsis etc who took to English
education earlier (one must remember that prior to this period, there
was no premium on education, indeed, no modern education existed, even
Akbar Padishah was unlettered and so was the Great Ranjit Singh, the
lion of the Punjab, and none the worse for it). Other groups of Indian
society did not take to the new fancy education (Akbar Allahabadi, the
noted shayar write: Harf padhna pada hai type ka (the typewritten word),
pani peena pada hai pipe ka (piped water), pet chalta hai(the tummy
is upset as a consequence), aankh ayee hai(eyes are giving trouble due
to reading the typed word), shah Edward ki dohai hai (have mercy on
us Emperor Edward)). {This is not to suggest that the caste system was
not an oppressive and iniquitous system, it was, though in the stratified
Hindu caste system every group supposedly "higher" has traditionally
oppressed every group traditionally considered "lower" (is
this the root of the IAS lording it over others?). In passing, it may
be said that the position of Brahmin women was equally bad as the outcastes
and they were considered to be like cattle}.When some of these groups,
especially in South India realised that they too wanted to be in the
scheme of power, and for that they needed an English education, especially
the Nairs, Mudaliars and other castes in South India (who were actually
rich and powerful traditionally but were losing out to the Brahminical
element due to lack of English education), started petitioning the British
for reservations in public employment for themselves stating that they
were (educationally) backward vis a vis the Brahmins over a hundred
and fifty years ago. This is the origin of the term "Backward".
The British of course, encouraged the same, since the Brahminical element
had also become seditious (in British opinion, having tasted power,
the Brahmins wanted more of it and could best held at bay if other groups
too were incorporated into the administration). The corollary to the
term "Backward" became the term "forward". Initially,
the latter term was not used to signify oppressors of any ilk. The British
coined a term "Depressed" for the so called "achoot",
those who were kept outside the varna/caste categories, were termed
outcastes and were truly oppressed by the varna system. It is this latter
group which was later called "Harijan" by Gandhiji and is
known as "Dalit". The "Backward" classes were never
outside the varna categories. They were all sawarn historically and
have never been outside the caste system and have never been outcastes.
Hindu Gods have been born in the classes which are referred to as "Backward"
today- example- Lord Krishna, what to say of mere mortals. The "depressed"
classes, on the other hand, have given us saints like Valmiki and Sant
Raidas who are revered all over the country; Baba Saheb Ambedkar (who
rose to the greatest heights despite the prejudice and oppression that
he had to face at the hands of caste Hindus (which term does not exclude
the "Backward" classes of today) who gave us our Constitution)
belonged to the same group, so did Babu Jagjivan Ram, who rose to become
the Deputy Prime Minister and K R Narayanan who rose to become the President
of India, so did Kanshiram and so does Mayawati who today leads UP,
the largest state in the country as its Chief Minister for the fourth-fifth
time which she has achieved through the democratic process where the
electorate consists of all groups who make up this country.

Daddy: "That's none of your business. Why do you ask such a thing?"
Son: "I just want to know. Please tell me, how much do you make
an hour?"
Daddy: "I make Rs. 500 an hour"
"Oh", the little boy replied, with his head down.
Looking up, he said, "Dad, may I please borrow Rs. 300?"
The father was furious, "if the only reason you asked that is so
you can borrow some money to buy a silly toy or other nonsense, then
march yourself to your room and go to bed. Think why you are being so
selfish. I work hard everyday for such this childish behavior"
The little boy quietly went to his room and shut the door.
The man sat down and started to get even angrier about the little boy's
questions. How dare he ask such questions only to get some money?
After about an hour or so, the man had calmed down, and started to think:
"May be there was something he really needed to buy with that Rs.
300 and he really didn't ask for money very often!"
The man went to the door of little boy's room and opened the door.
"Are you asleep, son?" He asked.
"No daddy, I'm awake," replied the boy.
"I've been thinking, may be I was too hard on you earlier",
said the man, "It's been a long day and I took out my aggravation
on you. Here's the Rs.300 you asked for"
The little boy sat straight up, smiling "oh thank you dad!"
He yelled.
Then, reaching under his pillow he pulled some crippled up notes. The
man, seeing that the boy already had money, started to get angry again.
The little boy slowly counted out his money, then looked up at his father.
"Why do you want money if you already had some?" the father
grumbled.
"Because I didn't have enough, but now I do," the little boy
replied.
"Daddy I have Rs. 500 now. Can I buy an hour of your time? Please
come home early tomorrow. I would like to have dinner with you"
MORAL OF THE STORY
It's just a short reminder to all of you working so hard in life. We
should not let time slip through our fingers without having spent some
time with those who really matter to us, those close to our hearts.
"It takes a minute to have a crush an hour to like someone and
a day to love someone but it takes a lifetime to forget someone"
