Forum of non IAS group "A" service moves the PM
Forum of non IAS group "A" service has moved Dr Man Mohan Singh, Indian Prime Minister (PM), to remove anomalies that have arisen due to implementation of recommendations made by the 6th pay commission. Following is text of a letter that the forum has submitted to Dr.Man Mohan Singh. "On behalf of the joint forum of non IAS Group A Services, we thank you for your intervention in the recommendation of the Sixth Pay Commission. However, in the implementation, we observe that the decision of the cabinet has not been followed in (i) operationalising the additional increments granted to the IAS in the form of edge to them and (ii) in the formulation of fitment tables.
2. Instead of granting 2 increments to the IAS at only three levels (Senior Time Scale, Junior Administrative Grade and Non Functional Selection Grade) as edge, the notification issued grants more than 2 increments, taking the net difference to 4 increments. Moreover, the edge to the IAS goes beyond the three levels, to the higher grades (Joint Secretary and above), which was not envisaged either by the pay commission or by the cabinet decision. This is tantamount to violation of cabinet decision which needs to be viewed seriously. A detailed memorandum in this regard is enclosed as annexure. We earnestly request you to remove this mistake so that cabinet decision is implemented in letter and spirit. Keeping in mind the sensitivity of the case, we seek a personal appointment with you for a small group of senior officers (not more than four) from the Joint Forum to explain in person, our concern.Sir, such differential treatment militates against the very concept of Common Civil Service Examination and amounts to gross injustice. We request you to accord batch-wise parity to all the Services with the IAS, which will in one go, not only remove all the extant inter-service disparities but also prevent it in future as well." Moot question is that as to whether the PMO really looking into this aspect or not?.

Staff cars -- A Security Risk -- MOSPI Style
I fully about misuse of Staff Cars by Drivers of Government Ministries and taking the vehicles to their residences at night despite strict orders of DOPT. Any Type-III and Type-IV Government Colony like Kidwai Nagar, near INA market, Lodi Complex, R K Puram etc is a testimony to this. This problem is 100% true for MOSPI. The staff cars with the HOME MINISTRY Stickers are normally taken by Drivers to their residences at night, which may pose a serious security risk some day. As these vehicles can be taken to any security zone because of HOME MINISTRY Stickers, any terrorist or criminal element may remove the cars from the residences of car drivers at night, and take straight to any Government Building with ammunition or even Parliament House without much check. What will happen next can be imagined. I feel that responsibility should be fixed to Heads of Departments (HODs) of Ministries to see that office vehicles are parked in office premises with proper entry at gate every day irrespective of time. Nation's Security can not be compromised just for the convenience of Drivers of Staff Cars or some corrupt officers, having scarce regards for Government orders and security."

Sixth Pay Commission
The recommendation of the VI Central Pay Commission is based on a wrong presumption that posts up to the level of Assistants in the Secretariat are in a higher pay scale vis-à-vis "analogous" posts in the field offices. On the contrary, the posts LDC & UDC, in the Secretariat have always been denied their "Secretariat edge" and kept in the same pay scale as their counterparts in the field offices. Secondly, the edge given to Assistants (Group 'B') and Section Officers (Group 'B' Gazetted with direct recruitment from Civil Services Exam held by UPSC) started eroding in terms of pay scale from III Central Pay Commission onwards not withstanding their duties and responsibilities, recruitment standards and Group status continued to be higher till date and came to be treated analogous to posts like Inspectors of CBDT/CBEC (Group 'C') etc. and ITOs/Superintendents of CBDT/CBEC respectively. As if it was not enough, the Government upgraded a number of posts "analogous" to Assistants and Section Officers to Rs.6500 & Rs.7500 and further the Finance Minister in April 2004 upgraded the pay scale of Inspectors to Rs.6500-10,500 and that of ITOs/Superintendents to Rs.7500-12000 and left Assistants and Section Officers in Rs.6500 & Rs.7500. Thus the pay scales of Assistants and Section Officers was rendered even more anomalous.

Graft galores
I do not entirely agree with the views based on interactions with the three CA firms in Delhi. The views are based on total reliance on the inputs given without realising that it was the CA firm giving the inputs. The professionals work for money and not charity and in the process if they can fleece their client in the name of the Assessing officer, they would surely do so ,because as is our culture ,we always tend to believe any one who puts the tax collector in bad light .Why would these CA's be a party to pay bribes if they had not falsified the accounts themselves or they deliberately wanted to shirk in their responsibility to present a true and complete picture of the accounts of their clients? I have gathered from my sources in Mumbai and elsewhere that the CA's and other professionals invariably fleece their clients in the name of Income Tax or Central excise or Sales tax and the clients do not have time to go in the nitty-gritty and blindly believe their Accountants. In the process, it is the Government functionary who gets a bad name and the money is pocketed by the Accountant. Do we know of the people heading different wings of Administration where the money is siphoned of in the name of development activities or otherwise ?Have we never bribed the traffic cop when he jumped the signal or was caught for other traffic offence? Have we never successfully tried to find a way out when he was in Administrative fix. So, with these experiences at the back of mind, merely because of assertion of some CA firms, it doesn't mean that there are grafts galore in IRS.I have been getting my refunds directly in my bank, I do not have to visit the IT office for any matter,and even when ,I had my case in Scrutiny, I have myself attended the proceedings with the CA ,but have so far never paid any graft in a Metro nor have I been asked for .We should therefore rather have a system which does away with the role of CA or others in Assessment work and their job should be restricted to Audit only.I am of the view that if this is done ,the CAs would not be as rich as they are now (because0 they make money in the name of the Government) and the profession would also loose its sheen.

ACP benefits not given
Before 6th pay commission report's implementation, ACP used to be given after 12 years of continued service in the same scale. Now 6th pay commission has given ACP after 10 years of continued service. But Department of Posts is not giving its staff the benefits of ACP whereas other ministries have already given this benefit. An LDC should be given the scale of UDC at the time of ACP and an Assistant should be given the scale of SO. But at present a LDC is entitled to get the scale of 3200/- and not 4000-6000 and an assistant is entitled to get grade pay of 4600 and not 4800 which should be given to him. Similarly Jr. Hindi Translators working in Dak Bhawan are not given the benefits of ACP. And Finance Ministry is yet to give clarification to this.

Just referring to reforms required in particular area
What irks me most is when the whole debate is scoped down to inter services issues and to debate who is more corrupt whether IAS or IRS. As I said earlier it is not my intention to say that every body in IRS is corrupt and every IAS officer is honest. I am just referring to reforms required in a particular area and no doubt reforms are required in other areas of governance be it FCI, PWD etc etc as collectively this is leading to a dwindling faith in the system. My focus on tax system was just because of current assignment as a consequence to which I have to interact with quite a number of CA's. Further I have not commented on whom the bribe was paid whether to a clerk or to an IRS officer so such strong reactions are totally unwarranted. Please raise the level of debate by accepting the reality of corruption in the system and discuss how we can improve our systems so that corruption could be minimized.

IPS and CPO cadre
What is taking so long for the Government in implementing the recommendation of pay commission about increasing the quota of Cadre officers from DIG upwards in the CPOs ? It seems to be conspiracy by some vested groups who want to keep the cadre officers out of the loop . The IPS have very cleverly got the posts of Additional DG upgraded to that of Special DG. In fact some posts of IG have also been upgraded to that of Additional DG. All these upgraded posts will go to the IPS and the Cadre officers will in effect lose some posts of IG as these have been upgraded. The percentage of IGs manned by the cadre officers of CPOs is in any case is miniscule and any further reduction in the numbers doest auger well
Even the recommendation of giving 100 percent posts of DIG to the CPOs cadre Officers has not been implemented ( Its a different issue that so far the CPOs have been denied their legitimate aspiration to have an organised cadre of their own ). This will be the biggest cadre reform for the (non existent) CPO Cadre . if this is implemented then all the officer of CPO cadres joining directly at the level of Asstt Comdt can atleast aspire to become DIsG before retiring.
Even the order of Cabinet regarding upgradation of the posts of Additional DIG has been implemented after a lot of dilly dallying and orcherstrated references and backroom lobbying with Government for review of this decision by the IPS bosses of these forces. Even now the order has been issued with lots of caveats like threat of review of seniority even though the Government order is clear that the posts have been upgraded with effect from 1-1-2006.

DOP&T violates its own orders
There was an entry in the Forum(Nov10)opposing the transfer of one junior CSS officer, RK Ojha from DOP&T. This is how the CSS officials from LDCs upwards upto Assistants have developed vested interests in the central secretariat. There are hundreds of LDCs UDCs and assistants in the central secretariat who have been holding monopolies in economic ministries for over thirty years but have not been transferred to service ministries due to ulterior considerations. On the other hand, hundreds of similar officials have been languishing in non economic ministries for 25 to 30 years without transfers. Several letters have been sent to Secretary (ARPG Wing)of DOPT but without response. There is a need for a comprehensive churning in DOPT under the scheme of rotational transfer laid down by the same DOPT which is violating its own orders and the orders of CVC.
