SCI observes Vigilance Awareness Week
The Shipping Corporation of India Ltd, Mumbai and its regional offices organized the Vigilance Awareness Week 2008 (VAW 2008) from Nov 3. Inaugurating the week at Mumbai, Chairman and Managing Director(CMD) of the Corporation S. Hajara lauded the efforts of the M.B.Sagar Chief Vigilance Officer(CVO) SCI M.B.Sagar IPS in giving vigilance a friendly face. M.B. Sagar, administered the pledge to the staff and emphasized about his vision for zero corruption. The inaugural issue of the Vigilance Division's newsletter SCI Voyager was also released by CMD on the occasion.Various competitions such as essay writing, speech, slogan, cartoon poster competitions were conducted by the SCI in order to create awareness about the vigilance in the minds of the employees. The winners of these competitions were honoured by the Chairman and MD and CVO at the valedictory function. A poets symposium relating to satirical poems was also organized on the occasion.

Grafts galore in IT
It is really very unfortunate that we don't want to accept the reality of corruption in IT department and other government offices. Solution to any problem can be done only when the problem is accepted, analysed and solved. No purpose will be met if we have to turn a blind eye to the whole problem and in turn start accusing people from general public of India including CAs for the corruption in IT department or any other government office. One has to accept that no one wants to part with money voluntarily. The thought that corruption in IT department is only at clerical level is wholly wrong, misconceived and far from reality.

Corruption is a global phenomena !
Don`t simplify corruption as it is a global phenomena. Corruption in the lowest level is speedily felt by the ordinary man which ruins the image of government departments. This does not means that the corruption is allowed at the high level. Corruption in the lower level and high level can be eliminated by implementing punishment code of Veluthampy Dalava, the great minister of the King of Kerala. A good portion of revenue is looted by government servant. I know this fact is not digested by everybody

How Serious is South Korea about its College Entrance Tests
On Nov 13 this year,590,000 students will take College entrance Tests. Offices and Stock markets would open an hour late to keep the roads free for students on their way to test. All other students will get day off to keep the schools quiet for the tests. During listening portion of the tests, no planes are allowed to land or take off and international flights would circle at altitude above 10,000 feet.4000 crew members are kept on alert to attend to any electricity failure. Needless to say the tests are FAIR and allow no interference.

I would like to raise voice through your esteem website that the examination of Railway Recruitment Board should be conducted by centralised board as Staff Selection Commission and UPSC. Students of various parts of the country are running here and there for railway board examination which is conducted by different board throughout the year. Prime Minister and Railway minister should think about my proposal which will save our money and all malpractices such as regionalism etc.

Staff Car security risk
I completely agree with the threat perception. However, keeping in mind that drivers have to pick up the car and go to their officer's residence by 8 AM and seldom get free before 8 PM, it is quite inhuman to expect them to do 14 hrs every day. One option is that GoI allows parking of staff cars in its installations located in East, West, North and South. They could have 4 designated parking lots- west block RK Puram, ITO Central ex/Income Tax office; Old Secretariat of Delhi government and CWC warehouses in Okhla, Ranibagh . I guess these installations can be manned by CISF.

Allegations on CA firms over exaggerated
The issue of CA firms/CAs pocketing money on behalf of department seems to be over exaggerated and blown out of proportions. Mostly CAs play the positive role of making the clients tax and regulatory compliances. They are not administrative authorities but play a very constructive roles in enhancement of tax collections and compliances. The persons paying money are not innocent and know the actual beneficiaries. Why tax audit reports of CAs relied upon by taxation authorities. Accounting standards issued by ICAI are accepted by Income tax authorities despite the fact that there exists National accounting standard board. It is a figment of imagination to presume that CAs are pocketing money on behalf of department officials and that makes them rich.Approx.75% CAs do not go to Income Tax and do not depend on Income Tax work. But 100% CAs ensure tax compliances. Tax payer is the person who pays money and the government is the collector. Where does the CA firm come in picture. It's because of their professional expertise in tax planning and efficient management of resources coupled with the fact the all tax compliances are observed. A stray incident here or there ,it cannot be a concluded that CAs are pocketing money unethically. Kindly think twice before voicing these kinds of preconceived and pre mature opinions. Also consider the fact that the biggest collector and spender is the government and major resources and financial decisions rest with Government authorities and officials. More over an honest official has also to see who actually pockets money on his/her behalf. Others in the chain cannot be kept out of the suspect list.

Civility only enhances dignity of office
Attitudes make all the difference. People's opinion about government offices/officials is bound to change for the better only if a little civility becomes a part of daily official behaviour. Take for example the disbursal of pension through the public sector banks. It feels miserable to visit the dungeon that is the office of the bank official dealing with the job. Horrible to say the least-housed in the outer most portion of the premises outside the main building in some space carved out of the hollow of a staircase admeasuring not more than 5'x4'.This place is decorated with the discarded furniture which can not be used anywhere else ! May be even the position is utilized as a "punishment posting" for the incumbent. This is to welcome the pensioners! Mind it, most of them are respectfully accorded the status of "Senior Citizen". The government has shown tremendous goodwill towards this category of citizens by sanctioning a graded structure of enhanced pension increasing by 20% upto 100% by the time they reach their 100th year. Surely, this advanced age demands a little more by way of "welcome" at the pension office at the time of visiting it necessarily for the annual life certificate signing-a comfortable place to sit while waiting for his or her turn to sign that Papal Bull called the life certificate. Expecting a glass of water in our tropical climate is natural. Many will feel "wanted" at this ripe age, having experienced neglect at the hands of those whom they mistook to be their own forever. Besides it also needs to be disabled friendly. Old pensioners, women especially, can not feel comfortable standing shoulder to shoulder in a cubicle for hours or even minutes-they are in need of support. If the office gets warmly done up, as per orders of the D/O Administrative Reforms regarding improving the offices of the government, these pensioners will feel really wanted (and not unwanted) and might spend the remaining few years of their life in dignity as government servants. The pension offices must be model office premises. Incidentally pensioners include even ministers, members of legislatures, freedom fighters and several other categories.
Hope this reaches the Finance Minister.

Raj Thakaray and North Indian
Now a day there is one news in media i.e. Raj Thakaray and North Indian. The enmity between two came to the fore during examination of Railway Recruitment Board, Mumbai. I alongwith all other students urge to Prime Minister as well as Railway Minister that the Railway Recruitment Board examination should be done in centralised as Staff selection commission and UPSC so that the students would take part in the competitive examination nearby city from their home town. it will also stop the struggle between Marathi/Assamese with North Indian. Kindly look into the matter seriously and take steps urgently. I also urge to all eminent personalities to join hands and raise their voice for centralised examination which save money and all other related difficulties. Thanks.
