Empanelment procedure to be changed
Empanelment procedure is being changed in the Government of India. It
means IAS batches of 1976,1980 and 1990 will be empanelled through the
new system to the rank of Secretary, Additional Secretary and the Joint
Secretary respectively.
Will Malhi be Special Director CBI ?
Name of Gurjot Singh Malhi is also in circulation for the
post of Special Director CBI. He is 1974 batch IPS officer of Haryana
cadre.
Pathak to be IG CRPF Srinagar
D K Pathak is joining the CRPF as IG Srinagar. He is 1979
batch IPS officer of Assam-Meghalaya cadre.

Empanelment of 1989 batch of IAS near completion
Formalities regarding empanelement of IAS officers belonging
to the 1989 batch in Government of India (GOI) is expected to be completed
soon.Altogether over 50 bureaucrats of 90 IAS officers have made it
to the final list.

Director CBI.1974 BATCH Bihar cadre IPS officer Sinha has taken over

Punjab Government's No to A P Pandey
Punjab Government is reported to have said "NO"
for central deputation to 1974 batch IPS officer A P Pandey.There was
a move to appoint Pandey as Special Director of the CBI.Pandey was trusted
IPS officer of the then Punjab Chief Minister Amrinder Singh.
Krishnaswamy Rajivan becomes CEO of IFMR
K Rajivan (ex-IAS, TN, 1979) has reportedly been appointed
CEO of IFMR, an ICICI sponsored business school in Chennai. He was till
recently at the World Bank Chennai office.
P.Sivakami to likely to be relieved by Friday
Ms.P.Sivakami who has recently resigned from services is
likely to be relieved by Friday.At present she is Special Commissioner
Printing & Stationery with Tamil Nadu Government.She is an IAS officer
of the 1980 batch & belongs to the Tamil Nadu cadre.

K.Ramalingam DIT-I Delhi on Central deputation has been appointed as

As the grapevine has it, even Confederation of Indian Industry
(CII) is not getting sponsors for its events. This is being attributed
to the Economic meltdown .

Nano and Congress
The Congress has now alleged big deal in Nano project in
Gujarat.The party says that the state government would give relief of
more than Rs.31,000 crore to Tata while the investment was only around
Rs.2200 crore. Modi who claimed his clean image should clarify about

Interview of R S Sharma, NTPC CMD
NTPC to enter into nuclear power generation
For RS Sharma, Chairman cum Managing Director(CMD),National Thermal Power
Corporation (NTPC) augmenting power generation capacity while maintaining
standards of a green power company is top on the agenda. Sharma who took
over reins as NTPC chief on May 1,2008 is workaholic head honcho who was
busy attending meetings, taking calls & giving instructions to his
colleagues even on a holiday .In an interview with <whispersinthecorridors.com>Sharma
told Sanjeev Majupuria our Editor & Country Head that the NTPC is
going to enter into the field of nuclear power generation.
Sharma who had started his career in Madhya Pradesh State Electricity
Board in Power Generation in the year 1971 and worked in Plant operation
and various areas of plant maintenance had joined the NTPC in 1980.He
had worked extensively in operation and maintenance at various levels
and various power plants of NTPC, has rich experience of more than 25
years in O&M of large thermal power plants, later on he headed various
projects of NTPC. He is the firm believer of philosophy "Can Do &
Customer Focus" and took many initiatives for strengthening the customer
relationship management systems. Here goes his interview:
Q.1.What are NTPC's expansion plans?
Answer:We are committed for growth of Energy in the country.The NTPC
aims at adding 22000 Mega Watts (MWs) of power generation in the 11th
Five Year Plan.Presently installed capacity of NTPC is 30000 MWs. Work
for 16000 MWs is already under progress. Work for placing orders for balance
of power generation is underway & is likely to be completed by November
, 2008.
Q.2.What are your plans for nuclear power plant?
Answer: We are going enter the arena of nuclear power generation.
For this a joint venture with Nuclear Power Corporation(NPC)is on the
anvil.
Q.3.Where does NTPC stand in raising funds for its projects vis a vis
the global Economic meltdown ?
Answer: Funding of NTPC projects has been well tied up with all resources
& we are fully geared up to raise funds from market.
Q.4.What is the status of joint ventures?
Answer: As part of strategy for growth NTPC has taken up many projects
through joint venture route. All State Governments are extending very
good co operation to us.
Q.5.What new initiatives have you taken?
Answer: We at the NTPC have carried out many in innovations for on
line monitoring of projects. Extensive use of Information Technology(IT)
is being done for setting up a project management Centre in Delhi. On
the operation front stress is on improving efficiency & availability
,for which NTPC has got a very aggressive planning.

Govt plays havoc
Government has played havoc with its executive and legislative wings.
It is any body's guess why the file for appointment of judges might
have gone back. At least one of the names excluded might have pulled
the political strings in the right places. Aren't inefficient and incapable
people good at that?
Both the grounds stated by the Government are not valid. Seniority can
not be the only criteria for promotion of judges. There are other factors
also, the most important ones, in case of a judge, being impartiality,
capability and disposal of cases in their jurisdiction. At least one
of the names excluded by the collegium has the distinction of getting
strictures from Supreme Court. That is very rare for a Chief Justice.
He is also known as a PIL Judge, and not for disposal of Appeal cases
which is the real work of the High Court.
Regional representation is desirable but can not have the last say.
Common man still has more confidence on the collegium. Supreme Court
collegium must have had sufficient reason if they have bypassed a senior
judge. They should stick to what they feel is correct and should not
be deterred by such moves.
We have seen the way promotion and transfer is managed in the executive.
Do we want similar situation in judiciary also? O Lord! (read 'Government'
- an amorphous body), please spare us.

Promotion of Under Secretaries as Deputy Secretaries
I agree with the resentment in this whisper. Whereas ad-hoc promotion
is of rare option in posts / services elsewhere in the Govt. itself,
in respect of CSS it virtually the rule. Every person will first be
promoted on ad hoc basis only and later on regularised by a DPC with
particular reference to a year. Present Secretary (Personnel) has perhaps
not been briefed on this factor in all is aspects and precedents. Idealism
that promotions should be made from US to DS cannot practically be implemented
in this Service at this juncture for the reason that the damage belated
promotion to the post of Under Secretary after rotting for more than
14-16 years had already been done and any more delay in promotion to
the DS post at the fag end of their career is only `rubbing salt on
healing wounds'. The plight / malady of those Under Secretaries nearing
their retirement in the meanwhile is the less said the better. This
can be misunderstood as acute insensitivity of the Govt. on this ticklish
matter and may result in demoralisation of many a working person and
slowly result in the collapse of the system, after which only blame
games will be there to rule the roost.

Stopping ad-hoc promotions - a welcome step
Thanks to Secretary (Personnel) for taking bold step for stopping ad-hoc
promotions in all categories. CSS officers advocating ad-hoc promotions
should keep in mind that this type of ad-hocism should not be allowed
to continue for more than six months. As the past experience reveals
that ad-hoc promotions have been a clear cut refusal of regular promotion
in disguised manner, we should earnestly urge upon Secretary (Personnel)
not to halt the promotions which have already been approved by the Minister
(Personnel)but approved it only for six months only. Meanwhile, all
the Officers in all categories who have been working for more than six
months should be regularised from the date they were appointed by the
respective Ministries/Departments. It may be mentioned, in this connection,
that the ad-hoc officers have been performing their duties for more
than 10 years or so.
