Two dozen 1976 batch IPS officers empanelled
Over two dozen 1976 batch IPS officers have been empanelled to the rank
of ADG in the Government of India.Meeting for empanelment took place
on Tuesday.
Retired Secretaries will decide empanelment
If informed sources are to be believed, there is going to
be a central valuation of CRs for empanelment in the Government of India.
Now retired Secretaries will sit for about two weeks to assess the CRs
to decide empanelment.
ACC to clear Empanelment of 1989 batch IAS
The ACC is expected to clear empanelment of 1989 batch IAS
officers to the rank of Joint Secretary in the Government of India next
week. Altogether 50 bureaucrats of 90 IAS officers have made it to the
final list.
Sanat Kumar is now AS & FA HRD
Sanat Kumar is now Additional Secretary and FA in the Ministry
of Human Resource Development.He is 1973 batch CSS officer.
SPG Chief empanelled
Special Protection Group (SPG) Chief Bharat Vir Wanchoo has
been empanelled to the rank of ADG in the Government of India.He is
1976 batch IPS officer of West Bengal cadre.
Are in situ promotions being misused?
Are in situ promotions being misused? This question is doing
rounds in corridors of power because policy of pick & choose is
amplified in posting of Secretary officers in Government of India(GOI).
Rajesh Verma is to be CVO of REC
Rajesh Verma is being appointed CVO of the Rural Electrification
Corporation (REC) next month.He is 1987 batch IAS officer of Orissa
cadre. He is presently JS and FA in the Ministry of Power.

Will Lokesh Chandra replace Saunik ?
Lokesh Chandra is likely to succeed Manoj Saunik as PS to
Union Power Minister Sushil Kumar Shinde. He is 1993 batch IAS officer
of Maharashtra cadre.
IPS officer to be a Professor ?
1973 batch IPS officer of UP cadre, SK Rizvi, who is retiring
on November 30,2008, is likely to take up an assignment as a Professor
of Criminal Justice in a US university in Arizona. Interestingly,he
entered IPS with a B.Tech degree from IIT Kanpur and is leaving with
a Ph.D on Global Terrorism.

Has Cabinet Secretary KM Chandrasekhar had a change of heart?
This question is doing rounds in corridors of power because until a
few months back it was a perception among bureaucrats that he does not
want to jump the criteria of seniority while appointments of bureaucrats
were being done on Central deputation.
Virk is now most senior serving IPS officer
After the retirement of R K Das, Maharashtra cadre 1970 batch
IPS officer S S Virk is the most seniorserving IPS officer in the country.
He will retire on August 1 next year.
Airlines adopt austerity measures
In order to stem the heat of Economic meltdown airline companies
have resorted to a number of austerity measures like curtailing inflight
snacks that are served to passengers.
IGI more cluttered
Airline companies & its passengers are having a harrowing
time because real winter is yet to reach Delhi, but at the Indira Gandhi
International (IGI) Airport arrival & take off of flights is getting
delayed. So much so that aviation companies are incurring wrath of passengers
while causing a bigger hole in their pocket by way of consuming extra
fuel when their aircrafts have to wait in the take off area. Surprisingly
this is happening when the IGI has recently opened its 3rd runway.

CVC orders probe against Pradip Mehra
As the grapevine has it Pratyush Sinha Chief Vigilance Commissioner(CVC)has
ordered a vigilance probe against Pradip Mehra Advisor to Gen.S.F.Rodrigues
Administrator of the Union Territory (UT)of Chandigarh.The probe has
been ordered against Mehra for alleged misuse of funds for getting his
government accommodation in Delhi.Mehra is an IAS officer of the UT
cadre who belongs to the 1975 batch.

Barely a week after assembly polls will be held in Madhya Pradesh.However,the
manner in which Ms.Uma Bharati founder president of Bhartiya Jan Shakti
Party(BJSP)is making inroads in the state,has raised an alarm bell for

Rajdeep Sardesai, Editor-in-Chief, IBN Network, was elected as President

will the Indian School of Business, Hyderabad qualify?
I have a query which I would request esteemed readers to answer.
GoI (DoPT) has a scheme of partial funding of foreign study under which
it gives 25000 USD for any course in the top 200 institutions, as per
the QS rankings across the world.
For MBA courses, the Financial Times rankings are more relevant and
so will the Indian School of Business, Hyderabad, which is ranked 20
in the world as per Financial Times rankings qualify for accessing partial
funding.

Response of IRS officers not understandable
Response of the IRS officers to the post of AK was not understandable.
Do they mean to say that tax department has no corruption or that whatever
corruption is taking place that is at lower levels? Does it not sound
to be a naive argument?
Second argument that seems to be extended is that there is more corruption
in other areas like FCI, urban develoment authorities, various other
state departments? Does that justifies the corruption in tax department?
Do the two wrongs make one right? Do the people of this country should
now start debating who is more corrupt IAS or IRS or should they be
looking for a clean administration?
Third argument that is being extended is that IAS enjoys better facilities
than IRS and hence there is justification in the corruption of IRS.
This argument does not hold water as then the levels of corruption in
services other than IRS would have been as high as that in IRS. It has
to be agrred that the corruption is a ofshoot of discretions vested
in the Income Tax act whic provides vast powers to the assessing officers
consequently raising their nuisance value resulting in corruption. If
these powers are regulated and tax administration rationalized then
there would be perceptible change in the levels of corruption in the
tax department. The same argument holds good for other areas of governance
be it FCI, Urban Development bodies, rural development departments etc.
Let us get realistic and suggest concrete measures to all pervading
corruption. For this the level of the debate certainly shall have to
raised above the inter-services rivalries.

We are fixated only with growth and stock market
At present we seem to be fixated only with growth and stock market.
Well stocks had gone up to unimaginable levels only because of greed
with prices being extravagant. Now the promoters are talking as if 21000
level should be the threshold! Can anyone explain how in the Indian
context of 10% inflation , a P/E of more than 8 is justified! The price
of a share is based on income potential and if it cannot earn even 12.5%
for the company is it justified!
As for liquidity, won't it increase inflation, is 10% inflation justified!
any developed country example!
Instead of jobless growth , we should spend public funds on infrastructure
we need to create jobs, and help labour intensive MSMEs, to create jobs.
Why increase interest rate for NRIs? They wont do charity! If we need
dollars /FE, we should allow all foreigners to keep money in deposits
in India, to boost hot money, if we need it so badly! Why only NRIs?
Let the stock market find its own level! Was 5 times jump in 2 years
justified even with a 9% growth! Unfortuntely the savings of common
households is being eroded ( FDs and PFs ) we should think of them also
and not increase liquidity at the behest of one section only.
With global recession we cannot have growth and we should allow things
to settle. After we had the hindu rate of growth for decades, we can
bear with it during this crisis!

All would welcome Secretary (Personnel) decision
Ideally, any person with even ordinary prudence will welcome the
decision of Secretary (Personnel) to stop the ad-hoc promotions in CSS.
But the situation in CSS is not even normal what to say of ideal. It
has been divided in so many layers and no principle of natural justice
(even the instructions issued by DoPT itself) is followed in the case
of CSS. I have been promoted as Under Secretary 3 years back after putting
16 years of service but still continuing on ad-hoc basis. On the same
time my some colleague from the same select year is officiating as Deputy
Secretary. Regular select list of 2003 for the Under Secretaries are
yet to be finalised. Reasons can not be bonafide and DoPT , in all fairness,
is in defenseless situation. Therefore, the directive by the Secretary
(Personnel) is welcome one but directive should be followed by a time-bound
action plan. Otherwise, the person may retire as Under Secretary and
will be killed in goodness. If Secretary (Personnel) real meant to implement
its decision, then he should also give directive to CS Division to act
in a time-bound manner and it should not happen like that select list
for 2003 for Under Secretaries has not even gained momentum after 6
years.

The suggestion is baseless!
The suggestion of the civil servants of 1983 batch for institutionalising
such get-togethers ( for all batches of civil services) by the Govt.
is absurd per se. These are personal matters and must continue to remain
so. I believe, the successive Cabinet Secretaries have been holding
similar get-togethers for all batches of their fraternity(IAS) year
after year. The non-IAS services are considered persona non grata! The
analogy with the Armed Forces is misplaced. Let us not talk of mollycoddling
the civil services any more.
Instead, the Government must focus on removing the artificial distinctions
created among various services.
