Empanelment of 1976 batch IPS officers
Over 25 IPS officers belonging to 1976 batch are believed to have been
cleared for empanelment to the rank of ADG in the Government of India.
Empanelment meeting took place on Tuesday. Those who figure in the list
reportedly include Mssrs Balwinder Singh (AP), V Raj Gopal (UT), U S
Dutta (Bihar), Deepak Swaroop (Gujarat), V B Singh and Alok Joshi (Haryana)
R N Gupta (Himachal Pradesh) P Mahindru (Chhattisgarh), Aniruddh Uppal
(HP), A K Bhan (J&K), Manjari Jaruhar (Jharkhand)R N Ravi and K

IPS officer resigns in Karnataka
IG Administration in Karnataka Dr P. Ravindranath has submitted
his resignation after his leave application was rejected. He is 1989
batch IPS officer. He wanted to attend his ailing mother.
Pradip Mehra likely to be changed
Pradip Mehra Advisor to Gen.S.F.Rodrigues Administrator of
the Union Territory (UT)of Chandigarh is likely to be shifted.Mehra
is an IAS officer of the UT cadre who belongs to the 1975 batch.
Naseem Ahmad Zaidi is new DGCA
Naseem Ahmad Zaidi who so far was India's representative
at the International Civil Aviation Organisation (ICAO),Montreal is
back to India.He has assumed the charge as Director General(DG)of the
Directorate General of Civil Aviation(DGCA)from Kanu Gohain who was
serving his 4th extension.He is an IAS officer of the 1976 batch who
belongs to the Uttar Pradesh cadre.

Secretary Child and Women Welfare Anil Kumar has been additional
charge of the Secretary Social Justice till November 23.Secretary Social
Justice K M Acharya has gone on a leave.
Jain to head Special Economic Zone
Mahendra Jain has been appointed Chief of the newly created
post of Development Commissioner, Special Economic Zone at Navi Mumbai
(Joint Secretary level) under the Ministry of Commerce. He is 1985 batch
IAS officer of Karnataka cadre.

Samuel is back to J & K cadre
The Government of India has approved the premature reversion
of Verghese Samuel, IAS (JK:76), presently working as Joint Secretary,
in the Department of Ayurveda, Yoga & Naturopathy, Unani, Siddha
and Homoeopathy, to his parent J & K cadre with immediate effect
in order to enable him to avail the benefit of promotion to the fixed
pay scale of IAS.

Poll panel's strategy altered
In a major departure from the past, the Election Commission
of India (ECI) has, this time, deployed a dedicated observer for each
of the assembly segment in those states where assembly polls are going
on. Earlier, observers were deployed for a cluster of segments &
so was the case with observers for keeping a check on expenses of contestants.

Special Armed Force(SAF),Ujjain.He is a Madhya Pradesh cadre IPS officer
of the 1999 batch.

Vigilance awarness in SECL
South Eastern Coalfields Limited, a Mini Ratna Company and a Subsidiary
of Coal India Limited, Bilaspur, Chattisgarh, in line with the instructions
of CVC celebrated Vigilance Awareness Week 2008 from November 3 tO November
7, 2008 by organizing various programmes. The week began with pledge
at 11 AM on November 3, 2008 in all areas and headquarters. Inaugural
Function was held at HQ addressed by K.Babu Rao, IPS, CVO and Functional
Directors and CMD, SECL attended by all officers and staff of SECL Headquarters.
Painting and Essay competition were held for school children besides
holding debate competition among employees of SECL HQRS. Vigilance Workshops
were organised in three areas covering all the area officials and the
contractors, service providers, consumers, etc. Vigilance Workshop in
the form of consumers meet was organized at Ravindra Bhawan on November
7, 2008 where Coal Consumers, Civil Contractors, Transport Contractors
and Suppliers etc. actively participated.P.S.S. Reddy, Director (Vig),
Ministry of Coal was the Chief Guest in the Closing Ceremony held on
November 10,2008. Reddy in his address stressed that only with honesty
and awareness can transparency be maintained in work. He released the
book "Integrity", a book containing all CVC circulars brought
out by SECL Vigilance on the occasion.

Our democracy has fallen in power hungry hands
We are a democratic country. But today in democracy nobody is listening.
Our democracy has fallen into the hands of hungry politicians and they
want to grab power by any means. They are playing divisive politics.
Criminals and who are not clean in character are contesting elections
in the name of democracy. Today, everybody want to come in public life
only for the advancement of his or for his family members. It is time
that our Govt. should bring some electoral reforms to keep the people
of doubtful integrity out of elections. Politicians are not bothered
about the welfare of the general public which has elected him and sent
to Parliament/Assemblies. What is the way out? Should there be dictatorship?
We all need to think over it!

With a view to divert some tourist traffic to north-east, about
six months back the government had come out with a special LTC package
for central government employees for a period of two years. Thereafter,
a number of people have taken LTC for the north-east and many more were
in the queue. Reportedly, the tourism sector, hotel industry, north-eastern
handicrafts, etc, had been sending encouraging results and the regional
governments and private entrepreneurs had been pumping sizable investments
in the hope of encashing this opportunity as had already been noticed
in the case of J&K, for which also the government had given a special
LTC package about three years back. But recently, on 10th November 2008,
the government has demolished this prospect as an economy measure. It
appears that the long term connotations of this command have not been
anticipated. Many people have been planning to avail LTC for north-east
during the next one or two months whose bookings are in the pipeline.
Some of them have even made out of pocket advance payments to travel
agents to secure confirmed arrangements. The plight of such people can
be well understood - they are wondering what to do. If they cancel the
bookings, they lose heavily on account of cancellation charges; and
if they proceed with the arrangements, they just cannot afford to pay
the huge differences. One fails to understand how the orders of such
wider implications can be passed without adequate notice period, and
why can't the government make an exception in the case of north-east
to boost the confidence, goodwill and catalytic development of that
area, which was the basic assumption behind this initiative. Even if
it is not considered desirable, the government must have at least given
a notice period of about three months to adjust the situation and forewarn
all the beneficiaries that the government no longer intends to extend
such an incentive.
