BECIL gives Rs.2.8 cr dividend to Anand Sharma
Broadcast Engineering Consultants India Limited (BECIL) CMD, Harkesh Gupta handed over a dividend cheque of over Rs. 2.80 crore to the Indian Minister of State for Information & Broadcasting and External Affairs, Anand Sharma in Delhi on November 20,2008. The dividend earned in 2007-08 is over two and a half times than the previous year when it was 104 lakhs. The dividend is over 205 percent of the BECIL paid up capital of 136.50 lakhs. The company achieved a turnover of around Rs. 120 crores during 2007-08.Secretary I&B, Mrs. Sushma Singh and senior officers of the I&B ministry were present on the occasion.
Vigilance awarness in SECL
South Eastern Coalfields Limited, a Mini Ratna Company and a Subsidiary of Coal India Limited, Bilaspur, Chattisgarh, in line with the instructions of CVC celebrated Vigilance Awareness Week 2008 from November 3 tO November 7, 2008 by organizing various programmes. Reddy, Director (Vig), Ministry of Coal was the Chief Guest in the Closing Ceremony held on November 10,2008. Reddy in his address stressed that only with honesty and awareness can transparency be maintained in work. He released the book "Integrity", a book containing all CVC circulars brought out by SECL Vigilance on the occasion.

End of an Era
Dear Kanu Gohain Sir,
After setting a record for getting the highest number of extensions given to any bureaucrat in independent India, you finally walked out of the building where you have served for over 30 years. But today as you walk out of DGCA its seems an era has come to an end. I am sure many like me who have been associated with the aviation industry would have loved to stand by the raodside and shower petals on you as a mark of respect to the man who knew it all. You might not have been conferred upon a national award for the country to know you but we in the industry are well aware of your achievements. From issuing the highest number of CARs to personally going to the airport at early hours in chilling Delhi winters and actually taking over the RT and controlling arilines operations in fog...u have done it all. Its under your able guidance that India was placed amongst the top few countries in terms of aviation safety by ICAO. It was you who had taken over IGRUA in times of crisis and turned it registering record productivity. Your contribution to DGCA and the aviation industry is something for the record books.
Dedication and sincerity were your strengths which took you from the grass root to the very top. Your professional integrity was of highest standards and i during my career in aviation spanning over 2 decades have never come across or heard someone saying that you were not available...24*7*365 were your working hours for years and on the lighter side we youngsters did have a tough time keeping up with the grand old man of aviation.
Your humility will be remembered by all for ages to come and will be very difficult for successors to achieve, a man who during his days as the head of office (DGCA) was equally comfortable in sharing tea or a meal with the clerical staff as was he when he joined in as a fresh recruit ages ago. A man who was very short tempered and would not mince words when shouting at you to a man who was equally caring and sweet, someone who would show tremendous patience to understand you problems and to do his best to help you out in both professional as well as personal life.
I did as many others will also vouch learnt the ABC of aviation under your guidance and would say it was a honur and privledge to work with you. We did and will always look up to you as an role model who personified honesty, dignity, sincerity towards all.
Wishing you all the very best and hope you do not switch over to the corporate sector instead stay with the Governement so that the industry and the country could keep benefitting from your immense knowledge and expertise

Divert postal board members
It is learnt that postal board now will have six members instead of earlier three members. It is suggested that instead of dumping all these member posts in one location it could be diverted to all the zones, which will definitely improve the services and thus the commuters will be benefitted out of it.

Government servants in a catch-22 situation
Government servants who have made advance bookings of their travels to north-east are in a catch-22 situation. On the introduction of LTC to this region, one is required to do advance booking from his own pocket and then draw advances from the Government. Now that the Government , as an economy measure, vide its notification dated 10th November, 2008, has intended that the tickets are to be purchased at the cheapest fares only, such government servants are in dilemma. Government should have given some notice in advance about its intention. Now, the best course could be to grant one month's period from 10th November, 2008 and the effective date could be 10th December, 2008. Government should re-think over this issue again.

Regarding North East LTC
There is much confusion about the 10th November 2008 order on LTC in connection with NER LTC. I would like to mention some factual position about the order of 1.11.2008. It is mentioned that "in so far as travel on LTC is concerned for those entitled to travel by air, the cheapest economy fare ticket will be allowed, irrespective of entitlement of such officers to travel while on tour". It may be appropriate to read the entire sentence combined. This implies that officers who are entitled to travel by air in higher classes like JS & above are for business class(here emphasis is on "while on tour"), will be provided only economy class fare for LTC ( so that expenditure on business class travel of families of the higher officers can be minimised). Also the earlier orders referred in this OM dated 10.11.2008 are OM dated 5.6.2008 (regarding austerity measures) and dated 23.9.2008 regarding LTC entitlement as per the 6th pay commission. How this can be applied to NER LTC, which is a special gesture of the Government (This order also nowhere mentions about NER LTC order). The NER LTC order, nowhere mentions about your entitlement "while on tour", therefore, please do not confuse this with NER LTC things. The cheapest economy fare ticket must have been mentioned to reduce the cost on business class travel by senior officers and their families. Will DOPT issue a clarification on the above lines at the earliest??? This will save the agony of the officials, who have got opportunity to travel by air, due to the generosity shown by the DoNER Minister.

It is vague
The words " cheapest economy class ticket" given in the circular dated 10.11.2008 regarding LTC are vague. Sometime just before the departure of the flight, air tickets are available at a very cheap fare. There is no standard cheapest economy class air ticket as cheapest fare vary from day to day. Deptt of Expenditure must review the circular and at the least defer its implementation upto 1st Jan 2009 so that those who have already booked ticket for their planned LTC do not suffer loss of money due to cancellation of the ticket.

Only six months back, the Government had mooted a special LTC package for central government employees for a period of two years, thus encouraging them to visit N.E. Region in order to boost tourism and consequent economic development of that area. Responding to this gesture, various N.E. Governments had made huge investments in providing adequate infrastructure and tourism industry in the private sector was expecting the new order to deliver visible results of growth and prosperity in north-east. But, unfortunately, all of a sudden, without giving any prior notice, the government has killed the special package for N.E. Region through an O.M. dated 10th November 2008 giving the ostensible reason of expenditure management as an economy measure. They have not taken into account the wider implications of this order socially, economically and politically, nor the plight of various government employees who have already booked the LTC tour of north-east materializing in the next one or two months. In view of these circumstances, it would be better that the govt should make an exception in the case of N.E. Region, and the concerned leadership of the N.E.Region and affected infrastructure providers should get together to review the situation and ensure that the commitment of two years given by the government does not get violated and result in loss of trust. Given the present economic situation and ensuing LS/State elections, the aforesaid order may also prove somewhat drastic and it needs to be revisited rather more urgently.

Implementation of recommendations of 6th CPC
Deadline for implementation of the recommendations of the 6th Central Pay Commission was fixed by the Central Government for payment of revised pay and arrears for those Government servants who are in service. Similar deadline was also fixed for pre-2006 retirees. However no such deadline was fixed for those who retired after 1.1.2006. Resultantly, there is no noticeable progress in this direction. As such, I want to bring to the notice of Department of Pension & PW, Department of Personnel & Training and Department of Expenditure through this website that there is need to fix such a deadline for the implementation of the recommendations of 6th CPC for fixation of pay; revision of pension; payment of arrears of pay, gratuity, leave encashment, commutation and arrears of pension for those who retired after 1.1.2006 otherwise different organs of the Government shall take their own time leisurely and there shall be no accountability.

Erring allotments
In allotment of government flats.During September, and October this year, it managed to issue allotments in excess of 110 cases of type 5 and type 6 flats, which is 3 times the numbers of allotment in comparable period prior to September. The reason for alacrity is that all allotments have been made on the pre-revised scale of pay and that many of the allottees would not have stood a chance in the revised scale. Directorates of Estates has delayed the revision of cut off date for determining priority and aggrandized people who do not deserve allotments. People who should watch and prevent the goings on are unfortunately looking the other way or are they willing to look the other way?

It is a welcome step !
The decision taken by Secretary(Personnel) should be welcomed by all as it meets the logic and wrong practice which has been going on for long needed a fullstop somewhere, but with a definite solution. The officers who are due for promotion are right in their way that it has been done at their turn. One of my friend has given a logic that he has been waiting for this promotion for over 16 yrs. My friend you should console yourself by that fact that 1996 batch of SOs were being sent on training before promotion as US but PS of 1990 batch is still waiting for any training or promotion (around 20 Yrs.) Both have come from the same exam and why tears are not being shed for PS. Why these double standards by DOPT for the candidates who have qualified the same UPSC exam. We hope Secretary(Personnel) will also look into this and remedial measures are taken before any promotion of 1996 US is made and both services will be placed at the same footing so far as promotion are concerned and CS Division should facilitate this mechanism.

Fate of 200 batch has become pathetic
This is regarding reported decision of the Secretary(Personnel) to stop ad-hoc promotion in CSS. No one would disagree that promotion against regular vacancy should be on regular basis only. It is the duty and responsibility of the DOPT to ensure timely promotion/preparation of select list. But it is not understood as to how stopping ad hoc promotion as US/DS/Director is affecting the regular promotion/finalising 2003 select list of Grade I of CSS. The decision of Secretary Personnel has created a very piquant situation where a junior officer of 1995 batch section officer has been promoted where as his senior is still to be promoted. The fate of 2000 batch left out regular under secretary has become pathetic. They are retiring as Under Secretary leave alone Deputy Secretary on ad hoc basis.
Now take the case of 1996 batch section officers. When their turn for promotion came, the adhoc promotion was stopped on the ground the 2003 select list for US has not been finalised. It is not understood as to how ad-hoc promotion of 1996 batch section officer will affect the preparation of panel of 2003. Is is not a fact that DOPT has been promotion section officer as US against regular vacancy. Ideally, after a wait of 12 years and more, every section officer should get promotion on regular basis. But depriving even the ad-hoc promotion to 1996 batch section officer in the name of expediting preparation of 2003 select list is shocking and without any rationale. The remedy lies in creating special cell of four or five Under Secretaries and supporting staff with clear cut time frame for finalsing the select list and making it upto date so that there is no need to go for ad-hoc promotion. Till then, ad-hoc promotion should continue.

Promotion from US to DS
The plight of those who have been working as Section Officers since 1982 and have got only one promotion so far needs to be considered sympathetically by Department of Personnel. The idea of only regular promotion mooted by Secretary Personnel is not a bad proposition but it should not be implemented so suddenly that half of the 2000 batch has already become DS and the remaining half will have to wait for years now to become DS.

It is indeed amusing to see all so called experts predicting that inflation is no concern. In our analysis we should compare the slight fall this year with that in same period last year. There is a huge gap! This surely is a matter of concern , because the savings of households ( who do not invest in stocks, 98% households,) is getting eroded and if interest rates are brought down, they will be affected more especially senior citizens, who depend on such incomes , and pay taxes on it to boot!
Instead public funds should be spent on productive infrastructure like roads, irrigation etc. The NREGA funds could be effectively used for water management in villages in addition, building tanks watershed development, bunds etc. This will ensure income to poor and increase demand , the need of the hour! As for real estate , the prices had increased 7-8 times in about three years! is it realistic! Mere interest rate drop to 7% is hardly going to have any effect. If developers reduce greed and reduce to realistic levels, demand is bound to pick up. If they had borrowed heavily to buy land at exorbitant prices, it is their mistake! They had underestimated the risk in thinking there will be no tomorrow. They should take the hit now as they had taken imprudent risks! They had also issued IPOs at exorbitant prices, with no relation to earning potential.
Let us not get carried away by talk of liquidity. We cannot improve exports in a global recessionary world, but we can boost domestic income and consumption by spending on productive infrastructure in the age old Keynsian style, and helping labour intensive medium and small industries with fiscal concessions to boost production for at least domestic consumption. Interest rate reduction should wait till inflation falls below 5% or so!

You should also give the name of the officer who rejected the leave application, for the knowledge of the colleagues that people can be so heartless. At least some seniors can rise to this occasion and look into the matter.

Simple living and high thinking - key to eradication of corruption
One sure shot panacea for eradication of corruption from our social fabric, as I feel, is adopting a time tested formula of " simple living and high thinking " and to be initiated to start with at the level of high ranking white collar job holders and their kins. It is very difficult to expect such initiation from the 'get rich quick by fair or unfair means' business goers. At the same time all and sundry if inculcate the habit of adoration of nature and initiate the process of conservation of scarce of natural resources, I feel there would definitely be positive results toward this end in the days to come in our country. In this regard the State Governments and the Central Government can mobilise through NGOs, school curriculum and print and electronic media by reasonably funding from time to time, especially in the high intensity vulnerable areas/sectors and establishments.

Government's u - turn
The government's decision as reported in this website today (19-11-2008) to recall former Secretaries to GOI for assessing the ACRs of civil servants opting for central deputation ,is anachronistic and preposterous, to say the least. This would, at best, serve as a ruse to facilitate the empanelment of the present IAS coterie by the ex- IAS coterie besides satisfying latters' demand for empowerment if any! I am upset at the govt. U-turn. This decision must have been taken by the GOI after consulting the Committee of Secretaries( where recommendations are reportedly finalised well before the meeting ,leaving limited scope for fine tuning)followed by the stamp of approval by the Appointments Committee of the Cabinet(ACC). I would like to mention in this connection that there was a clear announcement made by T K A Nair, the present Principal Secretary to Prime Minister in his address on the Civil Services Day last year , stressing the need for a holistic assessment ' potentials of aspirants by introducing the element of personal talk/interview instead of relying solely on their ACRs. This is a matter of records. .The interview panel was to include senior ex- bureaucrats, Academicians including management professional etc. What is the fate of this announcement? I have worked with T K A Nair as Secretary (PESB) while he was its Chairman. The public sector candidates had to (and still have to) pass through rigorous and comprehensive selection process. Instead of following Nair's advice, the decision now taken is totally biased in favour of the privileged service namely : the IAS. What about the bright sparks in the non-IAS services who are any day far superior to their counterparts in the elitist service i.e. the IAS particularly those coming from the later batches who are considered "epitome of arrogance". During the past about ten months after my retirement, I had the rare privilege of meeting an ex- ICS officer as also several ex-IAS officers of 1950's vintage. The idea was to get enlightened about their views on the fast decline in the quality of the civil services. Much to my shock, I regret to say that these old guards demonstrated utmost contempt for the later batches of IAS officers due to their negativities like snobbery, arrogance and over-ambitious mindsets. I do not intend to embarrass these old jewels of civil services by revealing their names. Senior and retired IAS officers would be able to guess their names, any way.
So, finally in the light of the above, I would urge upon the Government to reconsider their decision about the performance appraisal of civil servants keeping in view the announcement made by T K A Nair, Principal Secretary to Prime Minister ,on the Civil Services Day from the rostrum of Vigyan Bhavan last year , when I was also present along with thousands others from different Civil Services

Demilitarisation of mixed organisations
A lot has been discussed about the equation of Lt Col and SE in MES and DGBR. The point putforth by both the parties may be tilted towads them but under this circumstances what is the solution? The details in correct perspective are as under:
(a) After 5th CPC SE is now degignated as EE(SG) and holding the appointment of GE / Joint Director. SE(NFSG) is now designated as SE and is holding the appointment of CWE / Director.
(b) Similarly after AVSC report Ph I Lt Col is now holding the appointment of GE / Joint Director/ SO I.
(c) SE has never held the appointment of GE / Joint Director similarly Lt Col is not holding the appointment of CWE / Director.
(d) Moreover SE is an upgraded select rank whereas Lt Col is a non select time scale rank.
So, Army is not ready to accept the upgradation of SE and at the same time even after the accepting the downgradation of Lt Col not ready to reconcile as a result so much of hungama and they are bent upon equating the unequal only because the name is same.
Under such circumstances, demilitarisation of mixed organisation would be the best policy of the day which was even recommended by 5th CPC.
Army personnel be withdrawn in a phased manner from mixed organisations and the shortage of officers be made good rather than wasting the trained manpower in such organisations. The officers who are not withdrawn be permanently seconded as civilian to the mixed organisations so that the philosophy of equal pay for equal work be brought in so as to avoid any heartburn. However the officers posted for Armed Forces duty be paid MSP and all military benefits even at increased rates and the same be extended to civilians if posted to similar environmental and service conditions.
