Post of India's rep. to ICAO is open for all
Successor to Naseem Ahmad Zaidi who so far was India's representative at the International Civil Aviation Organisation (ICAO), Montreal is yet to be decided. Initially, RK Singh Joint Secretary in the Indian Ministry of Civil Aviation, was to succeed Zaidi. However, Department of Personnel & Training (DoPT) had objected that as to why all eligible candidates were not considered. And the same is now being done. Zaidi is back to India. He had assumed the charge as Director General (DG) of the Directorate General of Civil Aviation (DGCA) from Kanu Gohain who was serving his 4th extension. Zaidi is an IAS officer of the 1976 batch who belongs to the Uttar Pradesh cadre. Likewise, RK Singh is an IAS officer of the 1985 batch who belongs to the Manipur -Tripura cadre.

Mahendra Jain on Central deputation will be joining as Development Commissioner Navi Mumbai located Special Economic Zone(SEZ).At present he is Backward Classes Welfare Commissioner with the Karnataka Government. He is a Karnataka cadre IAS officer who belongs to the 1985 batch.

Exempt the entire gratuity amount from IT
With the increase in the limit of Gratuity to Rs.Ten lakhs, I presume Ministry of Finance will exempt the entire amount from Income tax.

Denigration of any specific service is condemnable

While agreeing that discussion on corruption should not be made service specific and any remarks that denigrate any specific service are highly avoidable I would like to submit that our system is so designed that you would find that normally honest and upright are the ones who are on the receiving end. Those who are corrupt and shrewd are generally far more resourceful and connected with powerful vested interests that they are able to move the corridors of power to their advantage. Since the honest officers are not indulging into give and take therefore they hardly have any supporters within the power structure. Some of them of course able to make it to the highest levels in the bureaucracy but that is increasingly becoming a rare event than norm. This is the era of a presentable, shrewd and easy going bureaucrat and the simple and honest generally languishes in the sidelines.

Why Kiran Bedi doesn't joins politics?

I wonder why Ms. Kiran Bedi does not wish to join politics. As an admirer of the upright, illustrious and public minded ex-IPS officer, I wish she would join politics and try to take the country forward. If the right people stay away from politics, we will continue to get what we have been getting!

When will merger of the steno/UDC,PA/Asstt, SO/PS cadres come?

Will anybody just tell me that ultimately what time it is going to take for the merger of the steno/UDC,PA/Asstt, SO/PS cadres and how is it going to take place. Will a person who is Steno/UDC a graduate will be given promotion after training in computers, what will be promotion prospects and its critera etc etc. How will they be trained in computers etc. kindly anybody having deep knowledge about it clear my doubts.

I met Gohain way back in 2003 when he was Director of IGRUA. Totally unknown to me, he listened to my problem patiently regarding admission of my son in IGRUA and suggested solution. His behaviour touched my heart. Later on also I always found him working in the interest of Country. His competency is beyond question. Government should utilize his services in any capacity. Zaidi is not new to the aviation sector. Governmentt has done a good job to select such an experienced person in his place. My best wishes to him.

Once the adhoc promotions are allowed ….

This is regarding the ad-hoc promoions in CSS cadres. My reservation in ad-hoc promotion is that once the ad-hoc promotion are allowed to continue, it has been witnessed that timely action are not taken for regular promotions under one pretext or other. It may be mentioned, in this connection, that at present the period of ad-hoc service is not counted for seniority purposes. Moreover, ad-hoc appointments are supposed to be made for short-time only and not for long-term. Therefore, it is the dire need of the hour that a definite Action Plan may kindly be evolved for timely promotions of the CSS. It is more pertinent in respect of officials belonging to CSSS (particularly Stenographer Grade 'D. It would not be out of place to mention here that the career of Stenographers Grade 'D' are worse affected by the policy of ad-hoc promotion as the officials appointed as Stenographer Grade 'D' in 1981 have been waiting for their regular promotions as Personal Assistants (Stenographer Grade 'C') whereas the Upper Division Clerks appointed in 1981(Sister cadre at par)have been queuing up for Section Officers. It seems to be a gross injustice on the part of DOPT. Therefore, it is urged upon that the period of ad-hoc services be counted for seniority purpose for the higher post as a one time measure and meanwhile, suitable time frame may kindly be evolved for regular promotions in each and every cadre irrespective of the regular vacancy.

Some have extended benefit to particular section

The Ministry of Finance (Department of Expenditure) Government of India vide its notification dated 29-8-2008 has shown Rs7500-12000 {as entry grade for fresh recruits) and Rs8000-13500 (on completion of four years) for Senior Private Secretary/ Administrative Officer II and equivalent according to which a person who have completed 4 years before 1-1-2006 is entitled to come in the pay scale of Rs8000-13500 w.e.f. 1-1-2006. But it is seen that some Departments, viz. Postal, Income Tax etc. have extended the benefit to a particular section of their officers, but in absence of any clear cut directives from the Ministry of Finance in this respect, the same could not be extended to Senior Private Secretary/Administrative Officer II and equivalents. I therefore, request the concerned Ministry to take appropriate steps immediately extending the same benefit to Senior Private Secretary/Administrative Officer II & equivalents.
An early action is solicited.

They have failed to achieve

The directorate of DOPM and Directorate of Housing & Welfare have failed to achieve anything. What we can expect of new directorate, it is just to have some more CC and Commissioner post sanctioned and to adjust them in Delhi.
