Now whispers in the magazine format. wow! Congratulations. It should
be unique, I am sure. Your initiative in calling for contributions is
also welcome. I wish to address an issue that causes a good amount of
heartburn among various civil services - namely, the limited number
of secretary posts in the central government. I think these posts should
be thrown open for limited competition to begin with. Officers from
all services should apply against transparent norms. Each short listed
candidate should be given opportunity for making a presentation about
what innovative ideas for translating the sectoral policies of the government
of the day and outcomes would he or she proposes. Presentations should
be judged by eminent persons both from within and outside the government.
A short listed panel of three should then be forwarded to the minister
in charge and the appointments committee of the cabinet. Let the best
person be appointed. This would take away the criticism that only one
service dominates the highest position in the pyramid. I know not many
would welcome this thought, but do debate before debunking it altogether.
And for those who feel this is some one with sour-grapes trying to create
a stealthy opening for secretary slots, let me reassure that I belong
to the most criticized service.

CBDT & CBEC Members at par with Secretary
in GoI
Cabinet has approved the proposal to bring on par CBDT and
CBEC Members on par with Secretary to GOI.Pay of members belonging to
the Central Board Of Direct Taxes (CBDT) & Central Board of Excise
& Customs (CBEC) has been put at with Secretaries to the Government
of India (GoI) in accordance with the 6th pay commission. On this issue
officers of CBDT,CBEC had carried out a long campaign, in they succeeded
on November 24,2008.
Reason for shortage of Director level officers

Why is there so much of a shortage of officers at the Director
level in different departments of the Government of India (GoI)? It
is being attributed to the fact that officers of the Indian Railway

Grant higher pay scales
I have been trying, albeit in vain, to express my views on some
of the recommendations of the Pay Commission, specially those accepted
by the Union Cabinet but misinterpreted by the DoPT both in letter as
well as spirit. In this regard, I would like to cite the cabinet decision
regarding the grant of higher grade / grade pay to the members of CCS
/ IPS / IFS on non functional basis whenever an IAS officer two years
or more junior to them is posted in the Centre to a specific grade /
Grade pay in PB3 & PB4. The exact recommendation of the Pay Commission
and GoI's decision on the same are reproduced below.
Recommendation : " Whenever any IAS officer of a particular batch
is posted in the Centre to a particular grade carrying a specific grade
pay in pay bands PB-3 or PB-4, grant of higher pay scales on non functional
basis to the officers belonging to batches of organised Group A services
that are senior by two years or more should be given by the Government."
GOI's Decision : "Accepted. This will also be applicable to the
Indian Police Service and the Indian Forest Service in their respective
State Cadres for which the relevent cadre controlling authorities will
issue the orders."
New pay scales have been implemented in the Centre. A number of State
Governments have also followed suit. Back in Maharashtra, to which cadre
of IFS I belong, the State Government is in the process of finalizing
the same. The GOI issued revised Pay Rules, first for the IAs, and,
later, on 27th Sept. 2008, for the IPS / IFS. Note 3 under Rule 3 of
these Rules, which is similar for the IPS as well as IFS, however, is
a gross misinterpretation of the above decision. It reads as below.
"Note 3 : Whenever any Indian Administrative Service Officer of
the State or Joint Cadre is posted at the Centre to a particular grade
carrying a specific grade pay in pay band 3 or pay band 4, the members
of the service, who are senior to such Indian Administrative Service
officer by two years or more and have not so far been promoted to that
particular grade, shall be appointed to the same grade on non functional
basis from the date of posting of the Indian Administrative Service
officer in that grade."
As a matter of fact, both IPS and IFS being All India Services, their
equation vis a vis IAS officers' promotion has to be seen in the context
of IAS Officers' promotion in the State and not in the Centre. This
has been clearly brought out in the cabinet decision. Note 3 is, therefore,
a clear misinterpretation of this decision. Therefore, my comments posted
on your website but ignored, are relevant and worthy of publication.
I have also provided a list of IAS officers of various cadres posted
at the Centre for the benefit of IPS / IFS colleagues. I now hope that
you would take suitable action to bring my views to the notice of all
visitors to your esteemed website early.

Merger of Asstts/PAs etc.
This is regarding merger of PA/Assistant, SO/PS etc. The issue of
merger is to be discussed in the 'Anomaly Committee' as well as Cadre
Review Committee recently constituted by DOPT for forming modalities.
The likely formula would be one assistant and one PA, one SO and one
PS of same year. As far as UDCs/ Steno Ds are concerned, they would
be given appropriate training and would be promoted in phases [as and
when vacancies arise] to their higher grade - Executive Assistant. The
process may take 4-5 years to the maximum. Some cases between CSS and
CSSS are still pending in CAT/High Courts. These may affect speedy process
of merger.

The tax revenue will see major reversals in first st quarter of 2008-09.
Driven by weak economy and weak tax administration as 40% of Commissioners
are depressed due to IRS transfer policy where aging officers are in
small cities with low revenue potential and young inexperienced hands
are in Mumbai and Delhi.

Why political parties don't pick up talent from divers fields ?
I was wondering why nowadays the trend of political parties picking
up talent from divers fields is declining. M/s Manmohan Singh, Mani
Shankar Aiyar, T N Chaturvedi, Yashwant Sinha, Naveen Jindal, Dr C P
Thakur, Jairam Ramesh, P Chidambaram, Abhishek Sighvi, Kapil Sibal etc
have been good finds for the country in the past. This trend needs to
be strengthened further. How about picking up the likes of Montek Ahluwalia,
Kiran Bedi, K M Chandrasekhar (all known for their service to the nation)
etc?

Ek Haath De Aur Ek Haath Le
Government has been following the policy of Ek Haath De Aur Ek Haath
Le. The Child Care Leave which seemed as bonanza for the ladies and
which was hyped much by the fellow colleagues, who either were not the
beneficiaries as their children were above 18 or were male employees,
has been manipulated to such an extent that its existence has vanished.
According to the Pay Commission, Child Care Leave was in no way being
related to the Earned Leave and a clarification to this effect was issued
by DoPT. At the time of granting CCL, no clauses or conditions were
mentioned. But all of a sudden there comes an order that it cannot be
granted if there is Earned Leave in your account. Anyway God Bless those
who seem to be behind this, because they are sure that no-one will fight
against this order. But I appeal to all the Women employees, including
those who may not be the beneficiaries, to fight against this injustice,
thinking that perhaps not you, but your daughter might benefit from
this.

Resignations and voluntary retirements in CPMF
I think some one should undertake a study of the rate of resignations
and voluntary Retirements amongst the officers and men of CPMF. The
reasons are several.
First is the very tough service conditions. There is no peace posting.
The only thing that changes after every three years or so are the numbers
of Border Pillars and the terrain.
Earlier one could think of 2 months break from the routine in shape
of Collective training at Unit Headquarter. But that also has gone with
heavily increased deployment in election related duties. The Jawan in
Army atleast is given a MSP but the Jawan of CPMF working at the same
place under the same conditions do not get anything.
Second is the excruciatingly slow rate of career progression in all
ranks. A Jawan becomes Head Constable in about 18-20 years. An officer
gets his first promotion in about 8-9 years and the second in same time.
By the time he gets his third promotion he is already in his late 40ties.
The officers and men do not see a future for themselves in the very
organisation to which they give their entire youth. Firstly, there are
very few avenues available and secondly a large portion of even these
avenues at supervisory levels is taken away by the deputationists fleeing
unsympathetic political masters in states
Third is the extremely poor quality of leadership provided by these
deputationists. These failed Police officers come only to enjoy in these
forces. They want all the perks and more but do not want to solve any
of the problems afflicting these forces.
Fourth is the proverbial sword of Damocles that hangs over the heads
of CPMF officers always. There are court martials galore of officers
and men for even minor mistakes. There is the case of one officer in
one of the CPMF in which the officer has been given notice for Compulsory
retirement for the very charge for which he has already been acquitted
by a court martial
