in GoI?
Why are officers belonging to Indian Railway (IR) averse
to deputations in Government of India (GoI)? They are averse if they
opt for Central deputation and living houses of the IR in Delhi then
they have to vacate them while availing deputation in GoI's different
departments. According to a conservative estimate earlier 40 officers
of the IR unlike the present used to avail deputation in GoI.

Voting through EVM to be a tough thing
It is going to be a tough exercise as far as casting of votes
through Electronic voting machines (EVMs) by public in ongoing assembly
polls. Independent observers feel that EVMs may be quite a useful thing
in urban areas where literate voters are there. However, illiterate
public will not be able to cope up with them.

IRS Transfers
In view of the heat and dust over transfers in IRS last year, the
transfer policy should be scrapped and all officers given an equitable
chance to be in places of their choice without hair splitting about
history of postings, retrospective classifications, north zone/area,
husband's cadre, etc

Merger of CSSS with CSS
I would like to mention that the merger of Central Secretariat Stenographer
Service with Central Secretariat Service comprising of LDCs/UDCs/Assistants/
Section Officers/Under Secretaries and so on has been recommended by
the 6th Pay Commission and not PAs and PS with Assistants and Section
Officers. Leaving Stenographers Grade 'D' in the lurch would be a killing
act and would be more disastrous step towards almost stagnated cadre.
As the officers appointed as Stenographers Grade 'D' in 1982 have been
kept waiting for their regular promotions and till date no respite is
seen whereas UDCs placed at par with Stenographer Grade 'D' have been
queuing up for their promotion as Section Officers. In other words,
UDCs have been promoted as Assistants on regular basis long back and
they are being made Section Officers. It is well with the approval of
Department of Personnel and Training. I don't know why such type of
step motherly treatment are being given to Stenographer Grade 'D. It
would be appreciated if ad-hoc appointments made for more than six months
are regularised from the date they are appointed on ad-hoc basis as
a one time measure to the aggrieved officials and, thereafter, the ad-hoc
appointments should be replaced with regular appointments with a definite
time bound schedule. This needs to be done expeditiously. In this connection,
Secretary (Personnel)is informally understood to have taken a view to
stop ad-hoc promotions. It is a welcome step in the right direction.
But it should equally be applicable to all posts of Central Secretariate
Service without having regard to post, cadre and class.

Earned leave for child care !
I am not too sure the last sentence of that instruction is legal
since the original rule said that this was in addition to and separate
from all other forms of leave and not to be debited from earned leave..
if an officer is forced to take earned leave for child care purposes,
it would run contrary to the declared intention of the rule, which is
not permissible. In any case the earlier rules permitted EL under special
circumstances, which is effectively what this instruction is trying
to reduce childcare leave into. Furthermore, would this interpretation
permit conversion of earned leave into child care leave.. or compensate
in any other way in case an officer needs additional leave on expiry
of the earned leave, but not for child care purposes?
