Rana Banerjee and Sandhu unlikely to head RAW
Rana Banerjee is believed to have lost the race for the race
of R&AW Chief. The reason being described that he is an ex-IAS officer

officer. Despite the competence 1973 batch IPS officer Nehchal Sandhu
may not be shifted to the R&AW. He is presently Special Director
in the Intelligence Bureau.

India & UAE to revised air pact
The Indian Cabinet in Delhi on November 27,2008 gave
its approval for signing of a revised Air Services between India and
United Arab Emirates (UAE). This Agreement will supercede the existing
Air Services Agreement (ASA) signed on March 21,1989 between India and
UAE. The present ASA is based on the modern International Civil Aviation
Organisation (ICAO) template.The revised agreement signifies an important
landmark in the civil aviation relations between India and UAE. It has
the potential to spur greater trade, investment, tourism and cultural
exchange between the two countries.

National Seeds Corporation pays Rs. 1.55 crore
dividend
The National Seeds Corporation (NSC)paid a cheque of Rs.1.54
crore to the Government of India (GOI)as dividend for the year 2007-08
on November 27,2007.The cheque was presented by Chairman and Managing
Director NSC Ms. Upma Chawdhry to Indian Agriculture Minister Sharad
Pawar. NSC has achieved an all time record turnover of Rs. 227.38 crore
as against Rs. 158.86 crore during 2006-07, thus recording a growth
of more than 43%. The Profit Before Tax (PBT) during 2007-08 registered
a growth of 68% from Rs. 19.93 crore to Rs. 33.43 crore. Similarly the
Profit After Tax (PAT) increased from Rs. 13.05 crore to Rs. 22.73 crore,
an increased of Rs. 74%.

Stop downgradation of civilian officers
Military Officers are building up pressure on the government to
accept their unjust demands.

There are huge number of allowances. I never knew they get extra pay
for getting post-graduate degree; pilots get allowance for flying; navy
divers get allowances for diving; all get 25% extra pay as hard area
allowance (apart from MSP),extra money as Counter Insurgency allowance
(even in Peace Areas), language allowance etc. etc.
(2) In GoI new civil service entrants will not get pension from the
GoI sources - many state governments are also following the same pattern.
Not so for military personnel. Not only that, they want OROP that will
cost GoI heavily. Why shouldn't the civilian contributory pension system
(with some modifications to account for lower age of retirement) be
made applicable to military also ? Else, let the civilian employees
also have earlier system of GoI funded pension.
(3) Speedier promotions to military officers via AVSC-I and AVSC-II.
These benefits are not available to PMF or police. This injustice must
be rectified, and the downgradation of civilian officers must be stopped.

A request to Minister of State (Personnel) & Prime Minister of
India who is the over all in-charge minister for the SSC
I request your personal intervention to solve the genuine service
problems of 'Data Entry Operators' working in 'Staff Selection Commission'.
The 'DEO Grade A' who joined in 1990 is presently holding the same post
whereas their counter-parts have got 2 or 3 promotions within the same
period. Thanks to their cadre controlling authorities for having arranged
them time bound promotions either by Flexible Complementing Scheme or
cadre restructure.
The DEOs of the SSC are also not lucky enough to get a justified and
real 'First Financial Up-gradation' under the so-called 'Assured Career
Progression Scheme'. Sir, a 'DEO Grade A' is being granted with a revised
payscale of Rs. 4500-125-7000/- after completion of 12 years of service
in the payscale of Rs. 4000-100-6000/-. Sir, they are being granted
a much lower pay-scale (Rs. 4500-125-7000) than their present basic
pay (Rs. 5200)which cann't be termed as 'Assured Career Progression
Scheme'.
I request you to kindly arrange them a real and justified ACP, time
bound promotions through FCS, conduct of Departmental Tests and cadre
re-structuring etc.

This is regarding merger of CSSS and CSS
I would like to correct the writer that Stenographer Gr D of 1981
are still waiiting got their life's first promotion. So far merger is
concerned. Grade D are part and parcel of CSSS and they will get the
same benefit which will be given to PAs and PSs. CSSS Association, a
recognised body for CSSS cadre is continuously taking up this matter
with the Government at higher levels.

Comments on the CPMF
The aversions reflected are totally incorrect. The standard of intakes
of direct entry officers in the CPMF is far inferior to the IPS candidates.
On entry as Assistant Commandant in the CPMF, with about 7 promotions
down the line can rise up to IG in the organization. They are now demanding
for the slot to Addl DG. The allowances and facilities that they draw
viz a viz civilian counterpart are far more than one can believe. As
an ADIG he stealthy retires at 60 years instead of 57 years. He also
plays fiddle to the IPS officers just to gain his own benefits. No officer
at the level of Assistant Commandant (Direct Entry) ever remains in
far flung areas for longer period as indicated. Only Assistant Commandants
who are promotees from the ranks do stay at such places for their own
benefits. For the creation and promotion of posts for these officers,
large numbers of posts in the constabulary are often surrendered as
matching savings thus depriving lot of employment avenues to the down
trodden. And there is far more corruption at this level as most of the
work is handled by them and IPS officers only perform supervisory role.
When the IPS is part of the civil administration, these officers had
wanted themselves to be "Members of the Force" for getting
additional benefits and hence have been brought under the respective
Acts. So if there is some drawback then there are other benefits for
these persons. And contrary to the statement there are very few voluntary
retirements and resignations in the CPMF. Who would like to forego the
benefits they are availing?

CPMF officers are the privileged class
Jawans may be subjected to great work pressure but CPMF officers
are the privileged class. They get regular promotions from Asst Commandant
to Deputy Commandant after 5th year, then to 2-in-C after 4th year and
Commandant after 4th year. This post is now equivalent to Colonel in
Army as per 6th PC. Further Additional DIG post has been upgraded to
DIG. CPMF Officers enjoy the benefits of both Army and Civilian service
officers. They retire at the age of 60 years and have almost all the
comforts of Army i.e. CSD Security Sahayak(s) etc. I feel who so ever
at officer level is taking VRS; must be thankful to CPMF/GoI to have
made him capable of getting a decent job outside in the industry. .

Government takes back what Pay Commission gives
I agree that the clarification and stance of DOPT in this matter
runs contrary to the purpose for which the Pay Commission made this
recommendation ! In the final analysis, the government takes back what
the Pay Commission gives whether it is Child Care Leave or higher Salaries(most
of which is taken back in income tax)!

Grave Injustice & Inequality among Staff and Officers by 6th
CPC
(1)Class I/Group 'A' Officers have been given an increase as follows:-
Pay as on 1.1.2006 x 3.07
whereas staff has been given an increase as follows:-
Pay as on 1.1.2006 x 1.86
(2)Section Officers/PS's have been given notionally non functional scale
of Rs 8000 w.e.f. 1.1.1996.
(3)On the same analogy Assistants should have notionally got pay scale
of Rs 6500 w.e.f. 1.1.1996
(4)and Section Officers notionally a pay scale of Rs 7500.
(5) Finally Government of India has befooled Assistants/PAs/PSs/SO's
by saying that their pay scales have been revised w.e.f. 1.1.2006. The
pay scale has been downgraded. The following would prove my contention:
The start of the pay scale in the PB 2 is Rs 9300 which is 1.86 of Rs
5000 then where is the pay scale of Assistant Rs 6500 and SO Rs 7500.
It is a misnomer. This anomaly has to be corrected at the earliest.
Would DOPT look into this and give notional pay scales to Assistants/PA's/SO's/PS's
w.e.f. 1.1.2006 as has been done for Non-functional scale and also improvement
of staff pay scale by giving them 3.07 of basic pay as on 1.1.2006 as
has been done in the case of Class I Officers. This issue also needs
a wider discussion on this forum .

Pending problem
Ashok Sharma ( IFS Mh-064 ) has raised the topic which is pending
problem from date of acceptance of 6 CPC but no action taken by GoI
so far. To say that the Non function grade be given with refernce to
promotion in state is asking for too much. The concerned dept has not
issued orders for even promotion with ref to promotion of IAS batch
in centre, which is much later. No wonder, the inefficiency, discrimination
and partiality by DoPT is open and indicative of shamelessness.

There is no doubt that grave injustice is being done to all women employees.
The intention of the Sixth Pay Commission was to give child care leave
to all women employees in addition to the Earned Leave and the CCL was
in no way connected to the Earned Leave. But the original order seems
to have been manipulated and now a women will have to take her Earned
Leave for taking care of her children. Then in that case no Earned Leave
should be granted to male employees and women employees whose children
are above 18 since they will not be taking leave for taking care of
their children. Utter rubbish and utter confusive. Whenever a women
needs leave for taking care of her child or during sickness or for rearing
she'll have to spend her Earned Leave. What about her own needs? She
too might need leave for herself, for her sickness or for any other
purpose. This is grave injustice. Through this forum i would like to
urge to all women employees to stand up for this cause. Is there any
authority to whom we can appeal?

Shortage is not due to Railway officials
The reason for shortage of officers at Director level in Government
of India is not the Railway Officers not going on deputation. It is
because in the garb of a transfer policy, the largest civil service
cadre in India (viz. the IRS) has been deprived of deputations. Contrary
to all norms and throwing all notions of justice to the winds, IRS officers
have been deliberately restricted to only two deputations in their lifetime
by the transfer policy. No other service has been so deprived. Further,
no body is allowed to apply for deputations by the self seeking CSS
babus sitting in the CBDT. No files move, no names are forwarded and
lame excuses are resorted to, by the time names are forwarded, the deadlines
expire, it is as if a personal favour is being doled out. Any attempt
to seek deputation is deliberately given the colour of a means to beat
the "transfer policy". How can the service conditions of one
service be jeopardised so badly in the name of a transfer policy, when
these restrictions do not apply to any other service recruited through
the civil services exam. Whither equality?

Contrary to what has appeared on your esteemed website, using EVMs
(electronic voting machines) in elections is now standard practice in
the country and no problems have ever arisen in the last decade or so
that they have been used, whether in rural areas or urban areas.

Not the good health of judiciary !
The visit of a judicial officer to the President of India is not
the good health of judiciary, if he is not call by the Rastrapathi Bhavan.
If the CJ has any grievance it should be brought to the notice of next
higher judicial authority. Judiciary is the most respected constitutional
body among the people. The action of CJ will definitely ruins this faith.
An open debate is necessary in this regards.

where a Steno-D who has already put in 16 yrs of service in the same
rank, when the merger takes place. Will the Steno who has put in 16
yrs of service be a looser with the merger or will it benefit.

Merger of Asstts/PAs etc.
This is regarding merger of PA/Asstt, SO/PS etc. The issue of merger
is to be discussed in the 'Anomaly Committee' as well as Cadre Review
Committee recently constituted by DOPT for forming modalities. The likely
formula would be one assistant and one PA, one SO and one PS of same
year. As far as UDCs/ Steno Ds are concerned, they would be given appropriate
training and would be promoted in phases [as and when vacancies arise]
to their higher grade - Executive Assistant. The process may take 4-5
years to the maximum. Some cases between CSS and CSSS are still pending
in CAT/High Courts. These may affect speedy process of merger.

An appeal to women employees
I urge to all the women employees who might plan to finish off their
Earned Leave in the hope of getting Child Care leave subsequently, not
to do this because tomorrow an order might come that CCL has been totally
removed off as it is disrupting the Central Government work. So let
the dream of taking CCL be dream itself because like the other benefits
of the Sixth Pay Commission, this too is an eyewash.
