Ms. P Sivakami, who has recently been relieved from services,
has joined the Bahujan Samaj Party(BSP)being headed by Ms. Mayawati
- Uttar Pradesh Chief Minister & BSP supremo. So far Ms.Sivakami
was Special Commissioner Printing & Stationery with Tamil Nadu Government.
She is an IAS officer of the 1980 batch & belongs to the Tamil Nadu
cadre. Ms. P.Sivakami is Senior state level General Secretary of BSP
in Tamil Nadu.
Aditya Kumar to be Director Textiles
Aditya Kumar an Indian Forests Service officer is joining the Ministry
of Textiles as Director.

33 IRS (IT) officers belonging to 1976 batch have been cleared
for the post of CCIT. Last name is of Naresh Kumar. Minutes of the DPC
have been sent to the UPSC.

Secretary .He is 1977 batch CSS officer.

Budh Prakash is now Joint Secretary Personnel in the Government

BN Mohanty shifted to ICFRE Pune
BN Mohanty who on Central deputation was earlier supposed
to join in Bhopal based regional office of the Indian Ministry of Environment
& Forests (MoEF)has now been shifted to Indian Council of Forestry
Research and Education(ICFRE).He is an Indian Forest Service(IFS) officer
of the 1976 batch who belongs to the Manipur-Tripura cadre.

Rear Admiral Anil Chopra Fleet Commandar Western Naval Command
has been moved to Delhi on promotion as DG Coast Guard. Rear Admiral
Cheema has replaced Rear Admiral Chopra in Mumbai.

list of Secretaries
Why don't the IRS(Customs) and IRS(Income Tax) Chairpersons
of the Board (CBEC and CBDT) appear in the list of Secretary equivalent
to the Government anymore in the latest list of secretaries to the Government
of India? Any special reason for this signal departure from past practice?

Two IPS officers killed in Mumbai
Two Maharashtra cadre IPS officers Hemant Karkare and Ashok Kamte belonging
to 1982 and 1989 batches respectively were killed in terrorists attack
in Mumbai.

Terror attack in Mumbai hits India
The terrorists attack in Mumbai on November 26/27,2008 had badly hit
India.
Rohit Bansal takes over as Treasurer of EGI
India TV COO and senior journalist Rohit Bansal has taken over as Treasurer
of the Editors Guild of India from former Financial Express Resident
Editor YC Halan. Bansal too has been Resident Editor of FE Delhi under
then FE Editor Sanjay Baru, for three years, before Baru shifted to
PMO and Bansal moved on to Rajat Sharma's India TV. Bansal has also
worked for Zee News, TV 18, and The Times of India.
India & UAE to sign revised air pact
The Indian Cabinet in Delhi on November 27,2008 gave its
approval for signing of a revised Air Services between India and United
Arab Emirates (UAE). This Agreement will supercede the existing Air
Services Agreement (ASA) signed on March 21,1989 between India and UAE.
The present ASA is based on the modern International Civil Aviation
Organisation (ICAO) template. The revised agreement signifies an important
landmark in the civil aviation relations between India and UAE. It has
the potential to spur greater trade, investment, tourism and cultural
exchange between the two countries.
SBI's Gopalakrishnan no more
K.R.Gopalakrishnan who was Assistant General Manager (AGM)
of the State Bank of India(SBI) in the International Banking Division(IBD),fell
victim to the terrorists' attack in Mumbai on November 26,2008. He was
considered to be quite close to SBI's Chairman cum Managing Director(CMD)
O.P.Bhat.
Three SBI officers escape
As many as three officers of the State Bank of India(SBI) had a providential
escape in the terrorists' attack in Mumbai on November 26,2008.They
are: Amitabh Pande,Indal Singh Same & Gurnani.They along with late
K.R.Gopalakrishnan had gone to dine in the Taj hotel,Mumbai
Ms Soumya Raghavan appointed IRAS Chief
Ms Soumya Raghavan, IRAS, GM/Central Railway has been
appointed as Financial Commissioner (Railways) & ex-officio Secretary
to the Government of India vice Ms. Sudha M. Chobe superannuating on
30.11.2008. She is 1972 batch IRAS officer.

Lt. Gen. R.k. Karwal is new DG, NCC
Lt. General Raj Kumar Karwal on November 28,2008 took over as Director-General,
National Cadet Corps (NCC) from Lt. Gen. Prakash S. Chaudhary who laid
down office after 40 years of distinguished service.
Commissioned into the Rajput regiment in December 1970, General Karwal
has the distinction of having raised the Human Rights Cell in the Army
Headquarters. He was India's Military Advisor in the Pakistan High Commission
during the crucial Operation Parakram in the year 2000.General Karwal
has wide-ranging experience of various high profile command, staff and
instructional appointments. He headed a Rashtriya Rifles battalion in
intense counter-insurgency operations in Jammu and Kashmir besides commanding
a Rapid Infantry Division in a strike corps. General Karwal later went
on to lead the Indian army's largest corps deployed on the most sensitive
portion of the Line of Control.General Karwal has won many distinctions
including the Sena Medal and Vishisht Seva Medal.

D.C.Jha who is Chief General Manager(CGM)Bharat Coking Coal Ltd(BCCL)is
number two in the panel for the post of Director-Technical in Eastern

The recent terrorists attack in Mumbai has badly hit hospitality &
travel industry in India.
Salary of SC and HC Judges raised
The Cabinet in its meeting held yesterday decided to increase the salaries
of Judges of the Supreme Court and High Courts. This revision has been
necessitated because of the increase in the salaries of the Central
Government employees on acceptance of the recommendations of the Sixth
Central Pay Commission. The Chief Justice of India will now get a salary
of Rs.1,00,000/- p.m. plus Dearness Allowance(DA) thereon. Judges of
Supreme Court and Chief Justices of High Courts will draw a salary of
Rs. 90,000/- p.m. plus DA thereon whilst the Judges of High Court will
draw a salary of Rs.80,000/- p.m. plus DA thereon. This will be effective
from 01.01.2006. 40% of the arrears of salary will be given in the current
financial year and the balance 60% in the next financial year. The Government
has also decided to double the existing limit of both sumptuary allowance
and furnishing allowance for all the Supreme Court and High Court Judges.
This will be effective from 01.09.2008.
Necessary Government order will issue after effecting amendment in the
relevant legislation.

to CCIT-I Mumbai & Ms.Usha Gupta CCIT-XI Delhi to DGIT (L &
R) Delhi. P.K.Dubey will CCIT-I Delhi will hold additional charge of
CCIT-XI Delhi. P.C. Chhotaray CCIT-I Mumbai will hold additional charge
of CCIT-XI Mumbai.S.S.P.Singh CCIT-X Mumbai will hold the additional
charge of CCIT-III Mumbai. Ram Singh CCIT-IX Mumbai will hold the additional
charge of CCIT-IV Mumbai.

Can't sit back and watch this condemning Act
1. How can any ship enter the coasts ? What is the efficacy of radar
tracking system & Coastal Guards? How can we not know the entry
of such huge vessels and that too with so much ammunition?

opportunists.Where do the citizens stand ?

This is not supposed to be a debate between the services.
What has happened in Mumbai yesterday, makes my heart wrench. People
are pointing fingers at the Home Minister. But what can he do when the
civil services is in a state of inertia; or let us say ill-equipped
to handle such situations.
Clearly this is a Himalayan failure of the Intelligence. Be it IB or
CID. All supervised by civil servants ( read IPS Officers) The Home
Secretary, an IAS Officer, probably has no control or competence. The
reaction is also unprofessional. While I have great respect and regard
for the slain IPS/Police officers why is it that we have to summon the
NSG from Delhi to tackle the situation? Why can't we have such response
forces placed in each and every state capital with a resolve of not
using them as bodyguards or in a routine manner.
And where is the Disaster Management Force ( under the Ministry of Home
Affairs) created with so much hype? They are not to be seen .. Atleast
I do not see them on the TV tending the injured.
The fact remains is-1) Civil servants are not doing their job 2) The
civil servants are not equipped/qualified/experinced to handle crisis
situations 3) 'Chalta hai 'attitude pervades the corridors of power
4) Most unfortunately, in the Government 'survivors' prosper and 'doers'
perish.
When will we change our attitude? Can we think about the country , for
once, and recommend changes without bringing into the rivalry between
the services. India of 2008 needs a professional civil service and not
'survivors'. Unless we reform, there will be many such Mumbais, Delhis.
Lofty schemes in health, rural development, tax collection etc will
fail woefully and mind you there is no gain in blaming the politician.

Need for strong sustained measures & tough anti terror/anti communal
law
The terrorist attack on Mumbai which is still underway is a brazen attack
on democracy and the collective national conscience which seeks to tear
apart the basic Indian fabric which we have nurtured since 1947 despite
all odds. It also exposes us on many fronts as given below :-
- lack of intelligence
- unpreparedness of law enforcement agencies to react positively
- unprofessionalism in taking the terrorists head on and in the process
getting uselessly martyred
- unprofessional style of crowd control/handling
- all officers seemed to be talking perennially on their cellphones
and their body language did not inspire confidence
- strong political leadership not visible
In such a scenario the time has now come to clearly send across a lasting
message regarding supremacy of the Constitution and total intolerance
to terrorists / communalists whose overt as also hidden agenda is to
demean the Constitution and thereby weaken the Nation. Politicians and
Bureacrats as also civil society will have to reorient / reshape themselves.
The slackness in public life will have to go. The time has now come
to enact strong Anti Terror and Anti Communal Laws.....

So long as jokers man the MHA, we will have this bureaucratic approach
to Terrorism. For the sake of this country please put in place good
experts in the right places in the MHA. People with no knowledge or
experience in handling terror are making our security policies. Keep

die. In Mumbai and elsewhere. Please position competent people in the
MHA.

Teach govt a lesson
The present Congress Government is shameless and spineless. I appeal
to the citizens of great India to wake up and teach them a lesson in
the coming election.

Armed personnel have more benefits
Officers in the three wings of army also get free food which is so much
in quantity the whole family could have feast. The food includes all
kind of stuff such as meat, eggs, milk, fruit and vegetables. Five to
seven eggs per officer should be suffice for a family of four. Armed
personnel are also not required to pay sales/excise taxes through military
canteens. It means no expenditure towards day to day household running.
Whatever they get in monetary terms is pure saving which is not available
to civil side. In addition, every officer gets butman who is supposed
to help officer to maintain his officer in terms of dress etc, but every
one knows it is a free servant at government cost not only during before
the retirement but after the retirement as well. If these things are
monetised the total emoluments will be really high in comparison of
the civilian side. It is well known fact that armed personnel definitely
have more benefits and savings. As long as term of duty is concerned
it is defined before one joins a service.

To all the persons who are waitlist for 1st floor-Type III(Lodhi Colony):
Persons who are waitlisted between 1-25 are aware that their number
for this area is not moving. The reason that the quarters are not vacant
is wrong. Many 1st floor quarters (type-III) are lying vacant. Only
the thing is they have not been brought into proper records to serve
the vested interests of the JE and other officials. The result is we
are the sufferers. Even the estate office officials do not want to reveal
how of these quarters are under repair and why these JE are taking so
much time. It seems we all will retire before it is allotted. But these
quarters are being misused by they JE and other officials at our cost
and delay in allotment. If possible you can also check up and kindly
bring it to notice of many other concerned persons.

Child Care leave
If a female employee proceeds on CCL who will do her work. Naturally
it will be transferred to some other male employee and if his wife happens
to be a housewife; what compensation the govt. ensures for that housewife.
Why should this housewife be penalised for a benefit that is going to
some other person. It is the duty of the family members of the working
women to take care of their children as the benefit of salary is going
to go to their family and not to somebody who wife is a housewife. This
introduction of deducting EL for a person availing CCL is a correct
decision as this facility was being misused rather than being availed
according to necessity.

The issue that child care leave can be availed only after all earned
leave is exhausted seems to be going against the intention and spirit
of granting of child care leave to lady government servants. Once all
the EL is exhausted, then what should a lady do if one requires leave
like attending to sick parents, for medical purposes etc. which are
outside the purview of child care leave? Does this imply that we have
to lie and take leave for other purposes giving it the garb of child
care leave. Probably this aspect has not been given adequate thought
by the concerned persons. It is requested that this anamoly in the latest
clarification of CCL be kindly rectified.

Rules parity
Provision for non-functional parity with IAS officers of two batches
junior has been implemented by GOI through respective revised pay rules
of IPS and IFS - see notes in the relevant rules. Inefficiency is apparent
in not making similar provisions for organised Group A services of the
Centre. It cannot be done through CCS (RP) Rules and needs separate
order as CCS (RP) Rules covers all civilaian employees of Govt of India.

Public interest Transfer or a tool of harassment in NIC
If you are an officer in National Informatics Centre (NIC) , Department
Of Information Technology , Government of India and not listening to
your bosse's illegal demands or not licking his boot or not favoring
vendors as per seniors or if you are more qualified than your reporting
officer , be careful. You can be transferred in the name of Public Interest
to any part of the country by people who themselves never got transferred
out of Delhi or State Capital where they are posted for more than even
20-25 years . NIC is in state of comma now and only thing that is happening
here is harassing its officers in the name of Public Interest Transfers
. No one listens to woes of such officers in NIC . many have approached
courts and their cases are lingering . NIC does not provide any information
about such transfer cases under RTI too.

STOP harassing officers of NIC
A Number of National Informatics Centre (NIC) Officers are victimized
for last several years by their controlling and reviewing officers who
damage their ACRs openly flouting the rules of writing ACRs and can
go to any extent in connivance with the NIC Administration and Personnel
Senior Officers . These are the sentiments of the following Bombay High
Court Judgment in Writ Petition (L) No. 1569 of 2008 on 11-9-2008 which
were quoted from the Tribunal :
"The respondents have ,therefore, not only flouted the normal rules
governing the writing of ACR and communication of adverse remarks, they
have remained silent and mute spectator to the tempering of the records
by senior and responsible officers who have reported and reviewed the
applicant's ACRs ."
"The Tribunal found that in the ACR pertaining to the year 1998
, there are serious interpolations and overwriting. "

Salute to Hemant Karkare
Death of Hemant Karkare whom I first met at LBSNNA in 1982 who
while leading police force from front to deal with terrorist strike
in Mumbai on 26th Nov and other valient officers is most tragic. Visuals
of his cheerful disposition even while wearing helmet and protective
shield to take on the heavily armed terrorists to save lives of hostages
will get permanently etched in ones memory. He was an officer of extraordinary
courage and character like his other colleagues who did not hesitate
to lay down their lives in line of their duty. While saluting the brave
officers and men of police force of mumbai who made supreme sacrifice
to protect the lives of hostages and offering condolence to their families
and families of others killed by the errorists one wants to ask howcome
the police officers were not provided sufficient intelligence and information
about the weapons and devilry of the terrorists so that they were fully
eqipped to meet the challenge and did not become sitting ducks.Those
leaders who had become extremely critical of ATF following its investigations
into Malegaon blasts should also do some introspection as terrorism
cannot be fought by following a selective approach and giving it religious
colour.
