Lt. Gen. RK Karwal is new DG, NCC
Lt. General Raj Kumar Karwal on November 28,2008 took over as Director-General, National Cadet Corps (NCC) from Lt. Gen. Prakash S. Chaudhary who laid down office after 40 years of distinguished service.
Commissioned into the Rajput regiment in December 1970, General Karwal has the distinction of having raised the Human Rights Cell in the Army Headquarters. He was India's Military Advisor in the Pakistan High Commission during the crucial Operation Parakram in the year 2000.General Karwal has wide-ranging experience of various high profile command, staff and instructional appointments. He headed a Rashtriya Rifles battalion in intense counter-insurgency operations in Jammu and Kashmir besides commanding a Rapid Infantry Division in a strike corps. General Karwal later went on to lead the Indian army's largest corps deployed on the most sensitive portion of the Line of Control.General Karwal has won many distinctions including the Sena Medal and Vishisht Seva Medal.

Salary of SC and HC Judges raised
The Cabinet in its meeting held yesterday decided to increase the salaries of Judges of the Supreme Court and High Courts. This revision has been necessitated because of the increase in the salaries of the Central Government employees on acceptance of the recommendations of the Sixth Central Pay Commission.
The Chief Justice of India will now get a salary of Rs.1,00,000/- p.m. plus Dearness Allowance(DA) thereon. Judges of Supreme Court and Chief Justices of High Courts will draw a salary of Rs. 90,000/- p.m. plus DA thereon whilst the Judges of High Court will draw a salary of Rs.80,000/- p.m. plus DA thereon. This will be effective from 01.01.2006. 40% of the arrears of salary will be given in the current financial year and the balance 60% in the next financial year.
The Government has also decided to double the existing limit of both sumptuary allowance and furnishing allowance for all the Supreme Court and High Court Judges. This will be effective from 01.09.2008.
Necessary Government order will issue after effecting amendment in the relevant legislation..

Renuka sanctuary to be a model: Mohinder Pal
A consultative meeting was chaired by Avay Shukla, IAS Additional Chief Secretary cum Principal Secretary (Forests) Government of HP, at Himalayan Forest Research Institute (HFRI), Shimla to discuss the finalization of Renuka Wildlife Plan and also to appraise the activities being undertaken by HFRI for the development of Temperate Arboretum and Botanical Garden (TABG) at Potter's Hill, Summer Hill (Shimla). Shukla said that a sum for Rs.120/- crores will be spent for the development of the Renuka wildlife sanctuary. Thus it is likely be one of the premier Wild Life Sanctuary, not only in Himachal but also in the entire Western Himalayan Region.The Renuka Wildlife Plan is a part of the Environment Management Plan for the proposed Renuka Dam to be constructed in District Sirmour by The Himachal Pradesh Power Corporation Limited (HPPCL). After deliberations the wildlife plan was approved in principle with certain modifications. Renuka wildlife sanctuary will serve as a model for the Conservation and maintenance of bio-diversity in other such protected areas, added Mohinder Pal, Director HFRI.Pr.CCF Vinay Tandon said that the TABG will serve as an important centre of germplasm collection from the temperate region and facilitate promoting conservation education among all sections of society.Potter's Hill has been rightly selected because it has the distinctive landscape of widely reputed natural beauty which naturally blends with the surroundings.It is also very near to the Shimla town and thus can become a potential tourist attraction.Other participants included Sh. Tarun Kapoor, IAS, Managing Director, HPPCL, Sh. Sanjay Gupta, IAS, Secretary Forests Government of HP, A.K. Gupta, IFS Pr. Mumbai is burning
The Mumbai fiasco has once again come sooner than later. This is the third major incident that has affected the metropolis. This shows the lackluster in the prevailing system. Our two major intelligence outfits have once again miserably failed is indicative. These organizations had earlier shown their merit (?) when terrorist had attacked Parliament House. Fortunately in the earlier days, in major incidents affecting the nation, the concerned central minister used to step down. The parliament was attacked when L.K. Advani was at his peak, handling home portfolio. Not only did he not resign, he never took any major step to mould the system in the right direction. Only crores of rupees were spent on upgrading the security of parliament house, its annexe and closing the portion of Talkatora road. Lately, his party is after the man who is supposed to be the master mind of this attack. But had Advani taken severe measures, it is sure such incidents would not have happened. The Director, IB; the Delhi Police Commissioner and probably the Home secretary should have been sacked and arrested for dereliction of duty when the epitome of democracy was attacked. But they continued to enjoy plush environments least bothered to whatever it may happen to the nation till it does not affect their skin.
In the present Mumabi episode, two senior IPS officers and one state Police officer of repute, apart from other men, have been killed. Why should the govt still not take stringent action against these erring officials like the Director IB, Secretary RAW (if external involvement is there), State police chief, the Chief of the Coast Guard (if they have definitely traveled by sea) and of course the Home Secretary so that the officials also should know their responsibility towards the nation and the public and also feel that their actions are always subjected to public scrutiny? This especially, when the terrorists are fully aware of the nook and corner of their targets which is indicative that extensive reckie had been conducted by them before actually executing their plan.
Last but not the least, where is Lalu Prasad Yadav or other Bihari leaders who had made big nuisance when the so called Anti North Indian (read anti bihari) attacks was riding Mumbai. Not a word of solace to the Mumbaikairs from these leaders?

Mumbai terror attack - counter offensive should be exemplary
"Eet ka jawab pathhar se" is an adage which is apt in the present circumstances. Operation Black Thunder was only a reaction to a particular action. However the Mumbai attack was actually a brazen and resounding slap on the face of our country. It was a slap on the face of every Indian and a slap on the face of Democracy. The reply to this has to be swift and befitting. If LET is involved then we should strike back with all our might and fury on the LET bases and hideouts/safehouses across the border. The complicity of the neighbouring country direct or otherwise also needs to be probed and required action to be taken. For once we have to show the world that we are not spineless. This I feel is the cry of every right thinking Indian......

It's a carnage
What happened in Mumbai is a carnage. A carnage carried out with precision planning. A posse of terrorists just walks into the heart of a city, saunters into hotels, stations, hospitals, and takes away innocent lives. It does not matter whether the victims were rich or poor, it should not matter whether the terrorists were from X community or Y community. A terrorist is a terrorist is a terrorist irrespective of his colour, race, religion, creed or nationality.
The primary responsibility of Government is to provide a safe environment for people to work and achieve their aspirations. Any failure on this count needs to be addressed with the urgency that it deserves, without diverting attention to religion, nationality and political affiliations.
It has been over a quarter of a century since the nation witnessed a real people's movement. Most of the public is pre-occupied with earning their three meals, or their three millions. If only we could find a few who would forge a positive movement, the martyrdom of our policemen would be vindicated. It is time to rise as a nation, as a people.

This is very very unfortunate for our Security. Neta Log whether Congress or pro-POTA BJP, please don't make allegations on each other. Worst enemy of India has always been from within
When Nadir Shah of Persia attacked Hindustan, the Mughal emperor sent Nizam ul Mulk to negotiate with him. Nizam ul Mulk [who was viceroy of the Deccan and went on to later found the Asaf Jah dynasty in Hyderabad (the Nizam's dynasty)] was a skilful negotiator and Nadir Shah was persuaded by him to accept Rs 20 lakh as indemnity and leave Hindustan. Another noble, jealous of the successful negotiation by Nizam ul mulk, went to Nadir and told him the indemnity was too low, and that much more should have been asked for. What followed was a carnage in Delhi by Nadir Shah with its attendant horrors. The worst enemy in the history of India has always been from within. Even today, as it is becoming increasingly clear that there is a continuous dastardly attack on our democracy and its values by interests inimical to our country, the need of the hour is to display unity rather than quibble on narrow caste, creed, religion, region and language for narrow, crass political gains and political one upmanship. We must have a strong leadership, resilience, faith and constant vigil and ensure systemic changes to obviate recurrence of the dastardly acts. We must speak in one voice and act as one nation.

My heart is throbbing with sorrow and pride at the sacrifice made by our three brilliant police officers! Our officers in the police do not lack in daring, skills, training, aptitude and training-it is the jaundiced political leadership which turns to naught the best of resources. Once the political will is made firm and clear, the national interest put above partisan politics, we will see the end of such brazen attacks. We the people will have to decide not to permit the political class make a mockery of the institution of Democracy.

We should stop blaming others for our failures
It is high time now we stop blaming others for our failures and criminal negligence in protecting our people. Government is not governing. Every political party and even individual politicians have created their communal, religious, caste, sub-caste sub-caste of sub-caste constituency and is nurturing it to retain /grab power. Politicians, do not blame anybody. Be Indian. guard India. Enemy cannot become friend. Shed this illusion. By blaming Pakistan for all that is happening in this country you are giving clean chit to Indians who are involved/or helped these incidents. Public is not fool. Sooner you know this better. Arms cannot be smuggled into the country without connivance, or negligence, of some black sheep (all religions) in our security and para military forces. They get themselves recruited by paying lakhs and then make good that. In Delhi, police is busy in collecting money from bus owners, etc. on the roads even in front of Parliament house, or from shop keepers who encroach upon roads and public land. They have no time to ensure safety of the citizens through vigilance. Terrorists can blast at the time place of their chosing. God save our people.

It's a result of lax attitude and lax laws
Two quick points on the terror attacks in Mumbai. One, the political leadership can be blamed for a lax attitude and lax laws for dealing with terror due to their vote bank politics but not for the lack of intelligence, professional incompetence and ground level leadership on display there. The only questions to be asked are: Why do heads never roll in our security establishment? Why are the NSA, DIB and the RAW DG never sacked inspite of multiple disasters? Is creating dozens of new posts of DGs the answer as this government seems to think? For that matter, Why was no army top brass sacked after the disaster that was Kargil. As long as we continue to pussyfoot around national security issues and refuse to take pragmatic decisions on placement and firing of officers, such disasters will continue to unfold. And for god's sake the chiefs of anti terror forces are not meant to be on TV, as in Britain they should be anonymous by law and at best known by acronyms.

Our anti terror machinery is sluggish
Now will start sessions of hot debates on every possible mode of media to post mortem the Mumbai attacks but by just ignoring one simple fact. Our anti terror government machinery is just not geared up to deal with these situations, not because they do not know how, but they are not allowed by their unprofessional political bosses and high headed officials to act in a professional manner. Situation will remain so till we have devoted and purely professional personnel controlling such situations. I personally knew Kamte and its a matter of national loss that people like him are lost in such undesirable manner. Our response, our logical thinking to deal with such matters is still at hostage with some unprofessional babus who perhaps never even seen how a bullet zip past your head.....so they will never understand. Loss of people like Karkare, Kamte and lots of them have really exposed the system of ours which provides dozens of personnel to protect a third rate party hopper politician but fails to take care of real requirements.

A salute to UPA Government
I salute the UPA Government for its courage and strength. Despite so many attacks on innocent people they have managed to clung to their seats of power and their right to governance. Soft state attitude must go
It is about the great loss of life in Mumbai and loss of face of a well guarded country which fails to guarantee the life of its citizens and guests. My poser is when ordinary citizens could raise eyebrows about un usual movement of Inflated Plastic boats, What the Indian Customs were doing? What the Indian Cpast guard doing? What the IB doing? Everyone have been claiming a yeoman job and pushing for higher status in GoI and claiming higher pay. I think those responsible should seek immediate voluntary Retirement. Soft state attitude must go. This is possible with Young leadership at all level and proven ability.

MPs and five-star hotels
Staying at 5 star hotels is nothing new for MPs. These MPs were part of Parliamentary committee. As is the practice, members of such committees are put up in 5 star hotels by the organisation which the committee was visiting. This is true of almost all the Parliamentary committees. People can use RTI to check up this fact and the expenditure for accommodation and other expenses incurred on such committees.

I would like to thank the gentleman who is saying armed forces get free food and other privileges. Thanks for this motivation. I certainly don't know his age but would like to ask him if what he is writing is true. Would he like to join forces and if beyond prescribed age would he like to send all his children to join armed forces? If not, then should not put rumors. If with 20 gram per day entitlement whole family member can have food than kudos to him. We need such people in this nation of this population. Its easy to spread rumors than to know reality.

If women are so conscious about child care, resign and sit at home. You can take better care of your child. Why take the Government for a ride. After all it is your child and government had no role in your child birth so why should the government be involved in child care.

Government's volition - child care leave
Female Government employees never expected such a wonderful gift like Child Care Leave (CCL). Pay Commission had very kindly understood the need for CCL and had recommended for availing it unconditionally and subsequently endorsed by the Govt. of India. Employees like me, who was preparing to seek voluntary retirement to take care of her teenage daughter (8th standard child), CCL served the purpose and saved the job. Why now DOPT has took such a harsh view by withdrawing the gift by putting condition of exhaustion of earned leave first. Did they think over as to what would happen once ELs are exhausted and the employee need to meet emergent domestic problems, like taking care of ailing aged in-laws, spouse, attending other domestic functions etc? Could CCL be availed for attending to these problems? DOPT's clarification seems to be a decision taken in haste and against the spirit of 6th PC recommendations. This is injustice - giving gift one day and
asking it to return the next day. I with other female employees request the DOPT to kindly give a second thought to it."

Neglected old age homes of Delhi government
This is a human interest news item based on my personal experience. I am blogging this entry , for a change ,and for leisurely introspection by the viewers. I find that, of late, such human interest stories have been altogether eliminated from this website (in favour of some mundane news items), I had recently made startling revelations on this website about some senior civil servants of GOI whose parents have been deserted and left to the care of privately managed old age Homes. After having covered several private Homes, I wanted to access the Homes managed by the local bodies of NCT, Delhi. My experience with the NDMC managed old age home at Netaji Nagar, New Delhi (ironically named Sandhya), was most pathetic and shocking. Even though ,I was not permitted to personally meet the inmates( some as old as 85) for fear of expose, my findings based on clandestine interactions with some of them ( on condition of anonymity) could serve as a full-fledged charge-sheets against those who manage the affairs of this new avatar of Tihar jail! There is no feed back mechanism in place to get the independent views of these so-called senior citizens about the malfunctioning of their old age home. Strangely, a strict watch is being kept by the management on the movements of the inmates both within and without the building. The pliable inmates are the favourites of the management for out of turn favours. The financial irregularities need auditing by the Statutary Audit. The Chairman NDMC and his callous and corrupt subordinates are totally insensitive to the plight of the inmates. Regrettably, LG, Delhi and the CM Delhi (who, themselves, are senior citizens)have no time to spare. As a result, the corruption is galore in all departments of Sandhya. Musclemen have been hired in the garb of outsourcing to gag the protesting inmates and even beat them physically. The most disturbing facet came to light when a Sikh gentleman was not permitted to visit the Gurudwara on the occasion of Guruparv recently! Things might come to a flashpoint sooner than later. Is this not violation of Human Rights? Will Ms Sonia Gandhi, the Prime Minister, LG and CM NCT, Delhi(All senior citizens)please order an inquiry into this messy affair and bring the guilty to book. How can we treat senior citizens with such contempt and allow the corruption to continue beyond the grave?

Clarifications required
We have applied for LTC advance to visit NE in lieu of Home Town for the block year 2006-07 within the grace period ending 31-12-2008. The sixth pay commission vides OM No. 31011/4/2008-Estt. (A) dated 23 rd September, 2008 has allowed air travel for officers having grade pay 5400 and above on tour/transfer or LTC. The finance ministry vide OM 7(1)/E.Coord/2008 dated 14 th November, 2008 has directed that the LTC travel by air on Cheapest Economy Fare will be allowed. In this regards clarifications on the following points are requested.
1. Whether the cheapest fare means the lowest fare of Economy Class among the airlines or it is the Flexi fare type air ticket.
2. How to book the tickets if the flight timing of cheapest fare does not suit to the individual.
3. For LTC travel to North East vide O.M. No. 31011/4/2007-Estt.(A) dated 2nd May, 2008 and subsequent clarifications dated 14 th May, 2008 in which Full fare will be admissible to the categories of employees indicated therein. In this connection whether the cheapest economy fare is also applicable for LTC to NE.
Necessary effort may be done towards its clarification from the issuing authority.
