Last resort for CBI !
Now we have the CBI taking credit for SMSes to the public as the way to combat corruption. For an agency that has little to speak for its final successes, other than for a bunch of low-level employees, this is the last resort. Which self-respecting officer will now take a decision on any proposal if he knows his own PA or Group 'D' may send an SMS to the CBI? I know I wouldn't and I shan't! Am I then anti-development or plain inefficient and eligible to be charge sheeted ? Do I need to have the CBI for a conscience keeper before I decide on using my powers? The CBI does not have the capacity nor competence to sift between a truth and a lie. Should governance suffer because of the CBI's incompetence and impotence? The CBI accepts its infirmity in getting information on corrupt officers from its own sources, notwithstanding its large HR strength. It also presumes that all officers, barring those of the CBI, are evil and thus violates the fundamental precept of law, i.e. a man is innocent unless proven guilty!

DOL in news
Department of Official Language (DOL) under MHA is in the news again for wrong reasons. Statutory Audit is already conducting audit into the irregularities committed in expenditure in connection with the "Hindi Divas". The DOL is in doldrums. The post of Secy( OL) has been lying vacant for over a month. Joint Secretary (OL) has been perennially on tours and retiring in Nov 2008.An RTI application is being filed seeking information about the number of tours undertaken by JS(OL) during the past 2 years. In the absence of JS (OL) always on tours, the department is being run by private secretary to JS (OL). All officials in the department are frustrated and demoralised.

Public bail-out package to neutralise private sector losses
1956 Resolution envisaged commanding heights of economy for Public Sector. This was followed by nationalisation of private banks by Mrs Indira Gandhi. So far so good! Then came the phase of liberalisation and globalisation resulting in disinvestment and privatisation. Mixed economy was replaced by Capitalism. Credit crisis created by US banks had its ripple effect on India. The GOI has announced bail-out package to aviation sector by effecting 5% custom duty cut on aviation fuel. This concealed subsidy will mostly help the major private players. Next to follow is the real estate sector. What national interest is served by putting further strain on public exchequer. Assembly followed by general elections are around the corner. Can such bail out subsidy to private sector be without a quid-pro-quo? It is anybody's guess!

Absence of justice under present regime
In situ promotions for 1975 batch of IAS has already been given as Secretaries. Now the same as Additional Secretaries to the 1978 batch of the most favoured service. Let all other service officers who are empanelled go around with a badge 'I am in the Panel' and retire. Who cares-certainly not the Cabinet Secretary who is only for and of the IAS.1972 batch officers are waiting in other Group A services to be adjusted as Secretary. There has been absence of justice totally in the regime of Dr. Manmohan Singh to all other specialist services. It has been most disappointing to see him totally enslaved by the IAS. Is there light at the end of the tunnel for empanelled officers of other Services before the present government goes?

Breaking the country ?
If somebody advised Ms. Mayawati to offer the Hindi Film Industry to move their base from Mumbai to NOIDA and offer all nationallized banks (including RBI & SBI) and petroleum sector PSUs to move their headquarters in view of the 'Mumbai mere baap ki hai' then she would go to the top and the economy of the Mumbai made to crumble. Lazy and unkowledgeable people with regional affiliation are trying to break this country.

Political parties hardly have any vision for the country
I won't be surprised. But I have my own doubts. The BSP in its present form is a Corporate body with one CEO. It is based on caste and group interplay and is devoid of any composite ideology except branding people in different caste and community groups with a lollipop of reservation and freebies with no long term vision except amassing wealth for the leader. Unfortunately all other parties too hardly have any vision for the country. The BSP is a single leader party. But, the Congress, and various other regional parties, whether in power or out of power, are increasingly getting into a dynasty mould. One common factor is that all of them are facing threats of elimination and short lived governance. At the moment it may look like advantage Mayawati. So let us wait and watch for how long the Mayawati's shrewd magic continues. The country seems to be devoid of any genuine leadership with a long term vision .
