Obama to Mayawati
The end of the first decade of the 21st century may well herald a new era of the rule of the underdogs.
Obama's entry into the White House as the 'undisputed' most powerful individual on earth (Next only to God ) may well fire the imagination of the underprivileged / depressed classes in India to vote Mayawati as the next incumbent of 7 Race Course Road.
Despite apprehensions Mayawati may well prove to be the harbinger of not only a much needed social change within the country but may also be instrumental in a phoenix like rise of India as an economic superpower from within the recession hit world economy.
If not anything Mayawati will at the least debureaucratize the bureaucracy with it's hierarchical class (caste)system and suppression of lowly placed services by the higher services....

NIC is an instrument to bring transparency
NIC is computerizing central & State Government departments and is an instrument to bring transparency in the Government department through Computerization and E-Governance. If we have a look on the affairs and working of NIC, Dept of Information Tech, one will find that it is full of irregularities and Govt norms and procedures are not being followed by decision makers in NIC. Following are some of the highlights
o NIC if getting the fund in the paid project head by various state government but never provide the statement how this fund has been utilized and in most of the cases State government is finding difficult to work in association with NIC.
o No criteria/guidelines has been formulated for the officers who will head the office. e.g. Head & SIOs. These Head and SIOs works in Hippocratic manner and do not follow any government rules and procedures.
o The Heads and SIO's are not fearful to government procedures / rule/Law to the extent that they are not obeying the orders of Courts, CAT, CIC.
o Even after 30 years of existence NIC is not having its transfer policy even after High Court Directive.
o There is no criteria for promoting the officers. Most of the officers are at top do not possess the pre requisite qualification and work experience.. These officers are not having any IT related proper and regular professional degrees although NIC claims to be a premier IT & S&T organization. These officers have never shown any interest in research and development. Even without having the required field experience they are promoted under FCS policy.
o Forget about the normal employee even Heads/SIOs are not aware of their roles, responsibility and duties. No organizational hierarchy is being maintained nor there is proper allocation of work .i.e. target and achievement.
o NIC is truly acting as No Information Center (NIC) as it is deliberately and intentionally bypassing the RTI act and the order of CIC and not providing information to the various applicants.
