Chief Vigilance Commissioner Pratyush Sinha's emphasis is on improving
the system. Sinha, who is an IAS officer of the 1969 batch & belongs
to the Bihar cadre told <whispersinthecorridors.com> that efforts
were being at all levels to have greater transparency in official working.

Deepak Kumar Panwar to take charge today
Deepak Kumar Panwar, an IAS officer of 1974 batch from Andhra
Pradesh cadre, is going to be next Chairman and Managing Director (CMD)
of the Food Corporation of India (FCI).He was relieved by his parent
state on Tuesday afternoon. Panwar will assume his charge on November
5,2008.He succeeds Alok Sinha who had superannuate on October 31,2008.So
far he was Special Chief Secretary & Chief Commissioner of Land
Administration with the Andhra Pradesh Government. Deepak Kumar Panwar
has a vast experience of more than six years in food management at the
State level, in various capacities such as Commissioner Food and Civil
Supplies, Secretary Food & Civil Supplies, Chairman Civil Supplies
Corporation, Director Civil Supplies and Collector in East Godavari
District, which is the most important district in Andra Pradesh for
procurement of rice. It is expected that the said experience will help

Help of private pilots to be taken for surveillance
As the grapevine has it , chosen by the Directorate General
of Civil Aviation(DGCA) will be starting process for trained & qualified
pilots of private airlines who will be approved to examine flights as
"flight inspectors". This will be done keeping in mind different
types of aircrafts that are there with various airlines. As against
12 posts there are only four flight inspectors.

Obama welcome, Mayawati too is welcome
Obama is welcome. For that matter, Mayawati too is welcome, if it
could give confidence to socially backward people. But reg. economic
uplift of the country, country had progressed when Mayawati was nowhere.
No individual is indispensable. The Nation will go on even after Mayawati.
The backward class must take pride of being Chief Ministers/PMs but
then they must not set examples like amassing wealth for personal fortunes.
How come that a teacher has become so rich by faking that people have
given donations. And must not be forgotten, that Even Mayawati would
not have become CM without the blessings of so called upper caste e.g.
Brahman-Mishraji.
She is not even capable to give an unwritten speech. She gives speech
reading Hindi, which is her mother tongue and she belongs to Hindustan.
What a joke, she will have an economic facelift of the country. She
will have only her ecoomic facelift. She only knows how to grab power.
Look at the difference between backward class leaders-Most respected
Dr. Ambedkar, Jagjivan Ram and Kanshi Ram and other politicians and
saints who made sense when they gave their speeches and worked sensibly.
Unlike Raj Thakre's type slogans- come on backward classes and have
your CM/PM. It is Dadagiri which is preached by Mayawati, may work for
sometime, but ultimately is not in favour of what we say as Nation and
Nationality. If Backward classes are so obsessed to come to power, just
look at most backward among them. Why do not the privileged ones let
the benefits filters to the most deserved in backward classes. By just
getting, their income limit increased, they have only deprived the most
backward persons. A politician, An IAS or any other Class I Officer,
or a big businessman want reservation and do not want it to percolate
to the most deserved and deprived section of the backward society. The
logic being that for centuries they have paid for their backwardness.
And, therefore, it is now their turn to limit the benefits to themselves
only and not let it percolate it to the most backward. They just cry
foul in everything but not with the greed that the benefit must accrue
to them even at the cost of still deprived OBC/SC/ST category. I have
yet to see an SC/STs/OBC who have denied the benefit for their fellow
beings and have advocated the benefits for the most backward in these
categories. OBAMA is welcome, so is Mayawati, Chief Minister of U.P.,
as Prime Minister of India, so long she has the guts to correct this
malady also. By the way, is OBAMA becoming just because of his ethnic
character? Or by his qualities of a reasoned leader instead of a seasoned
leader like Mayawati who is exploiting Backward classes for his ambition
of becoming most powerful women of India (Next to Goddess- "Durga").
What a inferiority complex, she should first become a reasoned leader,
instead of seasoned. There are already many and have not become PM.
She has, of course, taken a right step by not crying while speaking,
giving adequate pauses in her speech (well tutored) but sounds dubbing
of script, written by somebody else. And Now giving comments almost
everything about India- even economics.

Need to start talking to Obama's foreign policy
On October 12, 2008, I had forwarded an op-ed by Ambassador G Parthasarathy
which had expressed some concerns about the future of India-US relations
if Barack Obama wins the US presidency on November 4. He had cautioned
that while the Bush administration supported India's efforts to improve
relations with its neighbours, a Democratic Party administration would
be inclined to be somewhat more "intrusive."
What form this "intrusive" behavior on the part of the US
may take is now becoming somewhat clearer. In an interview broadcast
on MSNBC, Obama suggested that his administration would encourage India
to solve the Kashmir dispute with Pakistan, so that Islamabad can better
cooperate with the United States on Afghanistan.
In an article published in the INDIAN EXPRESS, Professor Raja Mohan
quotes Obama's observations:
"The most important thing we're going to have to do with respect
to Afghanistan is actually deal with Pakistan. And we've got to work
with the newly elected Government there (Pakistan) in a coherent way
that says, terrorism is now a threat to you. Extremism is a threat to
you. We should - try to resolve the Kashmir crisis so that they (Pakistan)
can stay focused not on India, but on the situation with those militants".
India, says Professor Raja Mohan, entirely agrees with the first two
elements but should strongly object to the third. He goes on to explain
why American intervention on the Kashmir issue will make things worse
not better.

It's too early to say whether Obama, if elected, will pursue a destructive
policy that will clearly set back the tremendous gains achieved in US-India
relations since the final years of the Clinton presidency. However,
friends of India in the US including the Indian American community,
and especially all Indian American members of the Democratic party,
need to start talking to Obama's foreign policy aides from November
5, if Obama is elected president of the United States tomorrow. They
should begin by forwarding the Raja Mohan article to Obama's foreign
policy aides plus their Senators and House Representatives.

A realistic approach
I am surprised to read your observations on the stock market and economy.
A realistic approach and contrary to what experts in and outside government
have us believe!. Inflation is a bigger concern as it is automatically
inclusive! Yet the stress is on growth and liquidity! Opposite to the
approach of the former governor! Now we should wait for inflation to
be above 15% and us$ above rs. 55! So what if 98% of people have negative
taxable interest income FDs and Provident funds ( eet!)! We need to
bother only about the greedy investors who lost in the stock market
even if only 2% aam aadmi invest in stocks!

It is time for soul searching
Is it worth our while to blindly ape the west (read USA)? We have
been adopting the western economic model for close to a decade and a
half now and the only reason why we are not in the mess that Pakistan,
Iceland et al are in is the ex RBI Governor who was a cautious man.
We are following western culture (or lack of it) more and more and seem
to be giving up on our core Indian values. This is particularly true
of the rich and the (so called) famous. What is happening to our families,
our cities and towns, our people- greed, avarice, western life styles,
decadence, dissipation, rising divorce rates, breaking up of families,
aping the west and ridiculing the age old institutions of marriage and
family, selfishness-do we want more of the same? It is time for us to
do some soul searching. Ours is a civilisation which is at least five
thousand years old. Is it wise to turn our backs on it and ape the west
which worships only mammon and lives only for selfish ends? Consider
the American example- the parent-child bond is non existent, where more
and more children are born out of wedlock and are uncared for by the
parents and are indeed abused (old parents are uncared for in return),
where divorce is the norm, deviant behaviour is considered normal (after
all most of the settlers in the US consisted of convicted felons), the
institutions of marriage and family are practically non existent- what
has the civilisation (if it can be called that) given the world apart
from crisis after crisis? Examples- the impending recession the likes
of which have not been seen before by the world brought onto the world
by the greed of Wall Street, a catastrophe in Iraq and Afghanistan,
the AIDS pandemic, you name it. Is it worth our while to emulate that
model? Is it not time for India to cogitate on the model we are following?

Ministers' Dadagiree
As per media report, a senior IPS officer of Bihar was transferred from
Gaya to Patna for his refusal to dance to the tune of Bihar minister
for UD .The intrepid police officer's investigation had revealed minister's
complicity in the murder of a Bihar MP in 2005. The IPS officer refused
to change his report and even refused to present a bouquet to the minister
because of his criminal background. The officer was summarily transferred
to Patna. Not to lag behind, now even a Union Minister (from Bihar)
on Monday night slapped the manager of a private Airline at Patna. The
plane had taken off without the minister due to his late arrival. Both
the ministers are guilty of criminal misconduct. Strangely and sadly,
the Chief Minister of Bihar and the de jure Prime Minister of India
, instead of taking strict action against the delinquent ministers,
have refused to react under compulsions of realpolitik! They are not
only toothless but gumless too! Do we deserve such politicians and their
political parties in the impending General Elections ? Let us introspect
before casting our votes.
