Why the Government of India (GoI) has failed to appoint a full time
incumbent as Secretary AYUSH? This question is doing rounds in corridors
of power.

K.N.Shrivastava tipped to be DG ,ASI
As the grapevine has it K.N.Shrivastava Joint Secretary in the Ministry
of Civil Aviation is tipped to be new Director General(DG)of the Archaeological
Survey of India(ASI).Shrivastava is Karnataka cadre IAS officer of the
1978 batch & is already empanelled with the GOI for posting as Additional
Secretary at the Centre.
AK Rana is Regional CCF,Bhopal
AK Rana on central deputation has been posted as Regional
CCF Bhopal. He is an Indian Forest Service (IFS) officer of the 1980
batch who belongs to the Manipur -Tripura (MT) cadre.
Anshuman Yadav to join NSG
Anshuman Yadav is joining the Special Protection Group (SPG)
as SP. He is 1998 batch IPS officer of Madhya Pradesh cadre.
A.P.Joshi's successor yet to be decided
Successor of A.P. Joshi Principal Secretary Rural Development ton the
Karnataka Government is yet to be decided. Earlier,name of Ms.Sobha
Nambisan was in circulation as successor to Joshi.However,on November
5, 2008 she was appointed Principal Secretary, Planning and Statistics
Department .It may be stated that Joshi on Central deputation was appointed
as Additional Secretary, Department of Atomic Energy in the vacancy
of V. P. Raja, IAS (MH: 74) (Retd.). Joshi is an IAS officer of the
1978 batch.
Is there any link of DMK with SR Rao's appointment?
Is there any link of DMK with SR Rao's appointment as Additional
Secretary & FA in the Information Technology (IT) Ministry? This
question is being discussed in corridors of power because Rao who is
a Gujarat cadre IAS officer & had lost out in race for the post
of Director General(DG) Shipping to her batch mate Ms Lakshmi Venkatachalam
of the Karnataka cadre ,has got a posting in such a Ministry that is
being looked after by a DMK Minister A Raja. Even Shipping Ministry
is with TR Baalu, Indian Minister for Shipping, Road Transport and Highways
who too is an MP of the DMK.
Why did the Indian PM meet entrepreneurs?
Why did Indian Prime Minister Dr. Man Mohan Singh meet top
industrialists of India recently? This question is doing rounds in corridors

for Mid-January 2009. He is little worried about MoUs. . . B'cause again

Deepak Kumar Panwar, an IAS officer of 1974 batch from Andhra
Pradesh cadre, has assumed the charge as Chairman and Managing Director
(CMD) of the Food Corporation of India (FCI)on November 5,2008.He was
relieved by his by his parent state on Tuesday afternoon. He succeeds
Alok Sinha who had superannuate on October 31,2008.So far he was Special
Chief Secretary & Chief Commissioner of Land Administration with
the Andhra Pradesh Government. Deepak Kumar Panwar has a vast experience
of more than six years in food management at the State level, in various
capacities such as Commissioner Food and Civil Supplies, Secretary Food
& Civil Supplies, Chairman Civil Supplies Corporation, Director
Civil Supplies and Collector in East Godavari District., which is the
most important district in Andra Pradesh for procurement of rice. It
is expected that the said experience will help him in discharging his
duties to the satisfaction of the Government of India(GoI).
Cabinet Secretariat raise objections ?

to the proposal of two senior Railway officials Vivek Sahay and Deepak

Capt. KS Nair elevated as Director in SCI
Capt KS Nair has become Director Bulk & Tankers(B & T) Division
with the Shipping Corporation of India(SCI). Hitherto, Capt Nair was

& ISPS divisions. The slot was lying vacant for the last year and
a half.

A bureaucratic reshuffle is on the anvil in Maharashtra soon. The state
government had affected certain changes of senior officials in the state
on Tuesday, November 4, 2008.
Net direct tax collection up
Net direct tax collections during first seven months
of the present fiscal (up to October 2008) stood at Rs.166,905 crore,
up from Rs.128,864 crore, registering a growth of 29.52 percent. Growth
in Corporate Taxes was 33.49 percent (Rs.105,174 crore as against Rs.78,785
crore), while Personal Income Tax (including FBT, STT and BCTT) grew
at 23.14 percent (Rs.61,433 crore as against Rs.49,890 crore). The momentum
of growth in direct taxes could be maintained, despite present global
financial crises / recession and its resultant impact on the Indian
economy, mainly on account of a shift in the tax collection strategy
of the Central Board of Direct Taxes (CBDT) towards improving the tax
deduction at source (TDS) mechanism and encouraging better tax compliance,
reflected in growth of 35.78 percent in TDS and 52.76 percent in self-assessment
tax. Growth in Corporate TDS was 48.2 percent at Rs36,004 crore as against
Rs.24,293 crore in the same period last year. Despite substantial tax
relief allowed to individual taxpayers in the Union Budget 2008, growth
of PIT TDS was 26 percent at Rs.38,868 crore as against Rs.30,845 crore
in the same period last year.Growth in corporate TDS above 48 percent,
growth in Fringe Benefit Tax (FBT) above 47 percent and growth in dividend
distribution tax above 48 percent indicate continued strength of the
Indian economy. Growth in Securities Transaction Tax (STT), however,
at minus 1.60 percent was reflective of humungous erosion in values
of stock markets transactions. Despite lower advance tax payments by
certain sectors such as real estate, infrastructure, cement, automobile,
power, textile and downstream oil companies, advance taxes recorded
positive growth in mining, mineral, metal, engineering, Indian banking,
telecom, IT, pharma, and consumer goods sectors.

It seems that the Tata group of companies being headed by
noted industrial tycoon Ratan Tata are sitting quite pretty in the era
of global economic melt down. As the grapevine has it, the Life Insurance
Corporation (LIC) has invested a whopping amount of Rs.2500 crore in
different companies of Ratan Tata.
BSNL to revise tariff plans
BSNL is planning to revise tariff plans of Broadband connections.

Manager V P Dani was transferred from Nepal to Bhopal in August. V P

System will survive all
There can be no two opinions that our system needs to be strengthened.
It has been ruined to an extent where cabinet ministers are taking opposing
stands in public, even fairest government decisions are upturned by
so called quasi-judicial authorities comprising of not 100% impeccable
service records, individual officers are tracked & hunted for daring
to act under the law, those favouring systems strengthening are marginalized
and those who should have been shown the door are shown undue favours
and given undeserved awards. The situation is not far off when ugly
scenes will become common sight in transferred officers refusing handing
over/taking over new charge and charging at each other-something happening
in some quarters at state levels/central field formations levels. Postings/promotions
are being sold/ purchased freely. To stop further decline of this ailing
system, we must not allow, under the authority of the legislation, any
lame duck government like the present central government to make appointments
to top positions like the Election Commission Of India, High Courts/
Supreme Court, Cabinet Secretary, Secretaries to the Government of India,Heads
of Autonomuos organisations, Members or Chairpersons of Committees/Councils
etc.
All those desirous of strengthening rule of law against the present
rule of individual(s) must speak out!

Contracts are being awarded in Government Departments without floating
tenders specially in oil PSUs and their subsidiary. A vendor whose technical
and financial capabilities are under doubts has been awarded a contract
worth few crores without proper tendering .

IRS clarification regarding transfer policy
Congratulations to the Ministry of Finance for issuing a circular
saying that the transfer policy will be implemented without exception
from now on. This is a result of the feedback on the Whispers that the
policy is being implemented selectively. All IRS officers are hoping
that the Government will implement the policy in full, including the
North India clause of max stay of 16 years in service; the maximum 8
year clause for Delhi [since only 1 cycle is allowed in full career
in Delhi]; the non-operation of health clause; the child education "clause";
the UP IAS "clause"; the "clause" under which postings
of officers were changed last time within days; the "clause"
under which posts are diverted from one city to another' the "clause"
under which the seniority is factored in selectively instead of the
country as a whole. Is that enough feedback or do we need to give more
information to make the government implement the transfer policy fully.
All of us fully support the idea of full implementation. We hope that
the new SO / Director are reading this.

by a high powered Economic Advisory Council headed by Prof Tendulkar
with a plethora of economists. Dr Montek S Ahluwalia and P. Chidambaram
are already advising the PM. And now, lo and behold, Prof Raghunathan
Rajan another IMF trained economist has been appointed as the Economic
Advisor to PM ( with Secretary rank) adding further strain to our economy.

Where are we today?
How did one survive growing up in the 70's, 80's and 90's?
We had no seatbelts, no airbags and sitting in the back of a truck was
a treat
Our baby prams had the most gorgeous lead based colours
No such thing as tamper proof bottle tops
Opening kitchen cupboards was a breeze
as safety locks were unheard
off
Cycling was like a breath of fresh air
No safety helmets, knee pads or elbow pads, with plenty of cardboards
between spokes to make it sound like a motorbike
When thirsty we only drank tap water, bottled water was still a mystery
We kept busy collecting bits & pieces so we could build all sort
of things
and we were fearless on our bikes even when the brakes
failed going downhill
We were showing off how tough we are, by how high we could climb trees
& then jumping down
.It was great fun
.
We could stay out to play for hours, as long as we got back before dark,
in time for dinner
We walked to school, or sometimes we even rode our bike.
We had no mobile phones, but we always managed to find each other
.
How? No one knows
We lost teeth, broke arms & legs, we got cuts and bruises and bloody
noses
. nobody complained as we had so much fun, it wasn't anybody's
fault, only ours
We ate everything in sight, cakes, bread, chocolate, ice-cream, sweet
sugary drinks, yet, we stayed skinny by fooling around.
And if one of us was lucky to find a 1 litre coca cola bottle we all
had a swag from it & guess what? Nobody picked up any germs...
We did not have Play Stations, MP3, Nintendo's, I-Pods, Video games,
99 Cable TV channels, DVD's, Home Cinema, Mobile phones, Home Computers,
Laptops, Chat-rooms, Internet, etc ... But, we had Real Friends!!!!
We called on friends to come out to play, never rang the doorbell, just
went around the back
We loved being let loose in the big bad world
without bodyguards
We played with sticks and stones, played cowboys and Indians, doctors
and nurses, hide and seek, soccer games, over and over again
When we failed our exams we were given a second chance by simply repeating
the same grade
without visiting psychiatrists, psychologists or
counselors
Such were the days
We had freedom, success, disappointments and responsibilities. ..
Most of all, we learned to respect others
Are you from that generation?? If that's the case, email this to all
your friends from the same era
Maybe this message will help them forget the stress that surrounds us
these days
.and just for a few moments puts a smile to their faces
as they remember what life was really like in the good old days
