Secretary Coal in the Government of India H C Gupta is superannuating by this month end. He is 1971 batch IAS officer of Uttar Pradesh cadre.

V.K. Bhasin Joint Secretary & Legislative Counsel has been appointed as Additional Secretary in the Legilslative Department, Ministry of Law & Justice. P.K. Malhotra, Joint Secretary and Legal Adviser has been appointed as Additional Secretary in the Department of Legal Affairs of the Ministry of Law & Justice. Both the officers belong to the Indian Legal Service of the Government of India. While V.K. Bhasin is on deputation with TRAI, . P.K. Malhotra is holding additional charge as Chairperson of the Adjudicating Authority under the Prevention of Money Laundering Act, 2002. These appointments are effecitve from the date they take over charge in their respective Departments.

Vigilance Awareness Week in SAIL
Steel Authority of India Limited (SAIL)of which Chairman is S.K.Roongta organised various interactive sessions at different locations of the country as part of Vigilance Awareness Week from November 3 to 7, 2008. SAIL also held awareness sessions on the RTI Act, SAIL Conduct & Discipline Rules and purchase & contract procedures in its plant/unit locations across the country.Various contests on elocution, essay , debate and quiz were organised at various plants and units with active involvement of the employees and their family members. Awareness / training programmes and interaction with suppliers, customers and other stakeholders were also held. The Vigilance Awareness Week was inaugurated in all units of SAIL with the pledge taken by employees and reading the messages received from President, Vice President and CVC.During the closing function at Ispat Bhavan,delhi on November 7,2008 S.K. Roongta, Chairman, SAIL, launched a 'SAIL Vigilance Network' on the SAIL intranet where several vigilance functions are available on-line, aimed at providing valuable information to employees. Roongta also gave away prizes to the award winners of the various competitions in the presence of Venugopal K. Nair, Chief Vigilance Officer(CVO) and other senior executives of SAIL.

BEML Pays 120 % dividend for 2007-08
Bharat Earth Movers (BEML) Limited, has declared 65% Final Dividend for the financial year 2007-08. The Mini Ratna Defence Public Sector Undertaking has paid a total dividend of 120% for the financial year ending March 2008. A dividend cheque of Rs.14,62,50,000/- to the effect was presented to the Defence Minister AK Antony by the BEML Chairman & Managing Director, VRS Natarajan at Delhi recently. BEML posted a turnover of Rs.2713.34 crores for 2007-08 with a Profit Before Tax (PBT) of Rs. 348.01 crores and Profit After Tax of Rs.225.65 crores.

IS this transfer logical?
Banani Ghosh has been getting her postings of convenience if one looks at her posting profile. In 2006, she barely remained in Bhubaneswar for 2 months and went back to Kolkata. There is no shortage of such officers, and the order of October 2008 referred by her well wisher includes other such names like T K Shah from Jabalpur to Indore and Manivel Raju from Orissa to Kolkata ,within 3 months. OG Ganvir was shifted from Ahmedabad to Mumbai in less than a year in the June order . such transfers are also clearly against transfer policy. These officers have also suffered like Banani Ghosh due to transfer within 3 months

Prejudice of CBDT against female tribals officers
Ms. Benani Ohosh CIT 79 transferred out mid year shows the prejudice of the CBDT against female tribal officers. These rules have no application to the upper caste [actual caste or IAS wife caste]. In CBDT, the sick, the tribals, the SC, the unheard, have no case what so ever. The transfer policy is thrown in their face again and again and again. The CBDT has lost the transfer policy case in CAT and High Court but like a adamant spoilt child, CBDT continues to agitate it before the Supreme Court. If they lose there, they might amend the law to overcome and overpower the poor and the down trodden.
Another IRS transfer anomaly
CBDT is quite capable of being benign [dictionary meaning is non-cancerous] to lady officers. One UP IAS IRS wife was recently relieved for joining a regulatory authority on deputation despite there being a very specific and clear rule in the transfer policy that any officer who is directly selected [through won efforts] will not under any circumstances be allowed to join there and applications will be invited from all officers. The policy obviously did not envisage the special circumstances of this lady officer. This is a feedback in ref to the lady transfers during mid-year given in the whispers of 7th Nov. Another such mid year transfer is the posting of a lady from Indore to Agra to a very lousy post [ITAT]. Lady officers are being put in ITAT, OSD, CIB, Audit, but not as administrative CIT despite the transfer policy saying that seniority adjustment will be made and senior officers will be made administrative CIT. The IRS transfer policy should become a case study of its total non-implementation. Even medical cases of cancer are treated on basis of selection of the fittest or the best connected. There is a lady CIT who after spending decades in Delhi and CBDT has been posted to Mumbai.
