It is incorrect

Mukesh contention that Lt Col is equivalent to DIG of police is not correct. In fact DIG is equivalent to Brigadier in army. He must realise that defence and law and order are two most important sovereign functions of a state and one must not downgrade their role. In most of other countries army and police are highly respected although their educational qualifications are nowhere near the officers especially in Police. The importance of these two vital organs can not be undermined in the name of civilian control over armed forces because state would wither in the absence of either of these and there would not be a civilian control to speak of.

Absorption issue in MTNL/ BSNL

This is with reference to the comments of Deewan on Absorption issue in MTNL/ BSNL. Apparently, he does not have full information on the status of IP&TAFS Officers, and probably talking about ITS only (taking IP&TAFS officers as shadow only, for reasons best known to him). IP&TAFS officers, who wanted to remain in government are not working on deemed deputations to these PSUs. Those who wanted to join BSNL or MTNL have already opted for them and working there. No issue like recalling them is being considered by Ministry. Therefore, I will request Deewan to kindly delink IP&TAFS Officers issue from those 2000 odd working in PSUs.

Confusion galores

In the acceptance of pay commission, there is a clause about giving non functional grade to IPS / IFS and other organised services officers whenever their grand junior is promoted to a particular grade in the Centre. There is so much confusion about this that no OM has been issued so far. Kindly note that the intent and spirit was to assure at least promotion to officers of those cadres where there is so much stagnation that they are not getting promotions even after cadre reviews ( not done in many cases due to frivolous reasons) or some other reasons. Thus when a batch person in IAS gets promotion in Centre, the two years seniors of all org, services should get the scale so that financial misery is taken care of.
Hope concerned department issues the orders so that it can be implemented w.e.f. October 2008 atleast.

Time Limit for processing revised entitlement claims of pensioners

The Department of Pensions & P.W. has issued O.M. No. 38/37/08-P&PW (A) dated 2.9.08 for giving effect to the Government decisions on the recommendations of 6th CPC.
Unlike the serving officials, in whose cases the revised pay and part arrears are to be drawn in the month of September, 2008, as per O.M. issued by Department of Expenditure, no such direction about time limit has been issued by Department of Pensions & P.W. for revising Pension/Commutation/Gratuity of post-1.1.2006 Pensioners. In the absence of time limit, the Departments are likely to take their own time for processing these cases and it is also most likely that most of the post-1.1.2006 Pensioners may not get any benefit of revised entitlements before Diwali. Any delay in payment of revised entitlements also entails loss of Interest which constitutes major source of income of Pensioners.
Department of Pensions & P.W. is requested to issue instructions to the Ministries immediately laying down mandatory time limit for processing the revised entitlement cases of post-1.1.2006 Pensioners after they have submitted their options.

6th CPC to Armed Forces.
I feel that there should have been a separate pay commission for armed forces or pay commission should have included a representative from armed forces. My friends in this forum showed their displeasure towards armed forces terming their demands as rebellion towards Union Cabinet. Some termed it as united mutiny. Is asking for rights is mutiny? If so, we civilian staff are doing it every other day. Do civilian officers face as many and as grave challenges and risk for life as armed forces do? Armed forces work in extreme hostile conditions and away from home and family. they are usually called in when the situation already has gone out of control. Every other day they face threats to their lives which civilians never do or they hardly do. Civilian officers simply issue dictates and grassroots civil staff carries them out. You simply can't compare their working conditions. Conditions for armed forces are so hostile that people have stopped their children from joining armed forces. They consider civilian jobs as better option. As risk to life remains minimum. No amount of money is sufficient for challenges faced by armed forces as we civilians can't match their working. Armed forces should be given much better scales than we civilian staff and their jobs must be made more attractive so that more and more people join armed forces and shortage of staff in the forces could be sorted out.

Pre-empting judicial functions

Arjun Singh, Minister for HRD, is in the news again but for wrong reasons! He thrives in creating a controversy for petty political gains. Admittedly, his endorsement of Mushirul Hasan's decision of extending legal support to Jamia's students is per se wrong as there is already a system in place in judicial administration under which on the requests of the accused, the court is already empowered to ensure free legal aid to the accused under the principle of Equity and Natural Justice to defend his interests It was unwarranted on the part of both VC Jamia Malia and Arjun Singh to pre-empt the prerogatives of the judiciary whose endeavour is to ensure that no innocent person is punished . The whispers doing the round in the journalistic circle is that such irresponsible statements are sometimes made by a minister, with the approval of top brass in the political party, just to divert public attention from the core issues and to camouflage their non-performance Least said the better. The statutory Audit (C&AG) is bound to discover several skeletons in the cupboards in matters of release of grants to non- existent NGOs, extending recognitions to private, ineligible institutions etc. There is hardly any difference in the functioning of the erstwhile NDA Government and the present UPA Government. Only beneficiaries have changed . More about it ,later.!

Press Ads and foundation stone laying ceremonies at the cost of public exchequer

The general public is totally disgusted with the ubiquitous press advertisements appearing in all the national dailies highlighting the " achievements "of the present Govt. at the Centre and the NCT Delhi The cost of these advertisements in the print media runs into crores of rupees . Finance Minister appears to be totally insensitive to such non productive and criminal waste of money. Great care is taken by the union ministries to maintain the proportionate sizes of the photographs of the VVIPs along side VIPs .Prior approval of the PMO to press advertisement is a mandatory requirement before publication . One wonders how the photograph of the de jure Prime Minister , Chief Minister NCT, Delhi and Ministers in the press advertisements fit in with that of Chairperson UPA, which is not a constitutional post! A line has to be drawn between the GoI and the political party I have high regards for UPA Chairperson . But ,she should make a distinction between sycophants and genuine critics who have stood against her detractors only to be sidelined. Too much of familiarity( by repeated publication of advertisement) breeds contempt !
The Finance Minister is requested to formulate tough guidelines for publication of press advertisements . At present , the Financial Advisors attached to ministries and who are competent to decide such matters , are easily bulldozed by the ministries concerned ,once the approval of their Ministers-in-charge are taken. It is after all tax payers' money. The ministers have no business to squander away public money for publicity and political gains. Similarly, there should be a complete ban on foundation stone laying ceremonies .Pt Nehru was totally opposed to such wastage. But who cares now! I would urge upon Ms Sheila Dixit, CM, Delhi, to kindly desist from this practice. Sooner , the better!

The Armed forces have now kindly accepted to receive the revised scales after a committee headed by Pranab Mukharjee has been appointed. This is a dangerous trend. Today it is salary, tomorrow it could be something else. A lie is being spread to equate Lt Col with Director. At present he is equivalent o Under Secretary.
In India nobody is forced into any occupation. Then why this holier than thou attitude. Are the officers outside Defence forces not serving the Nation? Pampering must stop or we may go to the way our neighbours have gone.

raw deal to medical doctors of armed forces medical services

Medical doctors in CHS and CGHS have been granted dynamic ACP scheme extended upto senior adminstrative grade (grade pay of Rs10000 in pb-4) for those having 20 years of regular service. Also all medical doctors in organised services or holding isolated posts are covered by DACP.(para 12 of Ministry of Finance, Department of Expenditure resolution no1/1/2008-ic dated 29 Aug 2008). Med doctors of AFMs can only reach the rank of 'Lt Col' in 20 yrs service with grade pay of Rs 7600 only as per the recommendations of the 6th pay commission. Med doctors of the defence forces work under severe conditions of Siachen glacier , high altitude locations, CI operations etc as compared to the civilian counterparts. This has led to a severe lowering of morale in the military doctors and most are planning to leave for the well paid private sector. This gross anomaly can be crosschecked by your support staff and be put up to the committee of ministers.

The ACP scheme dictated by 5th CPC was partial to those who had passed LDE. It equated both DPs and those who passed LDEs. Now the 6th CPC is also silent on this issue. The authorities should spell out clear-cut provision that 10 years' period be enumerated from the date of passing LDE and should not wait for 20 years from the date of initial appointment in GOI. If an official passes an LDE then his first promotion should be at the completion of 10 years from the year of passing the LDE. Otherwise he does not get due credit for passing his LDE.

It is not with Delhi Police alone

I agree with the feelings and grievance of DK from DANIPS. It is not only with Delhi Police but it is all over the country that State Civil Service officers are suffering and they have lost hopes for any improvement in future. It is highly unfortunate that after putting 23-25 years of service and with a very good service record people are stagnating at the rank of ACP. We are talking of strengthening the Police force and such an important element in the system is so demotivated. It is the problem of cadre management all over the country which is creating such problems. In fact the cadre structure should be such that atleast all State Civil Service Officers must reach the rank of Secretary(Joint Secretary in GOI)/IGP and some exceptionally good officers should be allowed to go upto Additional Chief Secretary(Special Secretary in GoI)/Special DGP. This is only possible if intake of All India Service Officers is reduced and promotion quota for State Service Officers be increased to atleast 50% and intake of Officers at the ranks of SDM/SDOP be reduced. This will have double advantage as officers at lower ranks like Tehsildars/inspectors/rangers will have better opportunities for promotion and it will be easier for Govt. to promote lesser no. of SDM/SDOP/SDO(forest) to higher ranks in AIS. Today the position in most of the states is so bad that an officer recruited as SDM/ SDOP will get IAS/IPS at the end of his career and some may not even get into AIS. Is it comforting that a person gets only on promotion in his entire career i.e. Addl. Collector. For solving this problem it is more important that the initiative must come from Senior All India Service Officers who should understand that State level Civil servants are also a part of the same system and State Civil Service officers must also get opportunities in the same way as is available to All India service Officers.
