Look at more lucrative prospects of raising retirement age

All those who are in the opposition for raising the retirement age to 62 years, are looking at only one side of the coin. The other side, which presents the more lucrative prospects, is being totally ignored. You see, nowadays nobody hangs the shoes immediately after retirement at 60. At least for the next three to five years, most of the retired officials tap the market and these people being well qualified, experienced and least demanding; are invariably the first preference for any private employer - that's why these people get re-employed immediately to the exclusion of all others already waiting for a job. Resultantly, the new generation is loosing all those precious opportunities. At the same time, it must be a well-known fact by now that the government has already absolved the role of an employer. No new jobs are being created in the government sector for about a decade and the situation is likely to continue for another 10 to 15 years as there is ever-increasing emphasis on down-sizing the workforce. So where is the younger generation gaining even while keeping the retirement age at 60, and how there is going to be any loss for them if the retirement age is raised to 62. On the other hand, rather they would be the net gainers as the private sector would be left entirely for them to lap-up all the available opportunities without any rigid competition from retired government officials. Furthermore, for the next about two decades the new jobs are bound to be created in the private industry and service sectors only with the opening up of the SEZs and new industrial and service ventures, which are being encouraged by the government as a matter of policy to create new employment avenues; and therefore one cannot logically oppose that by raising the retirement age of govt officials the younger generation is loosing the job opportunities. Politically and economically also, it has already been analyzed several times at various levels using a variety of calculation models that by raising the retirement age both the economic and political scenario will show improved results. I am sure all those calculations and models cannot be wrong.

Raising retirement age is not logical
It is strange that when government has, in the 6th pay commission, made provision for full pension who completes 20 years of service indicating that they want more people to exit, how is it going for raising retirement age. This is not logical and the rumor should stop. It is the big people who will be in power for some more years and enjoy more.

This is a retrograde and unfortunate step by the GoI. By Raising the retirement age to 62 the Babus would only be indulging in more corrupt practices and will lead to wholesale corruption in all the Govt. departments wherever applicable. In a country like India where there is severe unemployment problems and for the young generation of people who aspire for a Government Job, this is really shocking. Welcome raising of retirement age

Raise of retirement age from 60 to 62 is to be welcomed but it is not that easy. The government would be able to utilise the experienced hand for another two years but at the same time it should not neglect the educated unemployed youth. A stern political decision is highly appreciated. A healthy public debate is required.

Raising retirement will slow down the fresh and innovating management which are the need of hours. The experience of seniors are of no use in front of the techniques and energy of younger lot. Holding government to ransom
By falsely projecting Lt Cols as equivalents of Commandants in Para Military Forces/Directors, they are holding the government to ransom. Lt Cols are in reality, neither commanding a battalion nor authorized to put on the rank badges of a Commandant (Col Equivalent). From where this notion of "extant parity" has come is a big mystery, when there is actually none.
Post implementation of the Bagga Committee report most of the Lt Cols are actually glorified Majors performing the duties of Company Commanders. Functionally it is the job of an Assistant Commandant (Capt) in CPMFs. The armed forces should be thankful that 6th CPC has been very liberal to them by giving them a slew of allowances as compared to their civilian counterparts. The Army is only getting better at PR and media blitzkrieg, which is a cause of serious concern.
If the Government succumbs to the pressure tactics of the Indian Army, it will set a very wrong precedent, and then there is no reason why the Second-In-Commands of CPMFs and SP/ Deputy Secretary level officers should not be included in Pay band-4. Not doing so is certain to stoke discontent among the civilian and paramilitary counterparts.

Dear Gentlemen, We definetly understand your agitated views calling everyone as corrupt civilian vis a vis those who defend the country. I am sure you have little knowledge either of defence or honesty. Once the greatest of great philosopher said the absolute power corrupts absolutely. You could not be unaware of systematic corruption in Army etc. It is only fair not to talk of it, nevertheless no organisation/country howsoever corrupt it may be, will like to keep a man on Guard who is corrupt. I request you to have inside view and inform the corrupt civilians the name of that honest gentlemen who deposited the surplus ration back to store instead of allowing family members to eat. Mind you the ration is for self only, in case of jawans it is not sent to their families in villages if surplus. Worse, It is sold. Who does not know that the Army got the ration scale at par with US etc where per capita consumption is 4 times of an Indian under same deceiving tactics as are being applied now. The countrymen are not aware, they merely love their Army. Perhaps, the present episode can only be good for countrymen not Army etc. Secondly, please tell us how the house of even a Brigadier is maintained better than a Minister. Officer pays it or the absolute powers given to Army in certain matters. The row of Army vehicles in front of schools is any body's sight. And do not forget the squandering of CSD profit at the cost of common soldier as he pays the same as officer and gets little back. So be the case of officers cheating the jawans by not allowing the 90% seats of engineering etc to them in proportionate to their numbers. The jawans family stays in village and can not utilise the facilities while seats are given to army for the whole lot. Army has so many discrimination with in. We should also remember that a boy from say IIT gets 3 lakh job another gets 30 lakhs. It ia all your QA or luck. The 3 lakh fellow may be doing better job so a soldier better than officer of Army. By asking euality with IAS etc the Army is only blackmailing. Officers join by choice and not by compultion and thier service conditions can not changed to their advantage midway in such an unfair manner as asked for. Regarding the shortage of officer, a judicial commission can expose the racket since the Army deliberately does not recruit officers so that they get promotions in minimum time. Their is no derth of brave people in this country. God bless all of us.

Director being Equivalents to a Colonel...you may manipulate any things but the idea makes me laugh at this poor Joke. Ask a Colonel where you are working with see. Look at him and yourself?? Grown up people do not play games..
And who asked for equivalence and comparison. One must be blind to compare an Armchair file pushing Babu with a Gentleman Soldier Officer.
Armed Forces from very beginning have asked for a separate Pay Commission for them...but only Babus are too keen to keep them for Comparison so that director could get sadistic pleasure by calling himself "Colonel"...what a dream.
There is enough evidence on this board to suggest how you all threaten and intimidate the Political leaderships with threats of "exposes" and Union actions to make him sign on lines which says Dir will be Colonel....
Such attitudes and practices have become a threat to democracy and our Political System. They are Peoples representatives and you are "servants" But in the name of "Exposes" and due to willing Cooperation of the all bad hats you have assumes Political Mantle usurping some of the political powers of the boss.
Please do whatever you like. Keep the Armed Forces away. Do not play with fire and insult them by comparison with Rag tag PMF. Or selling the Country is not only your business. They can also do it if your virus reaches them.
It has happened in history and in history of all societies many times. When Virus of Babus reach soldiers, then they do not feel like laying down their lives for Babus.
The matter is not travail....it is serious business.
It is not worth it...be serious and grow up...being a director Colonet at 14 years is not good enough. One has to behave like fit for that status.

Enough is NOT enough, sadly
Comparing a Major in the army with Section Officer in the Central Secretariat is sad and shocking. No disrespect is meant to Section Officers. While comparing any Civil Officer with any Army Officer it must be kept in mind that an Army Officer is neither allowed nor expected to desert his/her place even in face of death. It is not so in case of Civilian Officer. If I am not wrong it is understood and also implied that if a Civil Officer( excluding the Police) deserts his/her place when death is imminent he is not held finally guilty because no civil service rules say that the civil officer should face and embrace death but must not leave/ desert his post under any circumstances.. This being so one should not make such sad and silly comparision in future.

"In defence of the military"

Let me begin this piece by stating emphatically that it is written in defence of the Indian military. I believe that it is an institution worth defending, warts and follies notwithstanding. And that is why this piece.
Of late, the Indian military leadership has come under a lot of motivated and ill-informed criticism for doing what any self-respecting commander-in-chief would do.
In taking up the issue of pay and parity between the armed forces and their civilian counterparts, all that the three chiefs have done is to bring to the notice of the highest political authority in the country the four core issues that affect the services. And they did it in the most dignified manner possible.
But their action has kicked up a furious debate in the media and depending on who you speak with, there are two views on the issue. Most non-military viewpoints are alarmists, to say the least. A few inspired leaks by the stung bureaucracy has led to a spate of articles and opinion pieces alluding to a breach of discipline and a show of "defiance" by the service chiefs. Some commentators have even gone to the extent of saying that the three chiefs have set a dangerous precedent that does not augur well for Indian democracy! Others have said the chiefs were left with no choice. And unlike any other time, I will be a subjective observer in this.
As someone who has been in the thick of reporting on the pay panel recommendations and the subsequent developments, I must point out without reservation: The three chiefs have never ever defied the government. A quarter century interaction with the armed forces has convinced me that the Indian military is not capable of indulging in politics, leave alone usurping anyone's authority as perceived by some. And even in this case, the three chiefs have simply taken recourse to the best possible method that was available to them. And by appointing a three-member ministerial committee to look into what clearly are genuine grievances of the armed forces, the political executive has shown the sagacity of recognising the seriousness of the issue. Unfortunately, the top bureaucracy has not shown the same level of maturity in dealing with the situation.
Allow me to go back in time a little to understand the context in which the three service chiefs have been forced to do what they have done.
After the 6th Pay panel submitted its report, a committee of secretaries was set up to look into various anomalies that were brought to the notice of the government. The service headquarters had reasoned with the ministry that since the armed forces make up for 30 per cent of the government employees, they should have a representative on the committee. But their request was not heeded. Instead, the service chiefs were told their concerns would be addressed without prejudice and with sympathy.
This assurance was taken at face value but when no communication was received from the committee of secretaries, Adm. Sureesh Mehta, in his capacity as chairman of the chiefs of staff committee, asked for the details of the decisions taken in the committee. He wanted to see that the armed forces' concerns were adequately taken care of. But the Committee of Secretaries did not deem it fit to respond to the admiral's plea. So when the cabinet approved the amended sixth pay panel report, it was assumed all the pending issues were taken care of.
But to the great consternation of the service headquarters, not only were their major grievances not addressed, three more anomalies, indeed, glaring discrepancies, were introduced by the committee of secretaries in the final cabinet notification.
For the armed forces, this was the last straw. This was worse than the aftermath of the 5th pay commission a decade ago when 48 anomalies were pointed out by the armed forces but only eight were resolved over a 10 year period till the 6th Pay Commission was notified!
It took some time for the reality to sink in but when the anomalies were noticed, all the three chiefs decided to take up their case with defence minister AK Antony. After the meeting, Antony was convinced of the logic presented by the three chiefs. So he apparently asked his ministry officials to prepare a detailed note in support of the services' demand to resolve the core issues and send that communication to the Finance Ministry and the Prime Minister's Office for necessary action.
The core issues, the three service chiefs felt, would affect command and control functions in the field especially between the Army and para-military forces and the navy and the coast guard, to cite just two examples. Having taken their case to the defence minister, the three chiefs felt they would at last get justice. Shockingly however, the finance ministry and the PMO were presented a completely diluted case. Left with no other alternative, the chiefs then took up their case with the Prime Minister himself who too agreed that their concerns were genuine and should be resolved favourably. The only catch was: the MoD had not sent the requisite supporting documents!!
In the meantime, neither the Prime Minister nor the Defence minister could meet because of their pre-scheduled foreign visit. That's when the three service chiefs decided that they would delay the implementation of the flawed 6th Pay panel report. And decided to communicate this decision to their men down the chain of command. The internal communication by all three chiefs in fact spoke about the need for not falling prey to rumours and speculation. For instance, the Naval chief's communication dated September 24, said:
" In recent times there have been several speculative media reports and disinformation on the final outcome of the sixth pay commission recommendations. The service headquarters have maintained continuous interaction with all authorities concerned and our concerns have been highlighted at the highest levels time and again.
We are in the process of resolving all pending issues and this may take a little longer than we had earlier expected.
Let me assure each one of you that I will spare no effort to bring our genuine concerns to the notice of our country's leadership with the final aim of giving our personnel their rightful due. In the meanwhile I am certain that one and all will display maturity and patience and not be swayed by hearsay or speculative reports from any quarter. Shano Varuna and Jai Hind.
If the above signal, as the communication is called in military parlance, is defiance then no military chief will ever be able to give assurances to and take his men in confidence. Anyone who has dealt with the armed forces will tell you that there is not an iota of truth in the canard that is being spread about the three chiefs "defying" the civil authorities. Yes, they questioned the bureaucracy's attempts to wittingly or unwittingly introduce pay and status disparities between the armed forces and their civilian counterparts. Yes, they took the matter to the Prime Minister but in no way did they defy the government.
The question here is: Does civilian control of the military mean control by civil bureaucrats? Or should it in reality mean that military be subservient to the elected government and by extension to the Parliament and in the larger sense the people of India? This is the question that needs to be debated thoroughly for correct civil-military interaction and cohesiveness in decision-making in spheres of national security in the future.
What the three current chiefs have done is unprecedented in India's short history as an independent nation and therefore a surprise to many. But they have done their uniform proud by standing up for their men, a trait most essential in any leader but an absolute must for a military leader.

The TA for persons in PB3 and above(Rs.3200) is very less. It should be more than Rs.4000. The Grade Pay which was increased for the second time for Under Secretary/PPS and above is also less. It should be increased once in 6th months. Don't worry about the increase in expenditure. Nobody will bother if it is at the expense of non-gazetted employees and Class IV. May long live Justice of 6th CPC and others as they have given gross injustice to non-gazetted employees.

It is a very happy news that IAS officers with 18-20 years of service are getting Super Time Scale in GoI. As we also know the fact that IAS officers of 1987 batch got Super Time Scale in GoI in the year 2005. This means that as per 6th CPC recommendations approved by GoI, at least those non-IAS officers of organised group "A" services, who were appointed in the years of 1977 to 1983 and thus had put up atleast 22 years of service by 31.12.2005 will get Super Time Scale ( at least Non-functional) by 01.01.2006. Almost all aggrieved non- IAS officers will be highly grateful to Dr. Malhotra - owner of so much highly useful website if it may soon kindly & effectively request GoI to please soon issue Orders in this regard very soon ( preferably by 27.10.2008 --eve of Diwali) since the matter and conclusion given above is absolutely clear & fully justified ; and thus must please be soon agreed to by GOI without any second thought.

Worst service conditions of 'Data Entry Operators' of the SSC
In our observation, no other cadre in the Central Government is suffering as badly as the DEO of the SSC. The other Departments have re-structured the DEO cadre long back which enabled them to get promotions. Some Departments like CGA,Railway Accounts and DGDA conducts the Departmental Tests for the DEOs to get promotion as 'Junior Accounts Officer (Civil /Defence)' which is a Group 'B' post.
But, the SSC have not conducted any such Departmental Test for their DEOs whereas they conducts regular Departmental Tests for other cadres viz. Peons, LDCs and Grade D Stenos etc.
The ACP Scheme being implemented by the SSC for the DEOs is a real example for total discriminative action. The SSC revises the pay-scale of the DEO to Rs.4500-125-7000/- once his basic pay becomes Rs. 5300/- in the previous pay-scale of Rs. 4000-100-6000/- ( ie. 12 yearly increments @ 100/-).
But, the same SSC revises the pay-scale of a Grade D Stenographer as Rs. 6500-200-10500/- once his basic pay becomes Rs.5300/-.
See, the big difference between the revised pay-scales of two cadres working in the very same attached office of the Dept. of Personnel & Training. It may also indicates the general public that 'the higher the Educational Qualification - lower the revised pay-scale vide the ACP Scheme' as the EQ for the DEO Grade A is 'Higher Secondary with Data Entry Speed of 8,000 key depressions per hour' whereas the EQ for the Grade D Stenographer is 'Matriculation with a shorthand speed of 80 words per minute'.
From the above mentioned, one can easily understand the in-justice being meted out to the DEOs of the SSC.
